Public transport fares will rise by an average of 5.55 per cent next year, the independent pricing regulator has announced.

The cost of a single adult rail ticket will increase between 20 and 40 cents, while a weekly ticket will increase between $1 and $3.

A single bus ticket will rise between 10 and 20 cents and a TravelTen ticket will rise between 80 cents and $1.60.

The increase falls below the maximum increase allowed by the Independent Regulatory and Pricing Tribunal (IPART), which permitted the government to raise fares by an average of 10 per cent for bus and rail tickets.

The increase is the first since April last year and would cover inflation increases for the past two years, IPART said.

IPART does not determine concession fares but they cannot rise to more than half the cost of a full fare ticket.

Penny Sharpe, the shadow transport minister, called the fare increase "a slap in the face for commuters".

Ms Sharpe said the decision would particularly hurt commuters in western Sydney and cost some as much as $150 a year.

She pointed out that the previous Labor government did not increase fares last year. She denied that this was done to avoid a fare increase before the March state election.

The Transport Minister, Gladys Berejiklian, defended the rise. She said the decision by the previous government to freeze fares through 2011 was irresponsible.

In not passing on IPART's recommended 10.6 per cent increase, the government will forego $132 million over the next four years, Ms Berejiklian said.

"We know times are tough and we are determined to keep the impact on the travelling public to a minimum," Ms Berejiklian said.
