TROPICAL CYCLONE ADVICE NUMBER 49
Issued at 4:21 pm EST on Saturday 12 April 2014

A Cyclone WARNING is now current for coastal areas from Cape Tribulation to
Proserpine.

The Cyclone WARNING between Cooktown and Cape Tribulation has been cancelled.

At 4:00 pm EST Tropical Cyclone Ita, Category 1, was estimated to be
8 kilometres west southwest of Port Douglas and
60 kilometres northwest of Cairns, and
moving south southeast at 10 kilometres per hour.

Tropical Cyclone Ita is forecast to move to the southeast during the next 24
hours, most likely close to or just offshore of the southern tropical and
central coast, and is now expected to maintain tropical cyclone intensity.

DAMAGING winds with gusts to 120 kilometres per hour are likely between Port
Douglas and Cairns this afternoon and evening, extending to Innisfail
overnight. GALES with wind gusts to 100 kilometres per hour may extend further
down the coast to Townsville during Sunday if the system moves offshore.

As the cyclone tracks near the coast, a storm tide is expected between Cape
Tribulation and Cairns. Large waves may produce minor flooding along the
foreshore.  People living in areas likely to be affected by this flooding
should take measures to protect their property as much as possible and be
prepared to help their neighbours.

Heavy rainfall, that may lead to flash flooding, is currently occurring about
the east tropical coast and ranges between about Port Douglas and Ayr, and
should extend south to about Yeppoon during Sunday. Isolated 24 hour totals in
excess of 300mm are likely.

Tropical Cyclone Ita should  move further southeast into the Coral Sea and away
from the Queensland coast during Monday and Tuesday. Rainfall will decrease
about the North Tropical Coast during Sunday and Monday as the system moves
away.

People between Cape Tribulation and Proserpine, including Cairns and Townsville
should take precautions and listen to the next advice.

The Bureau of Meteorology warns that, at 3:45 pm, very dangerous thunderstorms were detected on weather radar near Ipswich and Amberley. These thunderstorms are moving towards the east. Very dangerous thunderstorms are forecast to affect Redbank Plains and Wacol by 4:15 pm and Logan City, Slacks Creek and Tingalpa Reservoir by 4:45 pm.

Other severe thunderstorms were located near Jimboomba and Greenbank. They are forecast to affect Beenleigh, Coomera and Logan Village by 4:15 pm and the area northeast of Kingaroy, Murgon and Cherbourg by 4:45 pm.

Destructive winds are likely.

Community ideas welcome on better dam management

South east Queensland residents can now have their say on the future management of the Wivenhoe, Somerset and North Pine dams.

Water Supply Minister Mark McArdle said a series of public meetings would look at the ideas outlined in the optimisation studies released last month to boost flood mitigation efforts downstream of the dams.

"The studies will lead to improved management of the dams to better protect homes and businesses during future major flood events," Mr McArdle said.

The optimisation studies for the dams were a recommendation of the Queensland Floods Commission of Inquiry following the 2011 floods and outline a series of potential options to improve mitigation of major flood events.

"As well as accepting written submissions which can be made online, we're inviting members of the public to have their say at a series of public consultation meetings," Mr McArdle said.

"We need people to tell us about how the different options affect them and their community."

Mr McArdle said that while it was impossible to flood proof Brisbane and Ipswich, the Newman Government was keen to investigate what could be done to reduce the impact of floods in the future.

Mr McArdle said the options outlined in the studies were also designed to avoid, or delay, a mass release of water as was necessary during the 2011 floods.

    "Some of the options would increase the likelihood of bridges and crossings downstream of Wivenhoe Dam being flooded. However, this would create extra space in the dam to help protect houses and buildings from damage during a flood," Mr McArdle said.

    "We understand that the early release of water would likely cause some difficulties for some residents and that's why it's important we consult with the local community," he said.

    "The North Pine Dam Optimisation Study recommends lowering the dam to 90 per cent of its full water supply level for up to 20 years to reduce the likelihood of the dam wall being overtopped during a major flood, while also providing more warning time ahead of an impending flood to residents living downstream."

Boost for flood defences on the Sunshine Coast

Stormwater and drainage networks in three flood-prone areas of the Sunshine Coast will be bolstered through the Newman and Abbot Governments' Natural Disaster Resilience Program to protect Queensland communities.

Community Recovery and Resilience Minister David Crisafulli said the works in Alexandra Headland and Yandina would improve stormwater drainage and prevent more than 200 homes and businesses from being cut off by floodwaters.

"These are sensible projects that will deliver big results for locals who are sick of waiting for floodwaters to recede after heavy rain," Mr Crisafulli said.

"Council came forward with a plan to ease the pain for people living and working in these areas and we are delivering."

Works include installing larger concrete culverts to improve stormwater drainage and flow at Okinja and Surf Roads in Alexandra Headland and improvements to the Ninderry Road floodway near Yandina to reduce flooding across the road.

The State and Federal Governments are contributing $926,500 towards the projects worth $1.8 million.

Federal Member for Fisher Mal Brough welcomed the funding.

"The flash flooding in Alexandra Headland brought home that we can all be vulnerable in natural disasters," Mr Brough Said.

Mr Crisafulli said the works should have happened a long time ago, but Labor had no plan or policies for Queensland.

"Our strong plan to protect Queensland communities means we are working with local councils to protect and prepare homes and livelihoods," he said.

"Queenslanders have been pushed to the brink in the past few years and we are doing everything we can to not only protect them but make them stronger.

"Disasters can strike at any time but the Newman Government's strong plan to protect communities for the long term will ensure a brighter future for all Queenslanders."

Synoptic Situation:

At 1am EST, a low pressure system currently situated approximately 150km due east of the northern NSW coast is expected to deepen and move slowly to the northeast during today. A high pressure system in the southern Tasman Sea extends a ridge along the southeastern Australian coast. The combination of these two systems will lead to increasing winds and waves over southeastern Queensland during today.

Dangerous surf conditions are expected to develop during the early hours of this morning about the southern coast and Islands south of Sandy Cape, easing late this evening.

Damaging winds with peak gusts up to 90km/h are likely to develop during the early hours of this morning about the Southeast Coast district, particularly about the coast and southern ranges, easing during the early afternoon.

Locations which may be affected include Gold Coast, Brisbane, Maroochydore, Gympie, Coolangatta, Ipswich, Moreton Bay and islands, Noosa, Fraser Island, Beenleigh, Caboolture and Caloundra.

Wind gusts of approximately 80km/h have been observed at Yamba on the northern NSW coast.

'What-if?' message hits Queensland airwaves

Queensland families will learn about the confronting consequences they could face if they're not fully prepared for storm season, in a new campaign to get people disaster-ready.

Community Recovery and Resilience Minister David Crisafulli said this year's RACQ Get Ready television and radio ads would use emotion to prompt families to think about what could happen to them, if the worst should happen this summer.

"Storms can strike hard and often with little warning in Queensland, damaging homes and property, as well as livelihoods and the broader economy," Mr Crisafulli said.

"We're asking people what they're prepared to lose, if a storm threatened their home and family.

"We want families to be prepared for whatever Mother Nature throws up, and that means thinking about what could happen, if the worst should strike."

Mr Crisafulli visited Dylan Henley and April Armstrong's Carina home to assess the home's storm safety risk and said the ads would prompt all Queenslanders to make preparations both inside, and outside their homes.

"Whether it's cleaning out the gutters, securing loose furniture and toys, or tidying up the gardens, we're urging everyone to get ready now," he said.

RACQ Executive Manager Insurance Communications Mike Sopinski said it was essential Queenslanders checked their property to ensure they were prepared for storms.

"The 2014 RACQ Insurance Storm Preparedness Index has shown more than eight percent of Queensland homes do not have building or contents insurance and an alarming 42 percent of householders still haven't prepared their homes for the upcoming storm season," Mr Sopinski said.

"We are urging householders to prepare their homes and to do an insurance health check as once a storm hits, it's too late."

Queensland fights raw deal on disaster funding

Vital Queensland infrastructure would either be left in ruins or ratepayers would be forced to pay huge repair bills if proposed changes to the Federal Government's natural disaster relief scheme are approved.

Community Recovery and Resilience Minister David Crisafulli said a draft proposal from the Productivity Commission which suggested slashing federal funding contributions by a third was unworkable.

He urged communities across Queensland and their federal MPs to work with him to ensure the proposal is rejected.

Meeting with mayors from disaster-stricken communities ahead of a public hearing held by the Productivity Commission today, Mr Crisafulli said the changes would be catastrophic for Queensland.

"If these changes had been in place over the last half-decade, Queensland would have been $5 billion worse off," Mr Crisafulli said.

"If this draft proposal is adopted, Queenslanders would be left on their knees and today we're sending a message loud and clear to the Productivity Commission.

"If this change is approved, either ratepayers would be slugged with a bill they couldn't afford or some roads or bridges just wouldn't be repaired."

Mr Crisafulli said Queensland had proven the value of mitigation and betterment in the last two years, but the extra $40 million in mitigation funding being proposed could not prevent the damage likely to be caused by future natural disasters.

He urged the Federal Government to kick the recommendations into touch.

"Governments are not judged by the advice they receive, but on the way they choose to respond to it," Mr Crisafulli said.

A final report to the Federal Government is expected to be completed in December.

Very dangerous thunderstorms are forecast to affect Rathdowney, Numinbah Valley, Laravale and Kooralbyn by 4:35 pm and Beaudesert, Canungra, Nerang and Mount Tamborine by 5:05 pm.

Other severe thunderstorms were located near Boonah. They are forecast to affect Laidley, the area between Boonah and Beaudesert, Mulgowie and Grandchester by 4:35 pm and Jimboomba, Rosewood, Hatton Vale and Marburg by 5:05 pm.

Currently at kookaburra park rocklea....water flowing in pretty quickly.....whats concerning is the size of this storm....easily the heaviest downpour for this area since 2011 floods....
