Quote... Mr Sofronoff told the media he had dismissed the quarry's role in the event.

"There were only two relevant man-made structures. One was the quarry pit and the associated embankment and the second [was] the railway embankment that has been there for about 100 years," he said.

"Both had insignificant evident effect, measurable effects but insignificant, that is to say if they weren't there nothing would have been different.

"I found that the quarry did not find any role in the flood."

Mr Sofronoff said quarry owner Dennis Wagner and his family had been unfairly targeted as the culprit for the flood.

"I think they were unjustly blamed by some people and I think they were viciously blamed by some elements of the media and they shouldn't have been," he said ...

Queenslanders urged to 'get ready' for extreme weather

Queenslanders are urged to 'get ready' as we move into the summer season by safeguarding their homes and properties ahead of any severe weather.

Premier Annastacia Palaszczuk said severe weather could strike Queensland in the form of fires, tropical cyclones, floods or severe thunderstorms and every year somewhere within the state is affected by severe weather.

Launching RACQ Get Ready Week with Deputy Premier and Minister for Infrastructure, Local Government and Planning Jackie Trad, Ms Palaszczuk urged Queenslanders to ensure they were prepared for volatile weather.

"Being prepared is important for all Queenslanders because disasters can strike anywhere at anytime," Ms Palaszczuk said.

"I saw first-hand the damage Cyclone Marcia caused and the devastating effect it had on Central Queensland. It was an extremely dangerous cyclone and caused more than $500 million damage but the effects are still being felt and the recovering is ongoing."

Ms Trad said that while coastal areas were at an increased risk of cyclone and storm surge at this time of the year, there was a strong possibility of hotter, drier weather impacting the state bringing an increased chance of heatwaves and more bushfires.

"Cyclones, floods, storms and heatwaves can strike anywhere in Queensland, but if you take action, make an emergency plan and have an emergency kit, you will be better prepared to handle any event," Ms Trad said.

"Disaster preparation is a year-round responsibility for all Queenslanders. I urge you to help your family, friends and neighbours and 'get ready' now."

Bureau of Meteorology Queensland Regional Director, Rob Webb, said the chances of severe weather events rapidly increase through spring and into summer.

"With the globe affected by a strong El Nino event, we'd typically see a slightly lower number of cyclones than average, with widespread flooding also less likely," said Mr Webb.

"Even if numbers are below average, any tropical cyclone can have a significant impact, particularly if it makes landfall in heavily populated region, or an area vulnerable to storm surge and flooding. Last season we saw two tropical cyclones cross the coast and both were severe."

RACQ Executive General Manager Advocacy Paul Turner said the State's peak motoring organisation is pleading with drivers to heed safety warnings and protect themselves and their vehicles in severe weather.

"The one thing we know in Queensland is that we never know what Mother Nature is going to hit us with come summer, so people need to be across safety advice and take it seriously," Mr Turner said.

"It is incredibly frustrating for emergency service workers and our traffic response units to see people thoughtlessly engaging in behaviour during storms which risks not only their lives, but those of their rescuers as well."

The Queensland Government supports disaster preparation education for all communities through $2 million in grants to councils and the Weipa Town Authority.

The RACQ Get Ready Queensland campaign is a year-round, all-hazards disaster preparedness and resilience building program, which works with individuals, community groups, emergency services, businesses and schools.

Bundaberg to get 10-year flood action plan

An action plan for flood mitigation works in Bundaberg is on its way after Premier Annastacia Palaszczuk, Deputy Premier Jackie Trad and Member for Bundaberg Leanne Donaldson announced the Bundaberg Flood Protection Scoping Study today.

Ms Palaszczuk said the study would result in a 10-year action plan for major flood mitigation solutions in Bundaberg.

"This was a commitment that we made to the people of Bundaberg during the election campaign and Leanne has been instrumental in ensuring the voice of the community was heard on this matter," she said.

"No one can forget those images of the toll flooding took on Bundaberg and we will work with the community to ensure local knowledge informs the plan.

"I urge the people of Bundaberg to come forward with their ideas for local solutions."

Ms Trad said there would be extensive engagement with the council and the local community to identify proposed flood mitigation options that could then be tested and evaluated.

"Following the completion of the flood study, we will work closely with the local Council to evaluate the options and recommend a 10 year plan that may require funding from all levels of government," Ms Trad said.

"The consultation will capture local knowledge about local floods and ensure the people of Bundaberg can actively contribute to the study."

Ms Donaldson said the review would give the community appropriate input and ultimately increased confidence back to the people of Bundaberg.

"The Burnett River Communities Flood Prevention Organisation deserve wide acknowledgement for the role they played in advocating for this study," she said.

"I've been proud to advocate on their behalf and I'm pleased to see this announcement today."

In 2013 the floods from Ex-tropical Cyclone Oswald saw an estimated 7,000 people evacuated in the Bundaberg region with 2,400 properties destroyed or damaged.

The Bundaberg Flood Protection Scoping Study is due to be completed in July 2016.

Looking at how they are progressing on the radar at the moment, I think it's possible they might hit Brisbane around peak-hour, which might make things interesting.

EDIT: It looks like the really heavy part of the storm is heading further north, so it might miss Brisbane, although we will still get hit by some rain.

Emergency response headquarters for SEQ water industry

Water emergency responses will be better coordinated with the establishment of two South East Queensland Water operations centres.   

Minister for Energy and Water Supply Mark Bailey officially opened Seqwater's new Emergency Operations Centre in the Brisbane CBD this morning.

"An identical centre has also been established in the Ipswich CBD, providing response units in two key locations and building an important level of resilience and redundancy into our water operations across the South East Queensland," Mr Bailey said.

"These Emergency Operations Centres bring together Seqwater's flood operations, emergency response team and 24-hour network control.

"This is the first time in South East Queensland that we have a coordinated water emergency response centre under the one roof, capable of 24-hour operations in emergency situations.

"Communication is vitally important during emergency situations. We can now utilise the latest communication technology to improve the sharing of information by dam operations, treatment and networks."

Mr Bailey said the new centres had integrated all of Seqwater's emergency response capabilities.

"They are fully resilient, with back-up power to allow for 24-hour operations during emergencies." he said.

Seqwater Chief Executive Officer Peter Dennis said the new centres would act as a hub for all major water emergency responses.

"These centres will support our water industry partners including water retailers Queensland Urban Utilities and Unitywater and council-owned water businesses including Redlands, Logan and the City of the Gold Coast,'' Mr Dennis said.

"They will also have strong links into State, District and Local Disaster Management Groups as required as well as Bureau of Metrology, Queensland Fire and Emergency Services, Queensland Police Service, Queensland Health and other relevant authorities.''

Mr Dennis said best practice in emergency management was to operate dual centres which offered the same operational capabilities.

"This provides Seqwater with the ability to transfer emergency operations to alternative centres during severe weather events or other incidents as required," he said.

The centres, which became operational this month in preparation for the 2015-16 wet season, also include communication support for each of the emergency functions.

If it's flooded, forget it campaign revamped for storm season

The Palaszczuk Government has launched a revamped community safety campaign designed to stop Queenslanders risking their lives by driving through floodwaters.

The If it's flooded, forget it campaign was launched following the 2011 floods, but was left completely unfunded by the Newman LNP Government.

Police, Fire and Emergency Services Minister Jo-Ann Miller said the new $5 million television, radio, print and online campaign was now being rolled out across Queensland.

"I will never forget being in the State Disaster Coordination Centre with the Premier during May's extreme weather event and learning that flood waters had claimed the lives of five Queenslanders. It was a gut-wrenching moment," Minister Miller said.

"The safety of Queenslanders is a top priority of the Palaszczuk Government and that's why following that devastating loss of life, we immediately set aside $5 million to urgently reinstate the If it's flooded, forget it campaign before this year's storm season.

"The new campaign will feature television and radio ads and will also feature across newspapers, magazines, online and on billboards.

"No one in Queensland wants to see a repeat of May's tragedy and it's important for people to understand that when they make a decision to enter floodwaters, they are putting their lives at risk."

Minister Miller said the campaign featured a new, crowd-sourced flooded roads map.

"This new tool has been designed to provide people with the opportunity to map roads that they know flood and plot an alternative route to avoid them well before an event even happens," Minister Miller said.

"Having a Plan B could mean the difference between getting home safely or not getting home at all. It also means you won't be putting the lives of our emergency service officers and staff at risk when they have to rescue you.

"I strongly encourage every Queenslander to take control by mapping out an alternative route and sharing it with family and friends who also travel the same roads."

Commissioner Katarina Carroll said she hoped Queenslanders would take in the If if's flooded, forget it message over the summer.

"The slogan is simple and it's recognisable across the community, but we need to ensure that it's translating to real actions when drivers are faced with water on the road in front of them," Minister Bailey said.

"No matter who you are, no matter what you drive, the moment you decide to drive through floodwaters, you give up control of your life."

"Thirty six per cent of men and 23 per cent of women we spoke to admitted to driving through floodwaters when they shouldn't have. It seems the pressure for people to get home or get to work was a key factor when they made this decision.

"We hope that this campaign will make people stop and think about the potentially devastating impact their split second decision could have."

I have heard the various ads over the last few days, I think they are very good.

Back on 1st May 2015, I drove through minor (up to 5 inch deep) waters to get home in my Nissan X-Trail sized SUV, with caution, but without considering some of the points raised by those ads.

Now that I have a Triton 4x4 (my 4 yr old proclaims "its a Mitsi" every time he sees one now  ::)), I have a vehicle much better suited to water crossings but I will certainly be thinking twice.

Hopefully these ads get to the people that think they are driving an ex Army DUKW https://en.wikipedia.org/wiki/DUKW and not a family sedan.

Increased average temperatures, more extremely hot days, more intense storms and increased sea level and tidal surges will change what it's like to live in Brisbane, even if world leaders limit global warming to two degrees when they meet in Paris next month.

Minister for Environment and Heritage Protection Dr Steven Miles said the South East Queensland Climate Change Adaptation Workshop would explore a range of sustainable adaptation options, from water and energy security in the Sunshine Coast through to practical local ideas to support communities during heatwaves.

"We know that even if we limit climate change to 2 degrees the impact on our lives will be dramatic and will require careful planning to ensure we can continue to enjoy what we love about living in Brisbane'.

Dr Miles – Queensland's first Minister for the Great Barrier Reef - also announced he will be attending the upcoming United Nations' talks in Paris, which are designed to forge a pact to reduce the greenhouse gas emissions being blamed for global warming and threatening icons like the Great Barrier Reef.

The pivotal talks are expected to be attended by an estimated 115 heads of State and government, including US President Barack Obama and Australian Prime Minister Malcolm Turnbull.

"To protect the reef not just for a few decades but for generations to come, we need the countries of the world to come together in an agreement to cut carbon pollution and reduce global warming,' Dr Miles said.

"That's why I'm going to the UN climate talks in Paris – to be a voice for Queenslanders and a voice for the Great Barrier Reef'.

Today's workshop in Brisbane will tap into the leadership and expertise of the Queensland Climate Adaptation Strategy (Q-CAS) Partners, who today met for the second time this year marking the beginning of broader consultation.

"This workshop brings together many participants across industry, environment, community, health, local and state governments from the region, as well as global experts in social change," Dr Miles said.

"Those coming along today recognise the shared role governments, business and communities play in reducing the state's climate-related risks and increasing opportunities.

"As a government, we need to plan wisely, invest sensibly and operate flexibly to ensure the state is minimising its climate risk. Our economy depends heavily on our primary producers, secure infrastructure, and a healthy environment.

"We need to find innovative and shared ways to ensure our regions and sectors are able to take on climate impacts such as risks to infrastructure from sea level rise, health impacts to vulnerable people and shifting job opportunities from changes in our domestic and international markets."

Dr Miles said the focus on climate change would continue with the Peoples' Climate March in Brisbane on Saturday, November 28.

Damaging winds, heavy rainfall that may lead to flash flooding and large hailstones are likely.

The Bureau of Meteorology warns that, at 2:25 pm, severe thunderstorms were detected on weather radar west Milmerran. They are forecast to affect the area west of Millmerran and the area north of Millmerran by 3:25 pm.

Damaging winds, heavy rainfall that may lead to flash flooding and very large hailstones are likely.

Very dangerous thunderstorms are forecast to affect Moogerah, Cunninghams Gap, Allora and the area south of Cunninghams Gap by 3:55 pm and Boonah, Moogerah Dam, Aratula and Rosevale by 4:25 pm.

Other severe thunderstorms were located near Kincora. They are forecast to affect Felton and Pittsworth by 3:55 pm and Cambooya by 4:25 pm.

Destructive winds, heavy rainfall that may lead to flash flooding and very large hailstones are likely.

Golf ball size hail has been observed at Tara at approximately 1:40pm and Warwick at 2:45pm.
Rainfall of 50mm in 30 minutes fell at Campbells Gully (just to north of Warwick)
