E-News                                                                     MARCH 2015

PROJECT UPDATE

Construction of the Moreton Bay Rail project is progressing well with bulk earth work activities almost complete, and station construction and upgrades to local roads well underway.

In March, the project reached an exciting milestone with activities to lay track and ballast starting. Refer to the following article regarding rail construction.

For more detailed information about construction activities in your area, please visit the project website www.moretonbayrail.qld.gov.au and go to the publications section or contact the team on 1800 096 821.

LAWNTON AND PETRIE

In March, the last of the 128 concrete bridge beams will be lifted into place as part of construction of a new quad-track rail bridge over the North Pine River.

Modifications to Petrie station are progressing well with part of the new pedestrian overpass lifted into place. Rail construction is also well underway with rail and ballast being placed between the newly installed masts.

RAIL CONSTRUCTION

Rail construction is underway on the Moreton Bay Rail project site between Petrie and the Bruce Highway and will begin in Mango Hill in April. Rail construction includes a series of major activities which are:

- formation construction (complete)

- delivering and compacting rock material called 'ballast'

- placing premade concrete sleepers

- laying and welding together pre-prepared sections of steel rail which are then clipped in place on the sleepers

- placing and levelling additional topping ballast into place over the newly laid sleepers

- installing overhead equipment, including steel gantries and contact wire.

Rail construction is typically carried out during normal construction hours of 6.30am-6.30pm, Monday to Saturday. This work is expected to continue until late 2015.

DOHLES ROCKS ROAD CONSTRUCTION UPDATE

Construction of the Dohles Rocks Road upgrade is well underway between Ogg Road and Russell Street, Murrumba Downs with excavation, earth work activities, installation of underground drainage and construction of the new road pavement progressing well.

In the coming months, work will be undertaken to upgrade the Dohles Rocks Road/Blatchford Street intersection to a signalised intersection. This will involve significant road widening work through the intersection.

Following consideration of construction options, and consultation with directly affected businesses and residents, it has been determined that the next stage of the upgrade of Dohles Rocks Road between Russell Street and School Road (stage two) will be built while maintaining through traffic.

This option was chosen over the alternative, which was to carry out the work under a partial road closure with detour.

Maintaining through traffic along Dohles Rocks Road while undertaking construction in stages will mean traffic lanes will be switched from side to side during the construction period. Access arrangements for businesses and residents will be maintained, however may change from time to time throughout this work.

The project team will now progress detailed planning for the construction of this stage two work. As part of the detailed planning, the project team will review construction timeframes to ensure impacts to businesses and the community are minimised.

Further details about the roadworks will be provided to the community in the near future.

The project team would like to thank the community for their valuable input during the planning of this work.

Residents and motorists wanting more information should contact the project team on              1800 096 821 or email moretonbayrail_info@thiess.com.au

KALLANGUR

Kallangur station is taking shape with platforms established and lift towers now in place. The new station access road linking Dohles Rocks Road at Russell Street, with Goodfellows Road at Duffield Road is also well underway with kerbing in place, and asphalt soon to be completed.

MURRUMBA DOWNS

The Murrumba Downs precinct is progressing well with earthworks, drainage and station construction nearing completion, and rail construction to commence mid-March. (See above for more information about rail construction.)

Construction of the pedestrian and cycle shared path is due to commence now that drainage work is nearing completion in the Area.

The station structure is progressing well with glazing of the pedestrian walkway overpass underway, as well as the internal fit-out, painting, installation of lighting and station signage.

MANGO HILL

Construction is well underway for the new access roads into Mango Hill station, via Halpine Drive and Mango Hill Boulevard West. Underground drainage structures and lighting cables are currently being installed, with the placement of road pavement layers expected to begin in late March.

Preparations are also being made in the Mango Hill station precinct for the commencement of footpath construction, including the 3m-wide shared user path which runs alongside the Moreton Bay Rail corridor. Localised connections to the shared user path will be constructed via Freshwater Creek Road (east of Brushwood Court) and Halpine Drive (from the Halpine Drive/Freshwater Creek Road/Talara Way roundabout).

Other work underway in the Mango Hill precinct includes continued construction of the station platforms, buildings and plaza areas, ahead of the rail and ballast work which is expected to begin in April 2015.

MANGO HILL EAST

Final bridge beams are being installed on the new Capestone Boulevard road bridge over the rail corridor near Mango Hill East station. All bridge beams are expected to be in place by mid-month, then work will be undertaken to construct the bridge deck and install road infrastructure, including kerb, barriers, footpaths, lighting and signage. This work is expected to continue until mid 2015.

Construction of the station platforms, buildings and plaza areas are also continuing, with the installation of structural steel and concrete pours for the various station areas ongoing during March 2015.

ROTHWELL STATION ACCESS ROAD - ANZAC AVENUE INTERSECTION

Large culverts will be installed as part of the intersection work to connect east and westbound lanes of Anzac Avenue, with the new Rothwell station access road west of Finnegan Street. These culverts will allow water to move under the intersection in normal tidal movements.

Initial work to improve ground conditions and construct work platforms commenced in February.

Construction of the intersection will take approximately six months to complete and will include:

-        Installing drainage

-        Excavating material to make way for large concrete culverts

-        Constructing the road, including asphalting, line marking, installing signals, etc.

Lane closures are required intermittently due to the proximity of activities to Anzac Avenue and will be in place between 6.30am and 2.00pm as required. Some minor delays can be expected.

Residents will be notified prior to any night work activities, which may be required when installing the culverts and constructing the road.

GYNTHER ROAD CONNECTION TO ROTHWELL STATION

In December 2014 and January 2015, the Department of Transport and Main Roads sought feedback on the Gynther Road station access road concept design and connection to McKillop Street.

The project team is now progressing with the detailed design and construction of the new access road, via Gynther Road to the new Rothwell Station. This is in addition to the new access road already under construction west of Finnegan Street.

Following community feedback and consideration of a number of factors, the project team is proceeding with a roundabout connection (option 2) to McKillop Street.

The Department appreciates the community's time and effort to provide feedback on this important project.

A consultation report has been prepared that provides a summary of feedback received and key issues raised is available on the project website www.moretonbayrail.qld.gov.au

KIPPA-RING

Construction of the Kippa-Ring precinct is progressing well including construction of the station itself. Installation of structural steel is currently underway, as well as ongoing early morning concrete pours for the platform.

Construction of the new station access road off Anzac Avenue has begun with earth work activities underway.

I didn't realise the new bridge over North Pine River was going to be that large (quad track). Is it to replace the existing rail bridge?

It seems to be a good example of how to build a new line.

Stations are all bolt together steel with concrete platforms. All very similar to each other and built on straight alignments, even Petrie's new platforms which are angled away from the existing platforms.

#Metro

Is it full height platforms?

Looks like a busway station, only longer. Nice work!

I'd say so. Haven't been close enough to check.

My source on the completion date is in the electron transfer industry rather than the construction side.

Or just more 3-car services.
It would be a typical Queensland farce to open the line with insufficient trains/cars/services due to lack of rolling stock.

SurfRail

Or they could do it South-West Rail Link style and have shuttles timetabled to connect to Caboolture trains every 30 minutes in the off-peak with the peak runs between Petrie and the city extended out to Kippa-Ring.

75 new trains is not going to cut it.  If (as some people are speculating) the EMUs, ICEs and SMU200s are all withdrawn en masse, that leaves a net increase of only aroudn 21 trains.  Upping the NGR order to 100 or more sets and building a new sizable train stabling depot somewhere are what is needed.

Moreton Bay Rail progress on track

Moreton Bay residents are a few thousand sleepers closer to connecting with South East Queensland's rail network, with track laying on the 14-kilometre Moreton Bay Rail project beginning and construction well on track for completion next year.

Deputy Premier and Minister for Transport Jackie Trad said the $988 million Moreton Bay Rail project would provide a critical link to the North Coast line and to South East Queensland's integrated public transport network.

"Moreton Bay Rail will revolutionise public transport in the area, providing a reliable and fast alternative to driving to the Brisbane central business district that is expected to result in travel time savings of up to 15 minutes during peak periods," Ms Trad said.

"It will mean better, more efficient options for commuters travelling to and from work in and around the Moreton Bay Region, better access for people travelling to health, education and employment services, and more capacity on our roads for journeys that can't be taken by train.

"The project will provide a huge economic injection to one of South East Queensland's fastest-growing regions, helping to attract investment to the area, create business opportunities, and encourage growth along the corridor, with new train stations set to emerge as hubs of development.

"The Queensland Government has committed $300 million to the project, which will support more than 800 jobs during the project's peak, as well as many more indirect jobs throughout construction."

"Linking with the main North Coast Line at Petrie, the project will connect residents of the region with employment centres and job opportunities locally and in the broader Brisbane area.

"It's great to see this project really coming to life—today, we've seen tracks being laid, which will use more than 44,000 sleepers and more than 100,000 tonnes of supporting ballast across the 14-kilometre stretch.

"Construction of Murrumba Downs train station—one of six in the project—is almost complete, with the station being built to a modern design that ensures value for money for Queensland's taxpayers."

Moreton Bay Regional Council Mayor Allan Sutherland said more than 100 years of history had been made on what was the region's biggest public infrastructure project in more than a generation.

"This is an historic milestone; with 15 percent of the Moreton Bay Rail project's tracks already laid, there is no denying this rail line isn't just coming, it's already here," Mayor Sutherland said.

"It delivers crucial public transport infrastructure for one of Australia's fastest growing urban areas which will be home to more than 500,000 residents within the next two decades.

"Moreton Bay Rail is a once-in-a-lifetime investment in our community's future."

The Moreton Bay Rail project will deliver 14 kilometres of new dual-track passenger rail line between Lawnton and Kippa-Ring, connecting to the existing North Coast line.

The project is jointly funded by the Australian Government, Queensland Government and Moreton Bay Regional Council.

Anyone know if platforms 2+3 at Petrie are going to be upgraded as well? Weren't they going to extend the platforms so they are long enough for 9 car trains

nathandavid88

Quest News is reporting that works on the MBRL are running "months ahead of schedule", with the Mayor expecting track laying to be complete by the end of May, and Kippa-Ring Station completed by September. The story is predicting that the line could be opened early as a result.

Feb 2016 has been the completion target date for at least a month if not longer.

The tamper is now working between Dohles Rocks Rd over bridge and Kallangur station on the city bound line.  Even working today in the rain.

The early completion bonus must be a big one!

Word around here is Jan 26th. Won't be any earlier than that due to crewing requirements as well as the need for a week or so long shut down through Petrie (which is also when the South Prine river bridges will be replaced), which can only really happen over the Christmas period.
All opinions stated are my own and do not reflect those held by my employer.

I have noted a bit of driver training going on on the Ippy.  Dummy 3 car units stopping short at stations for practise stops etc.

Would likely be confirmation/test runs after unit overhauls at Redbank. Usually does a couple days of running on the Ippy and Caboolture lines before entering service.

Concerns with Moreton Bay Rail Link stations

Greetings,

We have concerns with the lack of toilet facilities and lack of staff at the railway stations on the new Moreton Bay Rail Link (MBRL).

MBRL will have 6 stations.  As we understand it only two of these stations will have toilets viz. Mango Hill and Kippa Ring. These stations will probably be only staffed during peak periods which probably means the toilets will only be accessible then.

Murrumba Downs station will have a park and ride capacity of 1000 vehicles.  It is really acceptable to not staff or not have toilets?
Once at the station there is then a train ride of approximately 55-60 minutes from Central Station as the main city station - or conversely there is a train ride of approximately 55-60 minutes from Central Station to Murrumba Downs.

Once arriving at Murrumba Downs, either going to the city or coming from the city you may well then have travelled (or be travelling) maybe 5 minutes (if lucky) or generally longer maybe 15, 20 minutes or even longer than that.

Public transport commuters are people and commuters can have disabilities, commuters are the general population and the general population is getting older and people are more and more expected to work for longer than the previous 55 year retirement age, now around 65 and increasing, commuters are also parents and care givers to babies and young children who have little to no control over their bodily functions.

We are not the only city in the world to have a public transport train network, nor the first to grapple with the issue of station staffing, toilet and water access. We would suggest even a mediocre effort at research would reveal methods which have been trialled, used and maybe even some that have successfully addressed these type of issues -toilets which are accessible only with a valid gocard, pay toilets and so forth.

We fully understand the desire to reduce costs of operating the rail network through unstaffed and non-toileted  stations being less costly to operate than those railway stations which have these facilities. However there is no getting around the fact that the railway network carries commuters who are people, not robots. People need to micturate and defecate believe it or not!

We cannot fathom the decision to not staff a station with a park and ride capacity of 1,000 cars .... the potential for issues of commuter safety, commuter with disabilities or even just the simple "customer service" test suggests this is a decision that should be revisited.

Victoria has just commissioned two new stations on the Regional Rail Link - Wyndham Vale and Tarneit.  Both stations have toilets.

The decision to not have toilets and staff at most of the new railway stations on the MBRL needs to be reassessed.

Best wishes
Robert
