He was very inimical to us and our aims despite it originally looking like he might be on-side.

Sally is on the other hand much, much more receptive and aligned with our thinking.  She would be a good replacement if offered the DG role permanently.

The beer on the back deck will taste so much better this Friday arvo.

Didnt scales get the gig in a similar manner, eg going from being a temp replacement for Caltabiano to eventually becoming permanent.

Not sure if he was temporary or the intended permanent replacement - just that he survived the change of government and stayed on up to now.

Be interesting if there is a real policy shift within TMR? We could see a few more public transport initiatives get off the ground as well as active transport initiatives if there is even a minor change in direction.

Change at the Department of Transport and Main Roads Helm Must Herald Era of Modern Transport Planning

RAIL Back On Track has been campaigning over the last 17 years for a change in the direction of transport planning and the way the State, Local and Federal Governments prioritise their transport budgets. With the retirement of the former DTMR Director-General Neil Scales OBE, it is now the time to herald a new era of Modern Transport Planning in SEQ.

As we highlighted in April this year (1), the Queensland Government updated Measures that Matter (2) clearly shows that transport planning, investment and operations in SEQ is simply making a bad situation worse.

SEQ Transport and City Planning by all levels of Government has failed to deliver any change towards the 2031 Targets for car usage and actually increased car use from the 1996 IRTP Trend.

Many cities around the world saw dramatic declines in car use due to the pandemic so the fact SEQ has remained the same is an utterly damning indictment of the current transport/city planning policies, and the political name calling.

The people of Queensland are paying the price, with each trip by car that was targeted to be by active or public transport is costing the tax-payer up to 6 times more in subsides.  Most of this subsidy is in the health budget.

Whilst there are some big public transport projects like CRR, Gold Coast Light Rail and Faster Rail to the Gold Coast underway. Others, like the North West corridor and Sunshine Coast rail lines are decades behind schedule, and BCC is just doing its own thing.  Meanwhile, the majority of the transport investment is still being poured into "congestion-busting" road projects. The same projects  which Engineers Australia concluded in their Urban Transport Systems (3) - A Transport Australia Society Discussion Paper with "This makes attempting to "bust traffic congestion" through road construction, self-defeating".

Mr Scales has been appointed to the board of the High Speed Rail authority.

Explains a lot ...

Well that screws up HSR in Australia.  Will no doubt become "HSR but buses from Grafton and Albury" and that runs once a week.

The case for inter-capital HSR isn't that great. More need for regional HSR and MSR (e.g. Brisbane - Gold Coast).

Boards only have the authority to act and decide collectively. Individual members do not have authority to act individually, so it is a very different position to being a CEO or Director-General.

Ms Sally Stannard was asked to act as Director-General of the Department of Transport and Main
Roads during the late afternoon on Thursday 1 June 2023. Ms Stannard will continue acting in
this position while a full, merit-based recruitment process is undertaken for the permanent role.

. Ms Sally Stannard has been announced as the new Director-General of the Department of Transport and Main Roads (TMR).

. Ms Stannard is a senior executive and transport professional who has worked in senior roles in the transport sector for over 16 years, including as acting Director-General of the department since June 2023.

Ms Stannard has a wealth of experience across the public and private sector and has deep knowledge of the department.

She has honed her experience in Queensland, New South Wales and Victoria advising government agencies and operators across the transport sector.

Ms Stannard has spent a significant period of her career working as a senior executive in the Translink Transit Authority, including leading the Translink Division.

She is known for her proactive approach to service delivery, operational management and reform, and industry engagement.
