What I mean is that this has nothing to do with getting an improved fare system.  Charging a few ferry users more will do little to increase revenue and may drive some away or onto bus services.

Well they did with MyZone, but I don't think that's got anything to do with it.  IPART led this decision, and if they are calling the shots then God help us.
