The recent RACQ Red Spot Congestion Survey 2019 - (main report available at https://www.racq.com.au/redspot )
lists the top 5 most nominated railway (level) crossings for removal. There were four locations nominated to the south of Brisbane City, and one location nominated to the north of Brisbane.

Build traffic overpass near Lindum Rail Station

TO: The Honourable the Speaker and Members of the Legislative Assembly of Queensland

Queensland residents draws to the attention of the House that a dangerous rail crossing exists adjacent to the Lindum Rail Station in Brisbane's east which has been the site of several deaths over many years. Furthermore with passenger and port freight rail traffic ever increasing at this grade rail crossing which causes delays to traffic which build up hundreds of metres in all four directions during peak hours waiting to cross the three rail lines. A TMR spokesperson was quoted in the media as saying that the overpass project would now be fast tracked or words to that effect.

Your petitioners, therefore, request the House to have the Premier or Transport Minister announce a start date to build the proposed overpass and projected completion date for this project.

The Avoid Harm, Stop Before the Boom Arm campaign aims to raise awareness amongst Queensland motorists of the risks and consequences of disobeying level crossing warning signs and signals.

Level crossing boom arm strikes caused by motorists are not only extremely dangerous because a form of safety protection becomes inactive at a level crossing, but they are also costly to repair, and cause significant road and rail delays.

In 2020 on average, more than nine motorists a month risk their lives by running the gauntlet and colliding with level crossing boom arms on the Queensland Rail network. In total, there were 114 boom arm strikes in Queensland – a 24 per cent increase from 2019 (92).

Queensland Rail is committed to level crossing safety through investment in education, engineering upgrades and working closely with the Queensland Police Service (QPS) to assist with enforcement. Keeping level crossing safety at the forefront of the communities' mind is essential to avoid incidents and save lives.

The campaign launched on 13 May 2021 and will coincide with National Road Safety Week, reminding motorists of the importance of driving safely around level crossings. By ignoring the warnings, motorists can not only cause damage to safety infrastructure, they are endangering their life and that of other road users, train operators, and train passengers. ...

On behalf of Robert Dow, I spoke to Ch7's Alex Lewis about these incidents yesterday.
WA has removed 6 Level Crossings
SA has removed 2 Level Crossings (LX)
Vic has removed 46 LX to date with plans to remove 75 by 2025.
Qld has not removed one since 2014 (2 were removed under the LNP in their short single term of Govt)
There is currently a study underway (since June 2020) for the Boundary Road, Coopers Plains crossing to be removed and involves a $146 million 50/50 funding split between the Federal Government and the State Government.
It's business case is due by June 2021.

Re LNP getting two overpasses built. Was more political motive for state and council than public which is why bcc jumped in with 50/50 funding. Before Newman got in council tried to get Robinson road removed but didn't want to chip in anything which is the same tactic they are using now. Newman gets in and both agree to pretty much a 50/50 split. During its construction council went on and on how they were working together and state used it as their marketing too etc etc etc while cutting the guts out of everything they could get their hands on. State forced resumed properties and then gave the properties back to council who then changed zoning, sub divided and sold it to developers.

Efforts underway to turn the upgrade at Lindum to a proper grade separation as well although a present there is no committment to grade separation.

Will the Minister provide details of any level crossing incidents on Queensland Rail's network from
2011 to current (in table format with the following column headings - Date, Location
(e.g. Intersecting street name), Incident type (e.g. Boom strike, collision etc), Collision with
(e.g. road vehicle, person), Incident level, Number of fatalities, Number of serious injuries,
Number of minor injuries)?

ANSWER:

I thank the Member for Ninderry for the question.

Safety is Queensland Rail's number one priority, and it maintains a strong focus on ensuring
safety and compliance at level crossings. All Queensland Rail level crossings are designed and
operated in accordance with national safety standards and are assessed against the Australian
Level Crossing Assessment Model to ensure the appropriate level of protection is in place.
The Palaszczuk Government is committed to delivering a modern, efficient, reliable, safe and
accessible transport system that meets customer expectations now and into the future. Improvement
and treatment of level crossings is an important part of this future transport system.

The Palaszczuk Government has committed $241 million to level crossings upgrades at Coopers
Plains, Lindum and Carseldine.

Looking to the future, the Palaszczuk Government believes the development of a level crossing
program for SEQ, with joint contributions from all levels of government, would ensure ongoing
investment to improve all level crossings—as I note the Liberal National Party (LNP)
Brisbane City Council (BCC) has only put up 15 per cent of the required costs for the level
crossing program, even though they are all located on BCC's local road network. In the past the
LNP BCC has provided 50 per cent of the required costs, and the current contribution is
inadequate.

Similar to road traffic lights and signage, it is imperative motorists remain alert, drive to the
conditions, and obey the road rules at level crossings, which are in place for everyone's safety.
Near misses and collisions at level crossings do not just affect the pedestrian or motorist
involved—they can have long lasting psychological effects on Queensland Rail's employees,
customers and emergency services. For everyone's safety and wellbeing, it is critical that
motorists and pedestrians obey safety signs, lights and gates at level crossings.

Queensland Rail is committed to level crossing safety through investment in education,
engineering upgrades and working closely with the Queensland Police Service on enforcement.
Queensland Rail currently has a $16 million program in place to upgrade level crossings across
regional Queensland from passive protection—such as warning signs—to active protection,
which includes automatic warning devices—such as flashing lights, warning sounds, and barriers
or boom gates. In addition, Queensland Rail is investing $12 million to upgrade the signalling
technology at 27 level crossings across the West Moreton region.

Queensland Rail continues to make driver and pedestrian education a priority as part of its efforts
to reduce level crossing incidents. In conjunction with National Road Safety Week 2020,
Queensland Rail launched the 'Trains Can't Stop Quickly. You Can.' campaign to warn motorists
and pedestrians about the dangers of disobeying level crossing signs and signals. This creative
campaign was rolled out across south east and regional Queensland, with artwork displayed on
roadside billboards, social media, onboard trains and at stations.

For National Road Safety Week in 2021, Queensland Rail also launched its 'Avoid Harm, Stop
Before the Boom Arm' campaign in May, to warn motorists and pedestrians about the dangers of
disobeying level crossing signs and signals. The maximum penalty for causing damage to rail
infrastructure is $10,676 and motorists can also be pursued for repair costs. In 2020, Queensland
Rail recovered more than $54,000 in level crossing repair costs through insurance claims.
Thanks to its ongoing community education efforts, Queensland Rail has seen significant
reductions over the past decade in the number of level crossing near misses and boom gate
strikes across its network. Compared with 2013 for example, last year (2020) near misses had
reduced by 33.8 per cent, and boom gate strikes by 43.5 per cent. There has not been an upward
trend in the number of collisions in recent years.

Attachments A, B and C detail the level crossing collisions, near misses and equipment/damage
or interference incidents that Queensland Rail has reported since 2011. However, the below
tables provide an annual breakdown of these incidents by type.

The option they were looking to proceed with was to connect Harries Rd through to Stanley and Vulture Sts, closing the Cavendish and Stanley LXs. (Apparently many of the impacted properties had previously been resumed for the "Central Freeway".

Re: Cavendish Road LX.
The sad thing about this project was that all of the design details and, more importantly, the funding split had already been agreed between QR and BCC. It fell over because of jealousy. The BCC Mayor was Sally Anne Atkinson and the Minister for Transport was envious of Sally Anne's higher profile. The Minister of Transport vetoed the deal without stating a reason.

Preliminary planning for the Lindum Level Crossing Precinct upgrade has been completed, with work now underway on vital short-term safety upgrades as well as the development of a preliminary business case to investigate a long-term grade separation of the level crossing.

Federal Minister for Communications, Urban Infrastructure, Cities and the Arts, the Hon Paul Fletcher MP, said the project was being funded under the Australian Government's $4.8 billion Urban Congestion Fund, to reduce congestion in urban areas.

"The Morrison Government is getting on with delivering infrastructure projects that improve congestion and safety for commuters across Australia, making it easier for them to move around our capital cities and ensuring they get home quickly and safely," Minister Fletcher said.

"Under the Urban Congestion Fund, we are delivering 177 individual packages of works nationwide. There are 65 Urban Congestion Fund projects around Australia that are completed or under construction, and a further 52 are expected to start construction by the end of year.

"This funding supports upgrades to the urban road network to ensure commuters get home sooner and safer by cutting travel times and vehicle operating costs, delivering a more reliable road network for commuters and freight, and reducing congestion by addressing local bottlenecks.

"The Morrison Government has committed $85.4 million to this project to deliver an upgraded transport hub that safely caters for commuters, school children, business, bike riders and pedestrians.

"We are continuing to work with all levels of government to progress the preliminary business case for the long-term upgrades that will address essential safety, efficiency and accessibility issues within the Lindum Level Crossing precinct."

Queensland Minister for Transport and Main Roads, the Hon Mark Bailey MP, said this next stage in planning follows community feedback received through the first stage of the Lindum Station Precinct Study.

"Lindum Station and its surrounds are a crucial part of the local community and this was reflected in the nearly 7,000 website views, almost 300 completed surveys and 180 ideas shared on the online digital interactive wall," Minister Bailey said.

"The Queensland Government has committed $40 million to the Lindum Train Station upgrade, which will enhance safety and accessibility for commuters.

"Our upgrade plan, which is currently being developed, includes an improved pedestrian overpass with lift access linking platforms, as well as upgrades to the park 'n' ride facility.

"This will improve safety for pedestrians, bike riders and commuters, and will bolster overall connectivity within the precinct."

Brisbane City Council Lord Mayor, Cr Adrian Schrinner, said Council had already commenced work on immediate upgrades for the level crossing intersection on Kianawah Road, including signalisation and intersection reconfiguration.

"It is important that we immediately start improving the safety and efficiency at the existing intersections surrounding the crossing while the preliminary business case is being undertaken, which is why we have committed $40 million to the Lindum Level Crossing Precinct project," Cr Schrinner said.

"We're looking forward to working together with the Australian and Queensland governments to implement long-term safety solutions for this precinct."

You might be surprised on this one. I heard that BCC and the Feds already have a solution that is separate from the Lindum station upgrade project.

Curious, which Level Crossings are on the state controlled road network. Those are entirely the states fault.
To my knowledge it would be Ferny Grove, Coopers Plains, Strathpine, Caboolture Pumicistone Rd,  Landsborough (and I guess Rosewood?  ;) )

Secondly, I dont think councils should be funding LX removals. Victoria has done it without council funding.

Time to hit them on both these points.

Caboolture shows the leg of the interchange over the LX being state controlled.

Bob should we add in Landsborough (Because its part of the SC line upgrade and and a 100% state controlled Road) as well as Strathpine (Again state controlled so can force their hand a bit, plus that's a busy area with new estates in Warner etc)

I'm presuming with Old Beaudesert Rd we are asking for a full closure, with emergency access gates instead, as seen at at Bethania?
Since there is already a grade sep here but for some reason they left the old road behind  ::)

Landsborough is presently on hold as a I understand it. 

It is mentioned " replacement of the Caloundra Street level crossing in Landsborough with a road- over-rail, grade separated crossing "

There are a few that could be removed (closed road access), Salisbury is one. 

The priority list is derived from the previous studies of risks, incidents and near misses. It is also needs to be considered in terms of traffic congestion impacts etc. as well.

I think what needed is for the State is to set up a proper Level Crossing Removal authority (similar to Victoria) and get serious about it.

Victoria would have to be the worlds epicentre for LX removal at present and the expertise gained down there should be tapped into.

Simply focussing on one criteria doesn't really come up with a balanced list.
