You shouldn't take the Archipelago proposal to mean anything though. It was a complete cold call of a proposal that no one asked for. I seriously doubt the costings they've provided too.

From what we've ascertained, the Quirk review proposed the stadium to be more where the current function centre is, which is far outside the catchment of Ekka station

Even if they go with the Function Centre location, again that is just outside of your circle (possibly intruding into it depending on the design).

In this location, I would argue that an infill station location might not be any better than Exhibition. Yes, it may be a little bit closer as the crow flies, but IIRC there is quite a change in grade across the park with railway level (roughly equivalent to Gilchrist Avenue level) being at the bottom of the rising, rolling hills of the park. Using pathways running around these rolling hills might actually result in a longer walk up/down a steeper gradients.

PROTECTION OF VICTORIA PARK IN PERPETUITY

TO: The Honourable the Speaker and Members of the Legislative Assembly of Queensland
Queensland Residents, draws to the attention of the House:

Victoria Park was established in 1864 for the purpose of a public park;
Since then, the 130 hectares initially set aside has been reduced to 64 hectares by re-designation to non-park uses;
This loss of area occurred despite significant portions of Victoria Park being heritage listed and with a Deed of Grant in Trust in place:
Brisbane is a rapidly growing city and it's vital that precious open green space such as Victoria Park be protected for all time;
The March 2024 Quirk Report recommended that a 55,000 seat stadium be built in Victoria Park for the Olympics; and
Notwithstanding the government's rejection of this idea, there has been continuing pressure from business interests and commentators for a stadium in the Park.
Your petitioners, therefore, request the House to: amend the City of Brisbane Act 2010 to protect Victoria Park in perpetuity by providing that the Council has the power to:

Control, manage and maintain Victoria Park as a public park and no other purpose whatsoever;
Do anything that is necessary or desirable for developing, managing, maintaining, promoting or using Victoria Park but at all times preserving the reserve as fully accessible public open green space; and
Permit the use of any part of Victoria Park, including the erection of any structure, on the conditions appropriate so long as the structure directly enhances the use of the reserve as fully accessible, public open green space.

No billion dollar upgrade or seat reduction at the Gabba

The Miles Government has categorically ruled out any reduction of seating capacity at the Gabba or spending $1.1 Billion on the upgrade.

Discussions on required upgrades at the Gabba are underway. This is important ground work that will determine the nature and scope of future works, which will then be planned and assessed just like any other project.

Quotes attributable to State Development and Infrastructure Minister Grace Grace:

"We are going to put on a Games to be proud of, that leaves a lasting legacy in communities right across the state.

"In fact, today we are releasing details of the first half billion dollars of tenders for new and upgraded venues, supporting more than 1,000 local jobs and delivering incredible benefits for athletes and community clubs alike.

"Work on the nature and scope of the upgrades at the Gabba are in the early stages, and no proposals have been received.

"But the Premier has been very clear that any upgrade must fit within the allocated budget. He has ruled out considering any further Games spending so that all available funds can be used for cost of living relief for Queenslanders.

We know the historic cost escalation factor for the Queensland Government is ~ 1.8x so when the project inevitably overruns, either the budget will be breached or the seats reduced to compensate, or both.

It's full steam ahead for construction of venues to be used for the Brisbane 2032 Olympic and Paralympic Games with an industry briefing with more than 70 businesses being held today, ahead of the first EOIs for tenders being released Monday (20 May).

Thorough assessments have been completed on the Chandler Sports Precinct (also known as the Sleeman Sports Complex) and three Sunshine Coast venues, paving the way for the procurement process to begin.

The Australian and Queensland governments have jointly allocated funding from the $1.87 billion Minor Venues Program for investment in these projects.

Queensland Minister for State Development and Infrastructure Grace Grace, Federal Senator and Assistant Minister for Regional Development Anthony Chisholm, Sunshine Coast Mayor Rosanna Natoli, Brisbane 2032 Organising Committee President Andrew Liveris, Member for Caloundra Jason Hunt, and Member for Nicklin Rob Skelton today visited the Kawana Sports Precinct where a new $142 million indoor sports centre will be built, and the adjacent Sunshine Coast Stadium will receive a $148 million upgrade.

The Chandler Sports Precinct and Sunshine Coast Mountain Bike Centre and are also in line for multimillion dollar upgrades of $257 million and $14 million respectively.

The Q2032 Procurement Strategy will prioritise local businesses so they have the best chance to supply for projects which will support more than 1,000 jobs, with the first contracts due to be awarded later this year. Early works on the Sunshine Coast Stadium will begin in late 2024, with other construction due to begin in 2025.

This means that - still more than eight years out from the Games – a quarter of the $1.87 billion Minor Venues Program will be out in the market in the coming months, and with further projects close to investment decision almost half are due out by the end of 2024.

The Queensland and Australian Governments have committed to sourcing at least 30% of procurement from Queensland SMEs for the Minor Venues Program, as well as targets for 10-15% of all the hours on the projects to be undertaken by apprentices or trainees – helping to deliver the pipeline of construction workers our growing state needs.

The final project scopes and locations were selected following a vigorous Project Validation Report process, have been endorsed by national, state, and local governments, and were recommended to proceed in the recent independent Sport Venue Review.

Communities right across Queensland are set to benefit from the Games, with events to be held in a range of locations including in Cairns, Townsville, Logan, Moreton Bay, Ipswich, Redlands and the Gold Coast.

I think they'll either do so little with the Gabba that it doesn't trigger the code compliance issues (the ultimate kicking of the can down the road), or the government will grant itself some sort of exemption/ turn a blind eye to the compliance issues (Public transport accessibility requirements anyone?)

I think we did an estimation on the forum a while back.

If you assumed a full Gabba and then halved that to figure how many rooms would be required, there would not be enough rooms in all of Brisbane to meet the demand.

Each host country picks the 5 new sports each year under the new rules. Differs it up each games to make something interesting. I don't think Brisbane will have the same 5 as LA

I very strongly believe they will pick Cricket, netball and Surfing.

Cricket I suspect would be played at the Gabba (it gets to be an Olympic venue after all hooray)

Netball could be played at Nissan Arena (officially known as Queensland state netball centre. For a relatively new, 5000 seat indoor arena so close to QSAC it's been weirdly absent from every infrastructure plan so far. I think they've been keeping it up their sleeve for netball.

Surfing I suspect would be held at Kirra beach as I'm fairly sure thats where a lot of the pro tournaments are still held, and the tram would not be far.

No idea what the last two sports would be

But what is a PVR? And how does it influence the infrastructure projects happening in a neighbourhood near you?

Project Validation Reports (PVRs) are business cases the Queensland Government complete for many infrastructure investments aligned to the Brisbane 2032 Olympic and Paralympic Games.

The purpose of a PVR is to check that new and upgraded sporting venues identified for 2032 stack up in terms of benefits and costs. These reports, commissioned by the Department of State Development and Infrastructure, ensure investments into infrastructure are both fit-for-purpose for hosting Olympic and Paralympic sporting events in 2032, and provide an ongoing community legacy for future generations.

Queensland Parliament today passed the Brisbane 2032 Olympic and Paralympic Games Amendment Bill 2024, establishing an independent Games delivery authority, delivering on a promise Steven Miles made when he became Premier.

It will deliver new and upgraded venues which will be used during the Games and provide significant community benefit right across Queensland.

Establishing the Authority as a statutory body under legislation will enable it to operate at arms-length from government. It will have control over its own funds, have operational independence, and operate within a flexible structure, while being subject to public sector accountability and scrutiny. 

An interim CEO is due to be appointed shortly and advertisement for up to seven independent directors to the Board that will oversee the authority will soon commence, with appointments expected in September.

Initial tasks of the Authority will include the continued roll out of procurement for new and upgraded venues, delivery of a Games Coordination Plan, to be in place within 12 months of the authority's establishment, and a Transport and Mobility Strategy within 18 months.

The legislation ensures the Authority's Board will be truly independent. The Bill outlines a requirement for a selection panel, compromised of CEOs from the nine Games Delivery Partners to choose who will be on the Board. The Government will then ratify this decision and carry out the formal process of appointing the Board.

The Bill makes no changes to the RTI Act, or the way it is applied. The Authority will not be exempt from the Act.

Provisions were included in the 2021 legislation, which was passed with bipartisan support, at the request of the Australian Olympic Committee and International Olympic Committee to ensure certain sensitive commercial, financial, operational information under its control – like international sponsorships – remains confidential. These provisions will only apply to specific information in documents created or received by the Organising Committee.

The Miles Government has also accepted the Parliamentary Committee's recommendation to appoint Gold Coast Mayor Tom Tate to the Brisbane 2032 Organising Committee Board in recognition that the Gold Coast will be the most significant location outside of Brisbane during the Games, providing six competition venues that will host twelve events and a 2,600 person Athlete's Village.

Queensland Premier Steven Miles has come under fire for disregarding an independent review's key recommendations before finalising an Olympic infrastructure plan.

The review, by former Brisbane lord mayor Graham Quirk, proposed building a new $3.4 billion, 55,000-seat stadium at Victoria Park in inner Brisbane as the 2032 centrepiece.

Instead, the premier opted to upgrade the ageing Gabba, Suncorp Stadium and the Queensland Sport and Athletics Centre (QSAC).

Brisbane 2032 Olympic and Paralympic Games

The 2024–25 Queensland Budget provides for total capital expenditure for Brisbane 2032
Olympic and Paralympic Games (Brisbane 2032) venues infrastructure of $7.1 billion over the
9 years to 2032–33 to be delivered by the Games Venue and Legacy Delivery Authority, once
established.
Funding contributions have been agreed between the Queensland and Australian Governments
for the jointly funded $7.1 billion venues infrastructure program to support the hosting of Brisbane
2032. The allocation of funding for specific venues projects is subject to government investment
decisions following completion of project assessment activities.
Consistent with the government's response to the Sport Venue Review, the venues infrastructure
program comprises the Brisbane Arena ($2.5 billion), upgrades to the Queensland State Athletics
Centre and refurbishment of the Gabba Stadium and Suncorp Stadium ($2.7 billion), and 15 new
or upgraded venues under the Minor Venues Program ($1.9 billion). Of this, total funding of
$560.6 million is allocated for minor venues works now in procurement, including Chandler Indoor
Sports Centre ($214 million), Brisbane Aquatic Centre ($42.5 million), Sunshine Coast Indoor
Sports Centre ($142.3 million), Sunshine Coast Mountain Bike Centre ($13.9 million) and
Sunshine Coast Stadium ($147.9 million)
