Extra assistance for victims of Tropical Cyclone Marcia

Deputy Premier Jackie Trad and Communities Minister Shannon Fentiman today announced additional assistance for people still suffering as a result of Tropical Cyclone Marcia.

The Palaszczuk Government is increasing the assistance available under the joint Queensland and Australian Governments' Natural Disaster Relief and Recovery Arrangements (NDRRA)

Ms Trad said the additional support is recognition that many people in impacted areas are still in need of immediate support.

"I've seen first-hand how tough people are finding it to make ends meet in many areas," Ms Trad said.

"Tropical Cyclone Marcia has had a devastating impact on the electricity network with many communities still without power a week after the cyclone hit.

"This extra assistance, in the form of food vouchers, will allow those still struggling without power to buy food, water, nappies and other basic essentials."

Up to $1000 per household will be available to people in the local government areas of Rockhampton, Livingstone, North Burnett, Banana and Gladstone (west of the Bruce Highway).

Ms Trad said this assistance is on top of the support already being provided through the NDRRA for individuals, families, primary producers, small businesses and non-profit organisations.

"Following previous natural disasters, including Cyclone Oswald and the 2010-11 floods, support was available to residents who had lost electricity, but otherwise had no damage," Ms Trad said.

"However, in 2014, the Newman Government changed the scheme so that the loss of electricity no longer qualified someone for assistance.

"When I visited Central Queensland last week, locals raised with me their concerns about the change, so we've listened and responded to ensure they have the support needed to get back on their feet."

Communities Minister Shannon Fentiman said people can call the Community Recovery Hotline on 1800 173 349 if they need immediate assistance.

"The Queensland Government's recovery partner Australian Red Cross will assist in distributing the food vouchers from tomorrow (Monday) to people in need," Ms Fentiman said.

"The Red Cross will have outreach teams visiting residents in the worst-hit areas and distributing the support where it's needed."

Important details on today's announcement:

    Food vouchers of $200 for each individual, up to a maximum of $1000 per household will be distributed from tomorrow (Monday).
    To be eligible the household needs to have been without power for 7 days or more and be suffering hardship.
    Household must be located in the local government areas of Rockhampton, Livingstone, North Burnett, Banana and Gladstone (west of the Bruce Highway).

Intensity: Category 2, sustained winds near the centre of 100 kilometres per hour with wind gusts to 140 kilometres per hour.

Location: within 45 kilometres of 13.5 degrees South 145.0 degrees East, estimated to be 90 kilometres northeast of Cape Melville and 220 kilometres north of Cooktown.

Movement: north northwest at 4 kilometres per hour.

Cyclone Nathan remains slow moving off the northeast Queensland coast north of Cape Melville. It is expected to begin moving east away from the coast during today.

TROPICAL CYCLONE INFORMATION BULLETIN
For 4:52 am EST on Sunday 15 March 2015
At 4 am EST Sunday, Tropical Cyclone Nathan (Category 1) with central pressure
994 hPa was located over the Coral sea near latitude 13.4 south longitude 147.5 east, which is
about 335 km east northeast of Cape Melville and 340 km northeast of Cooktown.
The cyclone is moving east at about 16 kilometres per hour.

Tropical Cyclone Nathan has been moving steadily eastwards away from the
Queensland coast over the past 12 hours, and this general motion is extected to
continue for the next day or two. Following this, the system is likely to
become slow-moving over the western Coral Sea.  The cyclone remains a weak
category 1 system at present, however it is expected to remain in a favourable
environment for strengthening during the next day or two.

The system is not expected to have any significant impacts along the Queensland
coast in the next three days.

The next Information Bulletin will be issued by 11 am EST.

For 10:50 am EST on Sunday 15 March 2015
At 10 am EST Sunday, Tropical Cyclone Nathan (Category 1) with central pressure
995 hPa was located over the Coral sea near latitude 13.0 south longitude 148.5 east, which is
about 445 km northeast of Cooktown and 525 km northeast of Cairns. The cyclone
is moving east at about 15 kilometres per hour.

Tropical cyclone Nathan is intensifying as it continues to move eastwards away
from the Queensland coast. Into Monday, tropical cyclone Nathan is expected to
intensify further into a category 3 system while adopting a slow southwards
track offshore of the Queensland coast.

No significant hazards are expected along the Queensland coast in the next few
days.

The next Information Bulletin will be issued by 5 pm EST.

TROPICAL CYCLONE INFORMATION BULLETIN
For 11:00 am EST on Monday 16 March 2015
At 10 am EST Monday, Tropical Cyclone Nathan (Category 2) with central pressure
988 hPa was located over the Coral sea near latitude 13.9 south longitude 149.7 east, which is
about 510 km east northeast of Cooktown and 540 km northeast of Cairns. The
cyclone is moving south southeast at about 7 kilometres per hour.

Tropical Cyclone Nathan will have no impact on the Queensland coast in the
short term.

Tropical cyclone Nathan is expected to intensify further during the next couple
of days while remaining well offshore of the Queensland coast. The system is
expected to adopt a slow southwards track during today and Tuesday.
Subsequently, the system will most likely begin to shift to the west during mid
to late week and will be carefully monitored in the days ahead.

Tropical Cyclone Nathan is currently slow moving and is expected to begin moving west this morning towards the north Queensland coast.

Intensity: Category 3, sustained winds near the centre of 150 kilometres per hour with wind gusts to 205 kilometres per hour.

Location: within 15 kilometres of 14.8 degrees South 146.6 degrees East, estimated to be 135 kilometres east of Cape Flattery and 160 kilometres east northeast of Cooktown.

Movement: west at 12 kilometres per hour.

Severe tropical cyclone Nathan is continuing its westward movement towards the far northeast Queensland coast. Further intensification is expected before the system makes landfall as a category 4 cyclone, most likely between Cape Melville and Cooktown early on Friday morning.

TC Marcia recovery plan for Central Queensland communities

The Queensland Government has released a comprehensive plan to assist communities affected by Tropical Cyclone Marcia.

Deputy Premier and Minister for Infrastructure, Local Government and Planning Jackie Trad said the government will work hand in hand with local councils and communities to rebuild their towns, homes, businesses and economies.

"TC Marcia affected 14 Central Queensland council areas with wind gusts of up to 285 kilometres an hour. Almost 2,000 properties were damaged and many more lives have been affected," Ms Trad said.

"The Queensland Reconstruction Authority (QRA) had a sunset clause that was due to expire on 30 June 2015 and today I am pleased to announce that Cabinet approved legislation, to be introduced in the first sitting of Parliament, to make the QRA a permanent feature of the disaster recovery landscape."

"We will work with these communities, local governments and businesses to help them get back on their feet, to rebuild strong and vibrant towns.

"The Severe Tropical Cyclone Marcia Recovery Plan aims to make it a smoother and faster journey—it provides direction to rebuild the houses, roads, businesses, the environment and through this, the economy."

Ms Trad said the Recovery Plan would guide the coordination and management of recovery, reconstruction and disaster resilience activities.

"I saw first-hand how this cyclone turned lives upside down and I recognise that many of these communities have suffered from multiple extreme weather events," Ms Trad said.

"Our government will bring together government agencies, councils, industry and the community to identify key tasks, milestones and completion dates of the work to be undertaken.

"The Severe Tropical Cyclone Marcia Recovery Plan maps out the next two years. Phase one is already complete with post-impact recovery activities deployed immediately after TC Marcia crossed the coast."

"Phase Two Recovery and Reconstruction is now underway and will conclude on 30 June 2017, while Phase Three will see any outstanding recovery initiatives transition to agencies to be managed."

"Time and time again Queenslanders have shown they can work together to quickly respond to disasters—we can and we will rebuild a more resilient Central Queensland," Ms Trad said.

Synoptic Situation:

A strong upper trough will move east into the southeastern interior of Queensland on Friday and then will move off the southern coast during Saturday. A surface trough will deepen near Fraser Island during Friday, with a low pressure system most likely developing and slipping southwards over southern Queensland waters during Friday evening and Saturday morning.

A moist wind flow to the south of the surface trough is expected to combine with the upper feature to generate heavy rain, which may lead to flash flooding, over areas southeast of about Hervey Bay to Dalby to Warwick on Friday. 24 hour totals of 50 to 150mm are likely over inland parts, increasing to 200 to 400mm nearer to the coast with some isolated heavier falls possible.

The heavy rain areas should contract southeast during Friday, gradually clearing the Gold Coast during Saturday morning.

Damaging winds, with peak gusts of around 90km/h are possible from tomorrow afternoon near coastal areas as the surface trough develops offshore.

The low will also most likely generate large swells as it slips southwards during Friday and early Saturday, with dangerous surf developing about Fraser Island, Sunshine Coast and Gold Coast beaches.

Locally heavy falls are also expected today though are more likely to be associated with thunderstorms. Severe thunderstorm warnings will be issued as necessary.

A Flood Watch is current for parts of the Capricornia, Central Highlands and Coalfields, Wide Bay and Burnett, Southeast Coast, Darling Downs and Granite Belt and Maranoa and Warrego forecast districts.

Locations which may be affected include Warwick, Gold Coast, Toowoomba, Brisbane, Dalby, Maroochydore, Gympie, Kingaroy and Hervey Bay waters.

Dam levels in south east Queensland

Minister for Water Supply Mark Bailey has been assured by Seqwater that South East Queensland's dam levels are being closely monitored as rain falls across the region.

Mr Bailey said the latest advice from Seqwater is that rainfall over the last few hours means controlled gated dam releases are required from Wivenhoe, Somerset and North Pine dams tonight.

"I understand Seqwater is already releasing water from Somerset Dam into Wivenhoe Dam to manage inflows, and that this is necessary to balance storage levels across both dams as part of normal operational procedures," he said.

"Seqwater has advised that, although both flood storage compartments of Wivenhoe and Somerset dams are available, high inflows mean that controlled releases are now required.

"I'm advised impacts are only expected to relate to the closure of minor river crossings, with controlled releases expected to occur over the next few days.

"Based on Seqwater's advice that 11 un-gated dams are spilling, people should take the utmost care downstream of these dams. Remember, if it's flooded, forget it.

"I've been assured that Seqwater flood engineers maintain a 24/7 watching brief of all dams across the region.

"Their job is to monitor dam levels in association with rainfall forecast and the potential consequences of inflows into South East Queensland's dams."

Seqwater's Flood Operations Centre was mobilised earlier this afternoon.

Mr Bailey said residents should also consider information available from other agencies, including local councils for road closures, and the Bureau of Meteorology for weather forecasts.

South East Queensland residents can be alerted of gated dam releases or dams which are spilling by signing up to Seqwater's free dam release notification service.
