It is interesting to note that QR thinks it is an organisation that is on a 'transformative journey'.  Lovely words .... a bit like when they say they have 'scoped the vision' for the track duplication to Nambour.  QR is always in pursuit of the ephemeral.

However, are they beefing up their talent pool in the areas of:

- the development of a truly integrated transport system, and
- management of major projects (presumably, other than CRR)

Does this mean a wrestling back control from TMR of major strategic planning in the area of transport?

And where for art thou TransLink in all of this?

Here are some other things QR could be up to, by turning the handle of the word box mangle ....

QR could:

'quest for the touchstone of customer satisfaction'
'seek a synergy between station design and an effective urban habitat'
'take customer satisfaction to exstacy'
'redefine what it is to be a railway operator'
'for each of our employees, make this the best job in their world'

And so on.

Rob McApline has been acting in the position of EGM Projects so it is possible he could apply for the permanent position.

But all does beg the question if we have such an elaborate EGM team at Queensland Rail why do we need rail people at TMR then?

Program Director - ETCS Major Projects (Operational Readiness)

We are a large and fully integrated infrastructure business chartered with a responsibility that is pivotal to the success of Queensland and its people. Our culture is one based around safety and performance.

The European Train Control System (ETCS) Program aims to enhance the safety, capacity and performance of Queensland Rail's rail network and its passenger and freight services. This position is accountable for providing strategic direction and leadership to QR's ETCS program to successfully deliver the required programs of work.

Responsibilities include:

1.Participate as a member of the Major Projects (Operational Readiness) Senior Leadership Team to provide senior leadership of key operational issues relating to the introduction of ETCS in a dynamic and changing integrated passenger and freight rail infrastructure environment through effective strategy formulation, customer, business partner and stakeholder engagement, financial and commercial excellence and leading change management activities.

2.Lead and provide clear direction and development of the Queensland Rail programme of works to ensure delivery of results in a highly complex and diverse brownfields environment.

3.Manage the delivery of the ETCS program in accordance with allocated budgets, project schedules, safety targets and business performance measures.

4.Provide support to TMR and CRRDA with the delivery of the Inner City ETCS project and the CRR ETCS project; and lead the operational readiness planning involving technical standards, maintenance plans, operational plans, resourcing, training, safety assurance and accreditation and stakeholder management to effectively embed these two ETCS projects into QR's rail delivery system.

5.Anticipate and address potentially significant safety, legal, environmental, and commercial risks associated with managing a large-scale program and provide detailed reporting to executive and board level stakeholders outlining progress according to agreed deliverables, identifying risk areas and highlighting issues with operational and enterprise-wide implications.

6.Be accountable for identifying and managing risks and exposure directly related to the continuous integration of multiple highly complex program interfaces. Specifically, ensure seamless integration of ETCS program interfaces including ETCS Inner-City, ETCS North Coast, ETCS Greater North Coast and ETCS Cross-River Rail.

7. Developing a strategy for the broader rollout of ETCS across the City train network over time in collaboration with key stakeholders.

8.Manage relationships with key stakeholders and strategically influence decision making processes ensuring beneficial outcomes for Queensland Rail and the ETCS Projects, ensuring continuous interface, communication and integration between QR and CRRDA/TMR and key internal and external stakeholders in delivering key project milestones.

9.Lead the integration of program requirements, engineering, cost, constructability and human factors and utilise relationships with key internal stakeholders to ensure inter-disciplinary engagement remains high and that these areas remain accountable for supporting project deliverables.

10.Work within the enterprise project management frameworks and governance arrangements appropriate for a large-scale project with significant touch-points and stakeholder relationships across Queensland Rail.

11. Develop and implement engagement and communication strategies with both internal and external stakeholders to ensure project objectives are achieved in an integrated and transparent manner.

12. Be the responsible point of escalation and/or mediation where risks arise with the potential to adversely impact a greater program of work, including accountability for direct intervention.

Key Selection Criteria includes:

1.High level of skill in providing leadership and strategic direction to deliver project/program outcomes within a complex commercial and customer-oriented environment.

2.Extensive knowledge of contemporary risk management, operational readiness and assurance principles and practices as they apply to large, complex organisations.

3.High level of skill in the delivery of enterprise-wide projects in a large and complex organisation.

4.High level of skill using creativity and innovation in driving change to achieve functional transformation.

5.Extensive knowledge of rail transport operations and associated legislation and organisational governance principles relating to the Rail Industry.

6.High level of influencing, interpersonal, consultation, relationship building, stakeholder management and negotiation skills that build and sustain productive relationships and partnerships.

7.Knowledge of and willingness to commit to and work within Queensland Rail's Values and Behaviours.

This role will be ideal for someone with strong Program and People leadership, Coordination and Stakeholder management experience, Project delivery and Operational readiness. Being in possession of an Engineering Degree and signalling experience, European Train Control System (ETCS) will stand you in good stead!

The Queensland Government is investing significantly in passenger rail to meet the strong rail demand growth expected over the next 10 years in South East Queensland. The position of General Manager (Strategic Rail) requires strong professional leadership, and an ability to foster excellent stakeholder relationships, working across boundaries to drive improvement and change in line with TMR's vision and government priorities. The role requires a demonstrated ability to take a hands-on approach to leading and managing a small, high performing team who work proactively with diverse stakeholders inside and outside the department. The position requires a person with excellent integrity and judgement, and a commitment to the values of the department.

In this role, you will report to the Director-General and work with the Executive Leadership Team to identify opportunities to shape strategic rail outcomes and improve customer outcomes. You will work across teams to influence and implement new approaches in a complex environment. Experience in public sector strategy development, change management in large and complex organisations, and service delivery models would be advantageous.

As a senior executive, your performance will be assessed according to four key accountability perspectives: financial, stakeholder and outcome, internal business and learning and growth.

This role is offered as a Senior Executive Service Contract for a period of up to five years, with the possibility of extension.

About the Role

As the Rail & Readiness Transport Advisor, you will work within the Operational Readiness function of our Customer & Operational Integration team. You will be responsible for working closely with TransLink, Queensland Rail and our Delivery Partners to manage business readiness activities, and network and project operational readiness requirements through the staged delivery of this major project.

The successful candidate will have rail experience, experience in delivering business and operational readiness activities and programs on other major projects, strong collaboration and stakeholder engagement skills,  and be able to drive delivery and operational outcomes. European Train Control Systems (ETCS) experience is favourable but not essential. The role will work closely with TransLink and Queensland Rail and will need to work collaboratively to drive project outcomes.

The role reports to the Operational Readiness Manager who is responsible for ensuring that Cross River Rail is operationally ready as various assets are delivered and the project opens.

Key Responsibilities

Continue to develop and refine the Operational Readiness Program identifying key actions, timeframes dependencies, and accountable stakeholders for delivery

Implement the Operational Readiness Program through the established governance and stakeholder framework

Work collaboratively with the Department of Transport and Main Roads (TMR) and Queensland Rail (QR) to ensure the alignment of operational readiness activities and to drive the required timing and standards of operational readiness activities for individual assets coming on-board

Work with all CRR delivery partners including our contractors to understand all elements of operational delivery risk and work to coordinate and mitigate any risks that may arise

Work with delivery partners to support the delivery of operational readiness schedules, identifying key roles and responsibilities, critical paths and draw on local and international lessons learnt to improve outcomes and focus

Facilitate and run working groups to drive program and operational delivery outcomes

Report on progress and manage issues and risks on the operational readiness of the Project as a whole, escalating to the Operational Readiness Manager with solutions and mitigation measures

Queensland Rail will hire around 86 new graduates, apprentices and trainees across the state in the next 12 months as part of Queensland's rail revolution from the Gold Coast to Mount Isa.

A recruitment drive is also underway for hundreds of train crew as Queensland Rail prepares for the integration of Cross River Rail into the South East Queensland network, with positions opened to internal candidates before recruiting externally.

Premier Annastacia Palaszczuk said her government's rail revolution including delivering projects like Cross River Rail to get the south east transport network ready for the 2032 Olympics and Paralympics Games is delivering a jobs bonanza to the State.

"Queensland's biggest infrastructure project is not only creating jobs, it's creating trainee and apprentice opportunities to make sure our workforce has the skills they need for the future," the Premier said.

"450 apprentice and training opportunities will be supported by Cross River Rail, with 328 already registered with the project.

"This is an exciting time for students and trainees, and the rail industry more broadly."

The Premier said Queensland Rail was also undertaking one of the largest graduate intakes in its history.

"31 engineering, IT and business graduates will join the Queensland Rail team as we deliver more tracks, more trains and better services to Queenslanders" the Premier said.

"Better yet, as many as 55 apprentices and traineeship opportunities will be offered across a number of trades to build a new generation of railway workers.

"That's a total of 86 new apprentices and graduates across the whole of Queensland, to boost the technical and trade workforce as we deliver major rail projects across the state."

An open day will be held 8:30am-3pm Saturday 10 September at the Queensland Rail Training Centre of Excellence, SkillsTech Acacia Ridge, for prospective apprentice and graduate candidates.

The Premier said the addition of Cross River Rail's twin tunnels meant more train crew will be needed.

"That's why Queensland Rail is hiring over 500 train crew (drivers and guards) before the inception of Cross River Rail, and upping the number of trainees, apprentices and graduates working on the rail network," the Premier said.

Minister for Transport and Main Roads Mark Bailey said the Palaszczuk Government is backing good, secure job opportunities in Queensland.

"I am proud of the commitment by my department to connect students and trainees with good jobs," he said.

"Strong graduate and training programs reward the hard work of our young people and give them hands on experience in the field.

"The Cross River Rail project has clocked over 1.3 million training hours already as we upskill the next generation of construction workers, engineers and more.

"And we're creating more jobs for Queensland Rail workers, particularly for existing staff to upskill into.

"This is in stark contrast to the savage cuts under the Newman LNP Government, where 1,700 Queensland Rail workers were sacked."

Mr Bailey said Queensland Rail was looking for talented and diverse applicants, whether it be those seeking to change careers later in life, mothers returning to the workforce or young people who are just starting out.

"We know we need 210 new train drivers and 332 train guards to provide a quality public transport service when Cross River Rail comes into operation, which is why we're starting the training and recruitment work now," Mr Bailey said.

 James, a Trainee Concreter with East Coast Concreting, is working on Cross River Rail station sites.

His greatest achievement on the project so far is getting the job done and learning new skills every day.

"[Looking forward to] getting the job over the line in a safe, management way and travelling to AFL games using Cross River Rail trains," James said.

Queensland Rail also supports approximately 340 people involved in training and education across all areas of the organisation including supervisors, support, and training staff.
