Infrastructure plan to create 900,000 jobs

The $124 billion infrastructure plan for South East Queensland is on track to create up to 900,000 jobs, the State Government revealed today.

Minister for Infrastructure and Planning Stirling Hinchliffe has updated the nation's largest building program, the South East Queensland Infrastructure Plan and Program 2009-2026 (SEQIPP).

"The Bligh Government is doing everything in its power to keep Queenslanders in jobs and SEQIPP is a key part of our ambitions," Mr Hinchliffe said.

"From this point forward until 2026 there will be about $30 000 spent on new infrastructure for every person who lives, or is predicted to live, in this fast-growing region.

"This year the plan adds 32 new projects at an extra cost of $1.9 billion.

"And in the next 12 months the outlay on crucial building projects will rise by $5.8 billion to $22.2 billion, creating 45,000 new jobs.

"The fifth version of SEQIPP delivers planning and construction jobs right now and sets us up for a new era of prosperity when global financial conditions improve.

"Projects like new power lines and substations, sports facilities, a new police academy and extra hospital beds are all priming the region for a bright future."

First released in 2005, SEQIPP outlines the government's infrastructure priorities to support and implement the award-winning SEQ Regional Plan.

SEQIPP is underpinned by funding from all levels of government and the private sector.

It includes; $94.6 billion in road, rail and public transport projects and studies, $12.5 billion in social and community infrastructure, $4.6 billion in water infrastructure, $3.3 billion in energy and $9.1 billion in completed projects.

"Only four years into the program, 87 projects are complete, another 173 projects are underway, $16.4 billion has been invested and 130 000 jobs have been created," Mr Hinchliffe said.

"We expect this ambitious building plan will deliver about 900,000 jobs by 2026 - so 770,000 jobs are still in the pipeline.

"There has been a massive response from both industry and government to deliver nearly triple the amount of infrastructure delivered in the previous decade.

In 2008 SEQIPP invested $107 billion. The extra $17 billion investment in 2009 is due to inclusion of completed projects; indexation of costs to 2009 dollars; additional projects; rising construction costs; refined cost estimates on existing projects; and expansion of projects arising from investigations.

Moving forward, the government is working to achieve a balance between delivering infrastructure to support jobs and growth and showing economic responsibility, particularly in the current global financial crisis.

"The government continues to work with industry to ensure the right skills and resources are available to deliver SEQIPP on time and on budget," Mr Hinchliffe said.

"In partnership with other levels of government and the private sector, the Queensland Government is ensuring SEQIPP becomes a reality."

Highlights of the SEQ Infrastructure Plan 2009-2026

    * It is still the largest infrastructure program in the country.
    * The plan identifies $124 billion in estimated infrastructure investment, which is expected to create up to 900 000 jobs through to 2026.
    * There are 32 new projects in the plan, at an estimated investment of about $1.9 billion.
    * The plan comprises 378 identifiable projects to 2026.
    * The bulk of the program remains similar to previous versions of the plan.
    * Four years into the program, 87 projects are complete, another 173 projects are underway, $16.4 billion has been invested and 130 000 jobs have been created.
    * In the next year, expenditure is forecast to increase by around $5.8 billion to reach around $22.2 billion, creating a further 45 000 jobs.

SEQIPP benefits Greater Brisbane

The South East Queensland Infrastructure Plan and Program (SEQIPP) is preparing for greater Brisbane's future with $60.4 billion of projects to 2026.

Minister for Infrastructure and Planning Stirling Hinchliffe said updated funding for the Greater Brisbane region (which takes in the cities of Brisbane, Logan and Redland and the Moreton Bay Regional Council) includes $54.6 billion in road, rail and public transport projects including investigations; $1.9 billion in health; $2.2 billion in energy and $1.8 billion in social infrastructure.

Mr Hinchliffe said since the plan's inception in 2005, a total of $5.6 billion had been spent on infrastructure in the Greater Brisbane region (to end March 2009).

"The Bligh Government has further recognised the significant growth throughout the greater Brisbane region with16 new projects including; the Queensland Children's Hospital, additional beds at the Prince Charles Hospital Emergency Department, Emergency Department upgrades at Logan, Redlands, QE11 and Caboolture, Ballymore Rugby Stadium, Meadowbrook multi-sport fields, Redcliffe tennis centre upgrade, Kippa-Ring indoor multi-purpose facility, Colmslie Aquatic Centre upgrade, new three-car trains and four energy projects.

"Only four years into the program, 87 projects are complete, another 173 projects are underway, $16.4 billion has been invested and 130 000 jobs have been created," Mr Hinchliffe said.

Bright future for Gold Coast in updated SEQIPP

The Gold Coast will benefit from estimated investment of $12.4 billion in projects in the updated South East Queensland Infrastructure Plan and Program (SEQIPP).

Launching the updated plan today, Minister for Infrastructure and Planning Stirling Hinchliffe said updated funding for the Gold Coast region (which takes in Yatala in the north to the New South Wales border in the south) included $9.4 billion in road, rail and public transport projects including investigations; $2 billion in health; $480 million spending in energy and $561 million in social infrastructure.

Mr Hinchliffe said since the SEQIPP's inception in 2005, $3.2 billion had been spent on infrastructure in the Gold Coast region (to end March 2009).

"The Bligh Government has further recognised growth in the Gold Coast region with five new projects including; the Gold Coast (Carrara) Stadium redevelopment, Runaway Bay sports precinct new playing fields, the motorcycle sporting precinct and two energy projects.

"Only four years into the program; 87 projects are complete, another 173 projects are underway, $16.4 billion has been invested and 130 000 jobs have been created," Mr Hinchliffe said.

The $124 billion SEQ Infrastructure Plan also includes $4.6 billion for water infrastructure projects that will benefit the entire South East Queensland region.

SEQIPP benefits Sunshine Coast

The Sunshine Coast will benefit from estimated investment of $19.4 billion in projects in the updated South East Queensland Infrastructure Plan and Program (SEQIPP).

Launching the plan today, Minister for Infrastructure and Planning Stirling Hinchliffe said updated funding for the Sunshine Coast region (takes in the Sunshine Coast Regional Council, former shires of Noosa and Maroochy and the City of Caloundra) included; $16.9 billion in road, rail and public transport, $1.5 billion in health, $337 million spending in energy and $629 million in social infrastructure.

"Since SEQIPP's inception in 2005, $2.9 billion had been spent on infrastructure in the Sunshine Coast region (to end March 2009)," Mr Hinchliffe said.

"The Bligh Government has further recognised growth in the Sunshine Coast region with a new project, the University of the Sunshine Coast Aquatic Centre.

"Only four years into the program, 87 projects are complete, another 173 projects are underway, $16.4 billion has been invested and 130 000 jobs have been created," Mr Hinchliffe said.

SEQIPP benefits Western Corridor

The Western Corridor will benefit from estimated investment of $18.4 billion in projects in the updated South East Queensland Infrastructure Plan and Program (SEQIPP).

Launching the plan today, Minister for Infrastructure and Planning Stirling Hinchliffe said funding for the Western Corridor (which takes in Ipswich City Council, Scenic Rim Council, Lockyer Valley Council, Somerset Regional Council and the part of the Toowoomba Regional Council formerly identified as Toowoomba City) included; $13.8 billion for road, rail and public transport projects, $450 million for health, $319 million for energy and $3.8 billion for social infrastructure.

"Since SEQIPP's inception in 2005, $3.9billion had been spent on infrastructure in the Western Corridor (to end March 2009).," Mr Hinchliffe said.

"The Bligh Government has further recognised growth in the Western Corridor with 10 new projects including; the Police Academy, Gatton-Esk Road upgrade, Toowoomba Pipeline (Wivenhoe to Cressbrook), Ipswich Hospital additional bed capacity, Emergency Department upgrades at Ipswich and Toowoomba hospitals, Tivoli multipurpose facility (Stage One), Highfields indoor multi-purpose auditorium and two energy projects.

Whilst infrastructure investment is better than no investment, it is concerning the timelines for many rail projects in SEQIPP are a long way behind the dates that they are required as according to the inner city rail capacity study.

Yes Stephen, there is a real dislocation between the SEQIPP and the ICRCS.  It is little wonder the Queensland Auditor General was so damning in their recent report on urban congestion management.
