Heard from one of the sno's (who had to let off 2 passengers yesterday because they couldnt get personal details of the passengers) that they may be replaced with proper security personnel who have powers to detain for fare evasion etc.. Eg: handcuffs. Anyone else heard anything as such?

TB  SNOs can detain.  Are sure they were SNOs, not Transit Officers?  TOs cannot detain in the same way as SNOs (although citizens arrest is possible if serious I guess).

If they were SNOs I guess it comes down to the fact they can only detain a person who has committed a detainable offence. A detainable offence is one involving assault or wilful property damage essentially.  SNOs can and do use handcuffs.

Thanks. Yes would not be surprised if TOs are all converted to SNOs eventually ...

Begs the question though.  Should SNOs be given the authority to detain if refusal to cooperate re ticketing?

No, as far as I am aware.

Correct.

SNOs can only detain on or in public transport infrastructure if they reasonably believe a person has committed a detainable offence. These are:


  • Assault occasioning bodily harm
  • Aggravated robbery
  • Sexual assault and rape
  • Wilful damage

SNOs can also detail people who have been subject to an exclusion order if found on PT while the order is in force.

Not sure if I agree on detaining people who are "refusing to cooperate".

I think most jurisdictions grossly underestimate fare evasion losses ...

Official fare evasion in SEQ is presently estimated to cost $25 million yearly, I think it is more than that.

Add in the true cost of rorting the failed fare structure ...  it is just a big calamity!

Fascinating that numbers of fare evaders are highest on buses both in Melbourne and Sydney ...

Fare evasion on buses in SEQ is estimated to be around 4% - roughly a third of that in Melbourne and Sydney  for buses ...

Fare evasion rising?

Greetings,

Today the Sunday Mail has this article:

Fare evasion and other anti-social behaviour on the rise on Queensland Rail trains

Failure to fix the fare system in SEQ is contributing to these issues there is no doubt.

Both in Sydney and Melbourne, fare evasion on buses is higher than the other modes. Wonder what the true situation is in south-east Queensland?

Bus review failure, fare review failure. Little wonder the public is becoming very disenchanted with the failing transport bureaucracy.

Time Premier Newman and the Government lived up to this commitment in January 2013 don't you think.

SNOs to target fare evasion

Ten new graduate Senior Network Officers have joined the team and will continue to target fare evasion and anti-social behaviour on south east Queensland's public transport network.

Transport and Main Roads Minister Scott Emerson said the Newman Government was on target to double the number of officers tackling anti-social behaviour and fare evasion on public transport.

"There is no excuse for people dodging the system and not paying the correct fare," Mr Emerson said.

"We are boosting front-line services as promised at the election and if you do the wrong thing you will be caught.

"On Friday we welcomed 10 more Senior Network Officers bringing our total force to 44 putting us on track to meet our target of 56 officers by July this year."

Mr Emerson said Senior Network Officers regularly conducted blitzes at hot spots across the network.

"All officers are subjected to an intensive recruitment process including stringent screening and rigorous training to ensure they are suitable for the job," he said.

"They work alongside TransLink Transit Officers, Queensland Police Rail Squad and security staff to deter anti-social behaviour and make the public transport network a safer environment for all passengers."

Senior Network Officers are highly trained staff who have extended powers under the Transport Operations (passenger transport) Act 1994, including the authority to detain and search persons where necessary.

Minister confirms Premiers commitment re fares rubbish

Interesting article in Brisbanetimes today:

So here we have a Minister indicating that the Premier's commitment in January 2013 was a worthless one.  Why would people continue to support a  Government that treats the public transport users of south-east Queensland with contempt?

By not sorting the failed fare structure for SEQ they are actually costing Queensland a lot more.  Falling patronage and worsening road congestion, with all the additional impacts such as increased health sector costs mean the downward spiral continues.

Public transport users are increasingly becoming aware of just how easy it is to rort the present fare system.   Rorting is legal, such as taking lunch time trips to offset fares later in the week. See -->  http://railbotforum.org/mbs/index.php?topic=10554.msg139246#msg139246

Maybe it is time for a new cabinet!  Maybe it is time for a new Government!!

Fare failure SEQ

Greetings,

Very interesting data below on fare evasion in Sydney and Melbourne. Buses are the worst for fare evasion. What is the true extent of fare evasion by mode and route in south-east Queensland ?  We don't know because the data is secret in Queensland, in other states such data is made properly available.  Why are we treated with ongoing contempt in Queensland?  Any way, interesting data below.  Fare evasion in south-east Queensland is a lot worse I would suggest than the rubbery spin made available publicly would suggest hey?

By the way, the blog comments on the Brisbanetimes article No fare structure change says Transport minister are savage.  It is time to sort the failed fare system I would suggest.

Touching off at Goodna today bit after 1pm.  Around 3 people touched off in about 16 pax or so ..   Gee, lots still using paper single tickets hey?

Had a couple of TransLink ticketies on the 2:35pm City to Caboolture train this afternoon.
They got on around Northgate (but cannot be sure).

They went through the first 2 carriages then waited in the vestibule area between the second and third carriage for a number of stops before getting off.

1 school-kid panicked and I saw him get off, run down and get back on the 4th carriage.

Maybe they had finished their shift but it left a lot of us wondering why spend so much time just in that vestibule area.
Maybe they had met their quota?

Anyway it was obvious there were more to be had - from the conversations immediately around me.

Did you consider that they may have been on their way to a specific service or location? Knowing this, they may have only checked the first two carriages knowing that they may not have time to check a third (especially if they had intercepted someone).

Possibility though.

Actually, it's common for SNOs to be deployed to certain bus/train/ferry services or stations to address specific issues.

Additionally, SNOs also have rest periods factored into their shifts in addition to a meal break.

It could be either or none of these reasons.

Couriermail Quest --> Fare evasion costs public transport users millions, Rail Back on Track says it's time to scrap paper tickets

Fare evasion is costing honest public transport users in south east Queensland more than $25 million a year.

According to TransLink, so far this year, a total of 1472 customers have received a Penalty Infringement Notice for fare evasion at train stations in the inner-city, Ipswich/Rosewood and Springfield train lines.

Commuters were nabbed between January 1 and May 13, 2014.

Train stations with the highest number of fines include Roma Street (183), Central (154), Goodna (124), Ipswich (100) and Milton (70).

Robert Dow from RAIL Back On Track, a web based community support group for rail and public transport users, has called on TransLink to scrap paper tickets to curb the number of fare evaders.

"I am aware we can't have inspectors on at every station but if they removed the paper ticket then it would become more obvious to see who is not touching on and off," Mr Dow said.

"This is getting very serious. The other week I was travelling on the western line (Ipswich line) out of peak, and I did some quick counts at a number of stations. It appeared to me that about 1 in 15 to around one in 20 were using a go card.

"It beggars belief to think that they are all using extreme cost paper single tickets. The majority are clearly fare evading.

"I regularly observe people boarding buses without valid tickets as well."

Mr Dow said the fact that unemployed Queenslanders did not get concession fares was alarming.

"It really is time that some commonsense was exercised. Get (the) unemployed at least paying half fares, get them onto go cards," Mr Dow said.

"It is in the best interests of our community to do that. Turning the unemployed into criminals is clearly counterproductive, and will be very costly in the longer term on many levels."

Mr Dow said it was during off peak time when a fare evasion happened.

"People think there's a good chance they won't be caught. There aren't fare gates on many stations along the Ipswich line," he said.

"Ipswich has gates and the next one along is Toowong."

A TransLink spokesman said TransLink's Senior Network Officers, Queensland Police Rail Squad and Transit Officers had conducted several targeted operations to combat fare evasion on these train lines.

"Officers also regularly target anti-social behaviour. Forty-four TransLink Senior Network Officers patrol the network to deter fare evasion and anti-social behaviour," he said.

clearly paints a picture about goodna....ranking above milton and ipswich as well as indro and toowong....which are far busier stations says it all really...
There is clearly a demographic/employment link to all of this....

Indeed.  Goodna is the busiest station west of Darra, busier than Ipswich actually.  Ipswich is gated, although at times there is not much supervision on the open gate ...

A lot of ticketless people at Ipswich/Rosewood seem to travel on the Rosewood shuttle I have noted as well.  It is a ' free ' transport option to Ippy for the day ...

Last time I went to Ipswich, a group of 4 pax (who had been imbibing some beer on the way as well), just watlzed through the open gate unchallenged (it was around 9.30am or so from memory).

Goodna is a hot bed of raging fare evasion, even on buses.  The other day an exasperated bus driver let a young lady on who was waving a paper ticket around from when ever.  It is really difficult for the drivers, they are constantly challenged with varying degrees of sob stories.

As I have commented on and off for months, at times there are very few people actually touching on and off at Goodna rail.  Peak is fine (most are either going to or coming from gated stations).  Out of peak particularly it is a free for all. Still some at peak but doesn't standout in the same way as most regular commuters are using go cards properly.  But you can still spot them.

They simply find the fares beyond their meager means.  It is only going to get worse.  Pull paper, give unemployed go cards.  At least that is bit of a leg up, and allow them to access concession fares.  If they don't do that the problem is just going to get worse and will cause much social dislocation.

SEQ: Fare evasion crisis on public transport in SEQ

RAIL Back On Track (http://backontrack.org) a web based community support group for rail and public transport and an advocate for public transport passengers has said a failure to address the unaffordability and system weaknesses with the fare system for public transport in south-east Queensland has lead to a fare evasion crisis.

Robert Dow, Spokesman for RAIL Back On Track said:

"The April 2014 TransLink data confirms that fare unaffordability is at its worst levels ever."

Greetings,

Fixing the fare system will save a lot of money. Sadly the line between rorting and frank fare evasion is now very blurred.

It is a matter of great misfortune that the planned introduction of limited use go cards for short term use was not pushed through with in 2010 as planned.

This would have allowed for revenue protection, and not driven the perverse fare structures and costs we now have.

With the retro-spectroscope on, it is now easy to see that the failure in 2010 marked the beginning of the downward spiral for the failed fare path in SEQ.

It is not too late to sort it.   Political courage is needed.

The comments come as the government put out a statement saying "record numbers of bus, train and ferry passengers are taking advantage of the Queensland Government's free travel after nine weekly journeys.''

Transport and Main Roads Minister Scott Emerson said since the policy was introduced almost two years ago about 78,500 people a week were benefiting.

"As part of our strong plan for a brighter future we are delivering real savings for passengers with more than 7.1 million free journeys taken since June 2012," Mr Emerson said.

"Many of these trips would not have been taken without the incentive of free travel with the policy encouraging passengers to choose to get out of their cars and on to public transport.''

"Under our policy a passenger using their go card travelling to and from work five days a week can travel home for free on Friday and then enjoy free travel all weekend.

"This is on top our efforts to end Labor's annual 15 per cent fare hikes by capping fares rises for the next three years to be below the inflation rate.

"Under our policy a regular passenger travelling two zones to and from work will save around $750 per year, and anyone travelling from the Sunshine Coast or Gold Coast will save up to $2500 each year, compared to go card prices under Labor."

Queensland:  Unemployed need concession public transport

Robert Dow, Spokesman for RAIL Back On Track said:

"Queensland is the only state in Australia that does not extend concession fares on public transport to the unemployed (1)."

"For south-east Queensland this is a vicious double whammy for these disadvantaged citizens.  Fares in south-east Queensland are amongst the worlds most expensive, particularly paper tickets. How are the unemployed expected to be able to attend job interviews, get out and look for jobs if they are unable to access public transport?"

"Fare evasion is already a major problem on the public transport network in south-east Queensland. Minister Emerson said yesterday on Fairfax Radio News that the state cannot afford to give concession fares to the unemployed. The real question is can the State not afford to give concession fares to the unemployed?"

"Hundreds of millions of toll road dollars are being lost because of blunders by TMR (2). If unemployed had concession fares and a go card, they might actually be able to pay a fare.  This will actually help improve the fare box, rather than just lose revenue via fare evasion."

"Transport in Queensland is a major concern.  It might be time for an inquiry into the governance of transport, it is a failure on so many levels."
