I'm still amazed by their incompetence.  They would have saved seats if they didn't raise fares in 2011.

They already tried this trick with Anna; The next year, fares went up 20%. Pointless.
IIRC TL was "independent" at that point (but still under ministerial directive). There has been to much playing around with the structure of TL I think, and this has been to distract from other issues I suspect.

The whole thing is just a mess really. Too many interests to serve and bow to. BCC should get out.

Principle 1: Ensure a single point of accountability for the success of the project

A project without a clear understanding of who assumes accountability for its success has no clear leadership. With no clear accountability for project success, there is no one person driving the solution of the difficult issues that beset all projects at some point in their life.

What does this mean? Get rid of BCC.

The only proven mechanism for ensuring projects meet customer and stakeholder needs, while optimising value for money, is to allocate Project ownership to specialist party, that otherwise would not be a stakeholder to the project. This is principle No. 2 of project governance.

Principle 3: Ensure separation of stakeholder management and project decision making activities
The decision making effectiveness of a committee can be thought of as being inversely proportional to its size. Not only can large committees fail to make timely decisions, those it does make are often ill considered because of the particular group dynamics at play.

Opposition leader Annastacia Palaszczuk said costs to rail users would skyrocket under the LNP because "for every one dollar you pay as a customer the government subsidises that for around three dollars".

"So if the passenger rail network is privatised you will pay around three times what you are paying today," she said.

A spokesperson for Minister for Transport and Main Roads Scott Emerson said that under the previous government "train passenger services were the most costly in the country and staffing in the corporate, communication, marketing and finance areas of Queensland Rail grew between 60 and 120 per cent".
