Cross River Rail (CRR) - Is it really required or is there an alternative ?

Should be triple from Lawnton to Narangba imo.  

Triplication to Narangba allows for more peak hour overtaking opportunities by the freights, Traveltrains (mainly Tilt Trains) and Nambour IMUs/Gympielander ICEs.  It would require a timetable shuffle overall (eg shuffling the mains timetable around) to utilize the triplication as well as the Moreton Bay extensions.   A minor benefit is that the few peak hour trains that operate the 'slow expresses' to Nambour, would become express Caboolture-Northgate, as well as being able to replace the ICE on the counter-peak shuttles with a S/IMU on a counter-peak express.
