I reckon Ridge and Holland is the best location. The small park n ride on the other side can be obviously retained.

I would have thought providing a decent bus service to one of the few stations on the northside served by express trains would be more of a priority than adding a piddling number of open air car parks, but guess not.

The road layout isn't brilliant, but there's no reason the only bus services within cooee of Northgate station should be the 306 and 307 (neither of which connect to it properly).

Missed Opportunity to Address Housing Affordability and the Cost of Living

RAIL Back On Track (http://backontrack.org) a web based community support group for rail and public transport and an advocate for public transport passengers say the Queensland Government is missing the opportunity to address housing affordability and cost of living around SEQ Rail and Bus Stations.

The Queensland Government continues to build car parking around urban railway and bus stations rather than use this highly valuable land for affordable housing and mixed-use developments.  Whilst Park 'n' Rides are needed it is only on the fringes of the city not on prime urban land.   New analysis from QCOSS shows there are now 50,301 people on Queensland's social housing register. Since 2017, the social housing register has increased by 78 per cent.  Further easy access to frequent and reliable public transport plays a significant role in improving access to jobs and lowering the cost of living.  The Queensland branch of the Planning Institute of Australia has also called for "greater diversity of housing", a state settlement policy, and community-based planning for a larger population to avoid the growing pains that have priced many people out of the market.     

Park 'n' Rides only cater for a small % of passengers using any station with the majority of passengers arriving by foot, bike and public transport or dropped off at Kiss 'n' Ride.  Urban Park 'n' Rides could easily and quickly be converted to affordable, transit-oriented, mixed-use developments whilst creating safe vibrant and active public places for the rest of the community.  Combined with safe, separated bike lanes and improved bike parking facilities the redevelopments could increase public transport usage usage, lower the cost of living and improve accessibility to services, shopping and jobs.

There is a fantastic opportunity to use this valuable Government owned land around our stations as the heart of 15min Neighbourhoods where people can access all of their most basic, day-to-day needs within a 15-minute walk of their home. Neighbourhoods that also reduce traffic congestion, noise and pollution, have higher retail turn-over and healthier communities, all the while minimising the burden on the Queensland Government Budget.

RAIL Back On Track call for the Queensland Government's Park 'n' Ride Program, Railway Station Upgrade and Accessibility Projects plus Cross River Rail Station Works Program to urgently:

1. convert existing and future urban park 'n' rides into transit-oriented, mixed-use developments including affordable/social housing;

2. invest in additional bike parking and the creation of active, vibrant, safe public spaces around our stations including converting adjacent streets to 'shared pedestrian streets;

3. work with SEQ Councils to build safe, separated bike-lanes on roads around stations; and

4. initiate Planning Schemes amendments to deliver "greater diversity of housing" within 15min Neighbourhoods around all urban SEQ stations.

The upgrade of the Park 'n' Ride at Mango Hill Station has reached another milestone with the release of the proposed designs today, which include an additional 280 car spaces and Kiss 'n' Ride (quick drop-off and pick-up zone) improvements.

Federal Minister for Communications, Urban Infrastructure, Cities and the Arts, the Hon Paul Fletcher MP, said the $10 million upgrade would help improve congestion by providing greater rail access to commuters.

"The Morrison Government is getting on with delivering infrastructure projects that improve congestion and safety for commuters across Australia, making it easier for them to move around our capital cities and ensuring they get home quickly and safely," Minister Fletcher said.

"Under the Urban Congestion Fund, we are delivering 182 packages of work nationwide. The total number of projects that are now completed or underway nationwide is 77. By the end of 2022, more than 80 per cent of all packages are expected to be completed or under construction.

"This is just the latest example of us delivering on our commitment to progress critical infrastructure projects across the country under our record $110 billion, 10-year infrastructure investment pipeline, which is helping to drive Australia's economic recovery."

Deputy Premier and Member of Murrumba Steven Miles said the upgrade would more than double the park 'n' ride capacity for Mango Hill locals.

"The new Mango Hill Station parking facility will add an extra 280 spaces to the existing 220 spaces," Mr Miles said.

"The land currently used as an informal car park next to Mango Hill Station and a vacant land to the north will be transformed into a park 'n' ride.

"This will see the number of accessible parking bays near the station go up, with customer concerns around drop off also addressed in the upgrade.

"A new kiss 'n' ride and taxi zone will now be located at the existing bus stop.

"Pedestrian connectivity to and from the station will also be improved, as will the safety of customers through extra lighting and CCTV."

Queensland Transport and Main Roads Minister Mark Bailey said upgrades like this had provided customers with more than 1250 additional spaces across the South East, as part of the Palaszczuk Government's record $27.5 billion road and transport plan.

"Upgrading the facility is part of our commitment to expanding park 'n' ride facilities across the South East Queensland public transport network," Mr Bailey said.

"Over the past year, additional park 'n' ride spaces have opened at Carseldine, Darra, Ebbw Vale, Geebung, Lawnton, Ormeau, Salisbury, Varsity Lakes and Virginia train station.

"More than 3200 new park 'n' ride spaces will be delivered over the next four years as part of the $160 million park 'n' ride upgrade program, which adds to the over 32,600 spaces available to customers across the network.

"Providing better access and facilities at stations further encourages Queenslanders to choose public transport to get around and goes a long way in easing congestion on local road networks."

Federal Member for Petrie, the Hon Luke Howarth MP, said land currently used as an informal car park next to Mango Hill Station would be upgraded to a formal parking facility and the vacant land to the north would be transformed to provide additional spaces.

"Pedestrian connectivity to and from the station will also be improved, as will the safety of public transport customers with lighting and CCTV also featuring in the upgrade," Mr Howarth said.

"The number of accessible parking bays near the Mango Hill Station will also be increased."

More than 3,200 new Park 'n' Ride spaces will be delivered over the next four years as part of the $160 million Park 'n' Ride upgrade program, which includes $60 million from the Australian Government.

The Mango Hill station park 'n' ride is being delivered as part of the $160 million jointly funded park 'n' ride upgrade program. 

A design layout of the new park 'n' ride facility has been released to the community who can contact the project team for further information or feedback.

Detailed design is expected to be completed by early next year with construction to follow later in 2022, weather and construction scheduling permitting.

The never ending cost of the Park 'n' Ride expansion in SEQ needs to brought under control. One way of bringing in some common-sense is to introduce paid parking at these facilities. Transperth charge $2 for parking on weekdays, remaining free on weekends and public holidays.

Construction tenders have been called for the Mango Hill Station park 'n' ride upgrade.

The $10 million project is being funded by both the Australian and Queensland governments. The Australian Government is providing $4 million in funding through its Urban Congestion Fund, with the remaining $6 million contribution coming from the Queensland Government.

An additional 280 new parking spaces, including six accessible bays, will increase public transport access for surrounding suburbs and help manage parking pressures at nearby stations and local streets.

Federal Minister for Communications, Urban Infrastructure, Cities and the Arts, the Hon Paul Fletcher MP, said the procurement of a construction contractor has now started after the upgrade design was completed.

"The Morrison Government is getting on with delivering infrastructure projects that improve congestion and safety for commuters across Australia, making it easier for them to move around our capital cities and ensuring they get home quickly and safely," Minister Fletcher said.

"Under the Urban Congestion Fund, we are delivering 185 packages of work nationwide. The total number of projects that are now completed or underway nationwide is 81. By the end of 2022, more than 80 per cent of all packages are expected to be completed or under construction.

"This is just the latest example of us delivering on our commitment to progress critical infrastructure projects across the country under our record $110 billion infrastructure investment pipeline, which is helping to drive Australia's economic recovery."

More than 3,200 new park 'n' ride spaces will be delivered over the next four years in South East Queensland as part of the Queensland Government's $160 million park 'n' ride upgrade program, which includes $60 million from the Australian Government.

Queensland Deputy Premier and Member for Murrumba Steven Miles said the park 'n' ride expansion would be welcomed by Mango Hills locals who rely on public transport.

"More car parks mean locals will have more access to the great, high frequency transport services we have to offer at Mango Hill station, all delivered as part of the Palaszczuk Government's $160 million park 'n' ride upgrade program," Mr Miles said.

"What's great is this upgrade will also provide a relocated kiss 'n' ride, taxi zone and bus facility to make it safer and more efficient for passenger drop-offs.

"The number of accessible parking bays near the Mango Hill Station will also be increased, cementing our commitment to ensuring easy access to public transport for all.

"This follows the successful opening of park 'n' ride spaces across the SEQ rail network at locations like Geebung, Carseldine and Virginia on Brisbane's northside.

"As more and more people choose to call Queensland home, it's infrastructure like this that will make a real difference in the everyday lives of commuters on the northside.

"I look forward to seeing construction kick-off this year, which will take about 12 months to complete."

Queensland Transport and Main Roads Minister Mark Bailey said the $160 million upgrade program would see 3,200 new park 'n' ride spaces delivered over the next four years.

"This investment will add to the 32,600-plus spaces already available across our public transport network and will help to reduce congestion on our roads by encouraging more people onto public transport," Mr Bailey said.

"We are creating jobs and building quality infrastructure now and for the future, all thanks to the Palaszczuk Government's record $27.5 billion road and transport plan."

This project will provide an average of 20 jobs to be supported over the life of the project.

Federal Member for Petrie, the Hon Luke Howarth MP, said construction on the project is expected to start mid this year.

"Once underway, it will take 12 months to complete, weather and construction conditions permitting," Mr Howarth said.

"We are getting on with delivering this critical project for residents and commuters in Mango Hill and the surrounding area."

Construction is expected to start mid-2022 and, once underway, take 12 months to complete, weather and construction conditions permitting.

The majority of works will be undertaken during the day between 7.00 am and 5.00 pm Monday to Friday.

This land was also originally set aside for a TOD, then they changed their mind and made it a Park n' Ride. Not happy.

We need to change the paradigm from park and ride to 'Reside and Ride' (Jonno, maybe you can suggest catchy names).

Development has all the benefits of the car park, plus it makes money rather than consume it.

280 spaces are about 140 units/apartments. That seems reasonable.

If they want to promote it, they could make it first homebuyer only or whatever. I'm sure they can think up something.

Josh Frydenberg has slammed the handbrake on a much-criticised $660 million park and ride scheme, abandoning controversial plans for four car parks in his leafy Melbourne electorate.

The Treasurer, who has faced heated constituent backlash since the 2019 election for his car park promises, says the four projects worth a combined $65 million will not proceed.

The car parks were among the 47 promised under the Urban Congestion Fund which the Auditor-General found had no criteria for judging merit.

Then-urban infrastructure minister Alan Tudge's office kept a "top 20 marginals" spreadsheet of target seats, with more than three-quarters of the promised car parks in Coalition-held electorates.

Coalition MPs and candidates were canvassed before Mr Tudge approved the projects in consultation with the Prime Minister's office.

"The distribution of projects selected reflected the geographic and political profile of those given the opportunity by the government to identify candidates for funding consideration," Auditor-General Grant Hehir found.

In the run-up to the 2019 election, Mr Frydenberg's seat of Kooyong was promised commuter car parks in Surrey Hills, Canterbury, Glenferrie and Camberwell.

The Treasurer suffered a swing of more than 7 per cent to the Greens at the election, reducing his margin to 5.7 per cent, down from 12.8 per cent.

Mr Frydenberg said the car park commitment followed consultation with the Boroondara Council, "who made it very clear there was a significant lack of parking at railway stations in the area".

But he said the Victorian government's 2019 decision to merge the Surrey Hills and Mont Albert stations meant the Surrey Hills project could not go ahead.

The decision to abandon proposed car parks at Canterbury, Glenferrie and Camberwell followed a public consultation process which "generated significant local feedback", Mr Frydenberg said.

"During this period, I also met with a number of local residents and traders and listened to the issues they have raised," he said.

"The local feedback through the consultation process has been constructive and is appreciated.

"Nationally, the Urban Congestion Fund remains an important part of the government's plans to get more cars off our roads and to make public transport more accessible."

He said the government expects more than 70 per cent of car park projects to have been completed or be under construction by the end of 2022.

On Twitter, Shadow Cities Minister Andrew Giles challenged whether the other promised car parks would be built.

"Almost three years after they were promised, more commuter car parks have now been cancelled than completed," Mr Giles wrote.

"How many car parks will actually be built from this $660 million rort, or was it only ever intended to buy votes?"

At the time of the Auditor-General's report in June last year, only two projects had been completed and six had already been abandoned.

With reference to the proposed Altandi station park 'n' ride business case (investment
ID 778996)—

Will the Minister advise (a) the cost of the planned upgrade, (b) the project BCR, (c) alternatives
to the upgrade explored as part of the business case and (d) the outcome of community
consultation?

ANSWER:

I thank the Member for Coomera for the question.

(a) The Department of Transport and Main Roads (TMR) currently has $340,000 allocated for
business case planning. The cost estimate for the preferred upgrade option is yet to be
finalised.

(b) Park 'n' ride projects deliver a range of benefits for commuters that can be difficult to attach
monetary values to. These benefits include:
. increased usage of public transport by making it a more accessible and attractive
option
. assisting in meeting the diverse mobility needs of customers
. increased options to access public transport through improvements to kiss 'n' ride, pedestrian and cycling infrastructure
. reducing congestion on major road networks and demand for parking in town centres
. catering for customer needs by enabling community access to services and increased social interaction.

Additionally, a cost estimate for the preferred upgrade option is yet to be finalised so it is
not possible to calculate a benefit-cost ratio.

(c) Altandi is one of the busiest bus to rail interchange locations outside the Brisbane CBD.
The station is a key location for accessing the public transport network because it is served
by several bus services, including all-day, high-frequency bus routes, which run along the
Mains Road corridor and stop outside Altandi station. This provides customers with greater
opportunities to connect between Gold Coast Line services and bus services to major
centres such as Griffith University, Sunnybank, Garden City and Browns Plains.
The business case investigated the reconfiguration of the western car park to provide
improved connectivity for customers between rail services and high-frequency bus services
on Mains Road. TMR also investigated the option to increase parking on the eastern side.
Feedback from the business case consultation raised whether other stations, such as
Kuraby and Banoon, had been considered as alternatives to expanding the Altandi park 'n'
ride. TMR determined that the opportunity for expansion at these stations was considered
less beneficial to the overall network given the importance of Altandi station as a key bus
to rail interchange, including providing customers with opportunities other than cars to
access the network.

Other initiatives which TMR investigated include increased messaging to customers about
availability of other park 'n' ride facilities for accessing public transport (such as the Mains
Road park 'n' ride).

(d) Community consultation occurred in early-September to early-October 2020. Feedback
submissions were received during community consultation from over 300 local residents
and business members, with 55 per cent of respondents strongly supporting the proposed
Altandi station park 'n' ride upgrade project. TMR advised the community of the outcomes
of the received feedback in December 2021. A copy of the report can be found by visiting

Personally this whole section needs to be straightened, stations rationalised (way too close). Altandi should be next to Shopping precinct.  The land use transport alignment in SEQ is mind blowingly bad.

This is another high-cost engineering project that looks pro-PT but is very likely diverting funds away from other patronage-maximising initiatives. I think we need a word or term for this, 'Leakage' perhaps?

Mega park 'n' ride now open at Springfield Central Station

Transport and Main Roads Minister Mark Bailey has today officially opened the Springfield multi-storey park 'n' ride.

Mr Bailey said the $44.5 million mega multi-storey park 'n' ride at Springfield Central Station is a great example of the Palaszczuk Government's strong investment in public transport.

"This mega, free park 'n' ride has five parking levels and will bring customer parking spaces across the Springfield Central Station precinct to around 1100," he said.

"In comparison, this is nearly double the amount of previous carparking available at the Springfield Central Station and makes this park 'n' ride one of the largest in Queensland.

"That's more spaces for commuters to park and then take public transport taking more cars off the roads.

"That helps everyone get to work and then home quicker so they can spend more time with their families.

"And with Cross River Rail well underway and the 2032 Olympics only 10 years away, we are looking at a future with an expanded South East Queensland rail network and we need the parking infrastructure to match.

"That's why we have committed a record amount to delivering bigger and better public transport, which includes improving access for those who need it."

Mr Bailey said the investment would help ease congestion as the south-east region continues to grow.

"The $160 million park 'n' ride upgrade program is delivering big benefits to commuters, with more than 3,200 new spaces delivered over four years," he said. 

"It's projects like this that we can deliver as part of our record $27.5 billion road and transport plan, creating 24,000 jobs over four years.

"This new, multi-storey park 'n' ride has sustainable and innovative design features such as recycled aluminium in the building façade and the ability to accommodate another parking level in the future if required.

"In addition to elevator access and CCTV within the facility, 24 sheltered parking spaces for people with a disability have been created in the existing park 'n' ride closer to the station off Sir Llew Edwards Drive.

"More people on trains and buses, means reducing local road congestion which is a big win for all."

Member for Jordan Charis Mullen said the new park 'n' ride made using public transport easier than ever.

"Public transport is an important connector between communities here in Springfield with wider South East Queensland, so having easy and convenient access to it is crucial," Ms Mullen said.

"Previously, we had cars parked illegally around the station just to get access to our high-frequency train services for school or work, which will no longer be the case moving forward.

"With this volume of spaces available, I hope to see even more people through our community take advantage of the convenience of public transport for their travel.

"Access to the station has also been improved through a new signalised pedestrian crossing providing customers access across the Springfield Greenbank Arterial.

"The new multi-level facility will bring the total number of spaces to around 1100 across the precinct, and will make a big difference in the everyday lives of commuters in Springfield and beyond."

Park 'n' rides are provided free at 158 locations across the public transport network, with the majority located on the suburban rail network.

Springfield Mega Park 'n' Ride Wrong Solution in Wrong Century - a mega flop!

The back-patting over yesterday's official opening of the Springfield multi-story park 'n' ride demonstrates just how out of touch our Governments are with what a carbon-neutral city looks like (1). Park 'n' rides were a 1970's idea when car-first planning was thought to be the 'Way of the Future'.  Over 50 years on, the planning and transport professions know this was the biggest misconception ever made.  Those cities who realised this mistake early on are now light-years ahead on creating healthy, vibrant, resilient, low or carbon neutral cities.  Even the OECD (Organisation for Economic Co-operation and Development) recognises that car-dependent cites are failing everyone. Park 'n' rides simply increase congestion and are the most expensive and least efficient way to increase public transport usage.
RAIL Back On Track highlighted in December 2021 that Park 'n' Rides only cater for a small percentage of passengers using any station with the majority of passengers arriving by foot, bike and public transport or dropped off at Kiss 'n' Ride (2). Rather than penalising passengers who sensibly use buses, kiss 'n' ride drop off, active transport to and from stations, free parking is a free ride. It costs and should be paid for in part at the user level. With affordability and cost of living well and truly in the spotlight at the moment there is a fantastic opportunity to use the valuable Government-owned land around our stations for affordable housing that is the heart of 15min Neighbourhoods where people can access all of their most basic, day-to-day needs within a 15-minute walk of their home. Neighbourhoods that also reduce traffic congestion, noise and pollution, have higher retail turn-over and healthier communities, all the while minimising the burden on the Queensland Government Budget.

RAIL Back On Track again calls for the Queensland Government's Park 'n' Ride Program, Railway Station Upgrade and Accessibility Projects plus Cross River Rail Station Works Program to urgently:

1. convert existing and future urban park 'n' rides into transit-oriented, mixed-use developments primarily delivering affordable/social housing;

2. invest in additional bike parking and the creation of active, vibrant, safe public spaces around our stations including converting adjacent streets to 'shared pedestrian streets;

3. work with SEQ Councils to build safe, separated bike-lanes on roads around stations;

4. initiate Planning Schemes amendments to deliver "greater diversity of housing" within 15min Neighbourhoods around all urban SEQ stations; and

5. improve feeder bus networks so that passengers don't need to drive!

Looks like asking for $2 fee and boom gate on it is all that can be done now. If you wanted a TOD in that place you would need to demolish it - more money spent and disposal costs plus not going to happen for at least another 30-40 years now.

The  Department of Transport and Main Roads' Park 'n' Ride Strategy at https://www.tmr.qld.gov.au/Travel-and-transport/Public-transport/Park-n-Ride-Strategy makes for interesting reading.

In case of the Springfield Mega Park 'n' Ride the cost of each car space gained was in the order of $86,000.  This is not sustainable and is a massive drain on the public transport budget.  This ' mega ' park 'n' ride at Springfield Central has increased the car parking capacity from 580 to 1100. For a cost of $44.5 million for a gain of 1100-580=520 spaces. Which is $44,500,000/520 = $85,600 cost per car parking space increase.

There will never be enough park 'n' ride car spaces at Springfield, or most other greater Brisbane locations, while there is no attempt to properly  support park 'n' ride by some nominal user pay charges, and better implementation of feeder bus and active transport.

Transperth WA has paid parking during the week at their railway stations ( https://www.transperth.wa.gov.au/parking ) .  They have much better feeder bus support as well. "When you park at a Transperth train station it'll cost you $2 on weekdays and is free on weekends and public holidays." Passengers can pay the parking fee using their SmartRider (equivalent of our go card) and cash options.  The effect of this user charge is that there is an effective rationing of the park 'n' ride, people can choose to pay for parking or use the feeder buses or other options.  Shift workers who start later in the day can find a parking space.  It helps to ameliorate local congestion. The revenue helps the public transport budget and defray the ongoing maintenance costs of the car parks.

TMR/TransLink need to introduce paid park 'n' ride for SEQ, particularly at these so called ' mega ' park 'n' rides within greater Brisbane.
More attention needs to be given to TMR's Park 'n' Ride strategy, update it and introduce paid parking. Smart ticketing provides the perfect opportunity to do this. Politics should not override sound policy, which unfortunately is often the case at present.

We need to be, and act smarter!

RAIL Back On Track highlighted in December 2021 that Park 'n' Rides only cater for a small percentage of passengers using any station with the majority of passengers arriving by foot, bike and public transport or dropped off at Kiss 'n' Ride (2). Rather than penalising passengers who sensibly use buses, kiss 'n' ride drop off, active transport to and from stations, free parking is a free ride. It costs and should be paid for in part at the user level.
