Turnbull threatens Queensland's natural disaster recovery funding

Queensland's ability to recover and rebuild after natural disasters is under threat after the Turnbull Government unilaterally delayed payment of around $1 billion in Natural Disaster Relief and Recover Arrangements payments in this week's budget.

Deputy Premier and Minister for Infrastructure, Local Government and Planning Jackie Trad said the Turnbull Government was due to reimburse Queensland approximately $1 billion in funding in the coming weeks, but had now unilaterally postponed payment for up to two years.

"This outrageous delay for spurious reasons undermines confidence in the entire Natural Disaster Relief and Recovery Arrangements (NDRRA), and could mean delays to reconstruction after future natural disaster events," Ms Trad said.

"Rebuilding after a natural disaster in Australia is based on certainty of reimbursement from the Commonwealth, which enables Councils and state government authorities to start work immediately after a disaster event.

"The Turnbull Government has now turned this completely on its head, and this could lead to delays in reconstruction when disaster strikes, particularly if we end up in a situation where we need to get bureaucratic approvals from Canberra before works can start."

Under the Natural Disaster Relief and Recovery Arrangements (NDRRA), the Federal Government provides up to 75 per cent of the funding required to respond to and recover from a natural disaster.

"Our current disaster recovery claim was submitted ahead of schedule, and we were expecting to be paid the outstanding $1 billion in 2015-16, as was indicated in the Turnbull Government's Federal Mid-Year Economic Financial Outlook published in December.

"It's also important to note this claim was independently certified by the Queensland Audit Office prior to being lodged in accordance with Commonwealth rules.

"The money owed to Queensland was spent in good faith to help our state's communities and their local economies recover in the wake of repeated natural disasters.

"To refuse to reimburse Queensland this year after the hardship our state has endured shows the Turnbull Government is not committed to Queensland or the welfare of our communities."

Ms Trad also strongly rejected reports that Queensland had lodged "false claims" and said such statements were without foundation.

"The Federal Government seems to be relying on an Australian National Audit Office report from 12 months ago that looked at New South Wales, Victoria and Western Australia – not Queensland."

"This report was highly critical of the Federal Government's Emergency Management Australia for its performance in administering NDRRA, including its failure to undertake any assurance activities over state claims," Ms Trad said.

"Queensland has gone to great lengths to work collaboratively with EMA to clear its backlog of claims, however, despite reassurances from EMA that its assurance activities would not affect the timing of the state's payment, the Commonwealth has now reneged and refused to pay the state $1 billion it is owed."

Queensland is leading the nation as the only state with a stand-alone agency to deliver disaster recovery with a recognised, validated process to assure NDRRA expenditure and ensure value for money.

Since its establishment in 2011, the Queensland Reconstruction Authority (QRA) has managed a program of NDRRA reconstruction works valued at more than $13 billion for natural disaster events, with its processes recognised internationally.

Background
Following an eligible natural disaster event, the State Government provides funding to Councils and other State Government agencies to recover and the Commonwealth contribution is reimbursed to the State following acquittal of the funds by a claim submitted by the States by March each year. Historically, the Commonwealth has always paid the amount due on a claim in the same financial year it was lodged regardless of whether it had acquitted the claim or undertaken any assurance activities over i

Queensland had legitimate reason to expect this payment given:

    The Federal Mid-Year Economic Financial Outlook issued in December 2015 stated $1.1 billion would be paid to Queensland in 2015-16;
    The Commonwealth paid Queensland $1.2 billion in June 2015 in relation to the 2013-14 Claim;
    Over $400 million of the 2014-15 claim has already been scrutinised at project level by the Australian Government Reconstruction Inspectorate with no ineligible costs identified; and;
    There have been no changes or advice from the Commonwealth to suggest it would defer reimbursement to the State.

Palaszczuk Government continues fight for disaster funding stripped away by Turnbull

The Palaszczuk Government is continuing to fight for Queensland's fair share of disaster funding, after the Turnbull Government stripped away more than $1 billion in Natural Disaster Relief and Recovery Arrangement (NDRRA) payments in last week's federal budget.

Deputy Premier and Minister for Infrastructure, Local Government and Planning Jackie Trad today moved a motion in Parliament, calling on the Federal Coalition Government and their state colleagues to ensure funds owed to Queensland were paid by the end of June 2016, as previously committed.

"This blatantly political decision from the Turnbull Government has left Queensland communities on their own as they continue to rebuild their lives and their communities after repeated natural disasters," Ms Trad said.

"We spent this money in good faith expecting that the Federal Government would follow through on their responsibilities and obligations under the NDRRA.

"The decision to delay more than $1 billion in payments for at least two years puts at risk any certainty surrounding future reimbursement of NDRRA claims and Queensland's ability to respond to future natural disaster events.

"There is no question that this money has been spent on rebuilding vital community infrastructure across our state. It helped to rebuild communities in the Far North after Cyclone Ita and helped Bundaberg recover from the catastrophic damage caused by Cyclone Oswald.

"It also contributed to rebuilding the iconic ferry terminals along the Brisbane River that were washed away during the floods in 2011.

"In the days, weeks and often years after a natural disaster, confidence within the community relies upon certainty that the enormous task of reconstructing lives, society, infrastructure and the economy is being undertaken without thought of politics or elections.

"I call on the state LNP members to stand up for their communities, their electorates and their local government areas and lobby their federal colleagues to provide urgent confirmation and payment of the 2014-15 NDRRA claim."

Ms Trad said claims by the Turnbull Government that assurance activities were to blame for the funding freeze did not stack up.

"The Federal Government seems to be relying on an Australian National Audit Office (ANAO) report from over 12 months ago that looked at New South Wales, Victoria and Western Australia – not Queensland," Ms Trad said.

"This report was highly critical of the Federal Government's Emergency Management Australia (EMA) for its performance in administering NDRRA, including its failure to undertake any assurance activities over state claims.

"The Commonwealth have had more than 12 months since this report was issued by the ANAO to get their own backyard in order and have failed to do so.

"No engagement of auditors or reviewers and no questions have been asked of QRA since our most recent claim was submitted nearly two months ago.

"As it stands, the Turnbull Government has made it clear it doesn't matter how quickly Queensland's claim can be acquitted by EMA – they have no intention of supporting disaster ravaged communities in Queensland this year.

"The Queensland Government stands ready to provide any and all information the Commonwealth needs to finalise this claim as a matter of urgency. They just need to get on with the job, and show they're committed to Queensland and the welfare of our communities."

Synoptic Situation:

A strong upper trough will move east into the southern interior of Queensland today, shifting into southeast Queensland on Saturday, before moving off the southern coast during Sunday.

A surface trough will deepen near the Capricornia or Wide Bay coast during Saturday, with a low pressure system possibly developing and slipping southwards over southern Queensland waters during Saturday and most likely moving offshore or into New South Wales late Saturday or early Sunday.

A moist easterly wind flow to the south of the surface trough is expected to combine with the upper feature to generate heavy rain, which may lead to flash flooding, over areas southeast of about Hervey Bay to Toowoomba to Warwick on Saturday. 24 hour totals of 30 to 150mm are likely over inland parts, with falls in excess of 250mm possible nearer to the coast and ranges.

The heavy rain areas should contract southeast during Saturday, gradually clearing the Gold Coast late Saturday night or very early Sunday.

Damaging winds, with peak gusts of around 90km/h, are possible near coastal areas and about the Scenic Rim as the surface trough or low develops on Saturday.

The trough or low will also generate large swells as it slips southwards during Saturday, with dangerous surf conditions and significant beach erosion developing about exposed beaches between Fraser Island and the Gold Coast during Saturday, contracting southwards out of the Fraser Coast waters by Sunday.

Water levels on the high tide are likely to exceed the highest tide of the year about exposed beaches between Fraser Island and the Gold coast on Saturday and Sunday, particularly on the high tide Saturday night and Sunday morning.

Locally heavy falls are also possible today and early tomorrow over parts of the central and southern interior though are more likely to be associated with thunderstorms. Severe thunderstorm warnings will be issued as necessary.

A Flood Watch is current for southeast Queensland from Fraser Island to the NSW-QLD border extending inland to include the Upper Condamine, Dumaresq and Macintyre Rivers.

Synoptic Situation:

A strong upper trough over the southern interior of Queensland will shift east into southeast Queensland today, before moving off the southern coast during Sunday.

A surface trough is deepening near the Gold Coast, with a low pressure system possibly developing and slipping southwards over southern Queensland waters moving offshore or into New South Wales late today.

Heavy rain, which may lead to flash flooding, over areas east of about Beenleigh to Springbrook this afternoon and evening. 3 hour rainfall totals of 100 to 150mm are possible. Locally intense falls are possible associated with thunderstorms within the broader Severe Weather Warning area. Severe thunderstorm warnings will be issued as necessary.

The heavy rain will continue to contract southeast during the remainder of today as the trough shifts southwards easing around the Gold Coast during Saturday evening.

Damaging winds, with peak gusts of around 90km/h, are possible in coastal areas and about the Scenic Rim near and south of the surface trough today.

Large seas and swell with dangerous surf conditions and significant beach erosion are expected about exposed beaches between Fraser Island and the Gold Coast, easing slightly over the Fraser Coast and Sunshine Coast waters during Saturday evening.

Water levels on the high tide are likely to exceed the highest tide of the year about exposed beaches between Fraser Island and the Gold coast on Saturday and Sunday, particularly on the high tide Saturday night.

A Flood Watch is current for southeast Queensland from Caboolture to the NSW-QLD border extending inland to include the Upper Condamine, Dumaresq and Macintyre Rivers.

Locations which may be affected include Beenleigh and the Gold Coast.

The Bureau of Meteorology warns that, at 4:35 pm, severe thunderstorms were detected on weather radar near Brisbane CBD and Strathpine. These thunderstorms are moving towards the south. They are forecast to affect Greenbank, Sunnybank Hills and Camp Hill by 5:05 pm and Logan City, Jimboomba and Woodridge by 5:35 pm.

Heavy rainfall that may lead to flash flooding is likely.

New West Creek channel works improve flood resilience

Toowoomba's CBD will be better protected during the upcoming wet season thanks to the $5 million upgrade to West Creek channel.

Minister for State Development and Minister for Natural Resources and Mines Dr Anthony Lynham (Friday 9 September) inspected the completed works as part of a visit to Toowoomba today.

"No-one wants to see a repeat of the devastation caused by the floods of 2011," Dr Lynham said.

"These works will improve public safety, protect roads and rail connectivity and make Toowoomba a more flood-resilient community."

The West Creek channel project, along with other works upstream and downstream, will increase the flow capacity and reduce flooding at the major Herries Street road crossing.

The Queensland Government provided $5 million towards the project to build a six-span railway bridge and the recently completed channel works near the corner of Dent and Herries streets.

Dr Lynham said detailed design was underway and construction due to commence this month on the $6.8 million Steger Road Infrastructure Enabling Project, co-funded by the Palaszczuk Government under its $375 million Building our Regions regional infrastructure program.

"The Palaszczuk Government recognises regional communities are the backbone of our economy," he said.

"Critical infrastructure like the Steger Road project will help generate local jobs and business opportunities by supporting the Toowoomba Enterprise Hub," he said.

"Steger Road is one of 21 projects already underway or completed out of 42 funded across Queensland under Round 1 of our Building our Regions program," he said.

"Eleven projects have been funded across the south-west, including half-million-dollar redevelopment projects at the Birdsville Caravan Park and Thargomindah airport, and $3 million worth of flood mitigation measures at Roma.

"The Steger Road project will support 20 jobs alone and provide a critical infrastructure and utilities link to service the Toowoomba Enterprise Hub, one of Queensland's largest industrial one of Queensland's largest industrial zones."

Dr Lynham said his department was currently assessing applications for Round 2 of the Building our Regions program—including three Toowoomba Regional Council projects.

While in Toowoomba Dr Lynham will also attend Toowoomba and Surat Business Enterprise's quarterly catch-up at City Hall to meet local business leaders.
