Dr MacMAHON: My question is to the Minister for Transport. The CFMEU has labelled the
minister's management of Cross River Rail project as 'dysfunctional' and has called for the minister to
be replaced. What is the minister's response to the CFMEU's calls for him to be replaced?

Mr ACTING SPEAKER: The House will come to order. I call the minister.

An opposition member: Send them an email!

Mr BAILEY: Thank you, Mr Acting Speaker.

Mr Mander interjected.

Mr ACTING SPEAKER: Pause the clock. I am going to reset the clock to three minutes because
the minister had not even started and the interjections kicked off. Member for Everton, you are warned
under the standing orders.

Mr BAILEY: There are so many different ways I could answer that question. I have made it very
clear. I have made a range of comments in relation to this matter. The fact is that the safety record of
the Cross River Rail project is well below industry standards. There are very strong provisions on the
site.

Let me just say this: I will always work with all of the representatives and workers across the
unions when they raise safety issues. You can never be complacent about safety particularly on
construction sites. They are dangerous projects—construction. You always have to be on your guard.
I will always make sure that any safety concerns are appropriately looked at and investigated and
explored.

I will always work with the representatives of the workers. I will not undermine this project like the
member for South Brisbane does regularly. We are building a whole new underground rail line for
South-East Queensland in Brisbane—cut by those opposite when they were in power and promised to
be cut by them because that is all they believe in. It is in their DNA—you cut Cross River Rail and you
would do it again.

I will always make sure that safety is our top priority. The member for South Brisbane only needs
to look at the record of this project and it is well below industry standards. I want it to stay that way right through to the end. I might say to this point all of the tunnelling has been completed. We are doing the station boxes at the moment. We are closing up the station boxes, so there is still heavy work to be done. A lot of the heavy work has been completed, but there is still some to do. Safety will always be my No. 1 concern.

Everybody knows that I believe that this project is awesome. It is awesome. It will transform travel
in South-East Queensland and Brisbane with a whole new underground rail line. It has been important
for our population growth, as well as the games coming up. I will always make safety a top priority for me and for the delivery authority.

matter of privilege suddenly arising from my previous answer. It has just come to my attention that I
may have misspoke. In my answer I meant to say that the number of injuries and safety instances were
well below what is usual in this standard. I think I misspoke. We are in fact well above safety standards, not below them. We have had a lot fewer instances on this project, Cross River Rail, than is usual in the industry and we are well above the standard. I just wanted to clarify that if I misspoke.

Will the Minister advise for each Cross River Rail station (a) if the station box has been designed
for a multi-storey development directly above and (b) if so, the size of that development?

ANSWER:

I thank the Member for Mermaid Beach for the question.

Consistent with the functions of the Cross River Rail Delivery Authority Act 2016, technical
planning for the delivery of the rail infrastructure has been integrated with Cross River Rail Priority
Development Area (PDA) regulatory planning to support appropriate precinct development.
For the Roma Street, Albert Street and Woolloongabba PDAs, development opportunities are
available directly adjacent to the Cross River Rail stations. At Boggo Road, specific provision has
been made to accommodate both direct over station and adjacent development, with direct over
station development designed to accommodate building loads equivalent to a 12-storey building,
with the most onerous loads for commercial/science/medical, or educational uses. Alternative
lighter weight building configurations can also be accommodated to achieve maximum Boggo
Road PDA development scheme heights at this location—of approximately 14 storeys.

To support development in the PDAs, in December 2019 the Honourable Kate Jones, then
Minister for Innovation and Tourism Industry Development and Minister for Cross River Rail
released the Cross River Rail Precincts Delivery Strategy. This strategy—the culmination of
comprehensive stakeholder engagement and global research—provides the guiding principles
for precinct development in each of the Cross River Rail PDAs.

Variations are a contractual matter between the supplier and the client and price isn't the only reason why commercial enterprises and the State may not want that out in the public realm.

We get visibility on how much it all costs in the budget.

Olympic and Paralympic Games Infrastructure (HON S MILES) –

QUESTION:

Will the Deputy Premier provide the date that he approved the expansion of the
Woolloongabba Cross River Rail Priority Development Area?

ANSWER:

On 17 February 2023, I announced that the current 21-hectare Woolloongabba Cross
River Rail Priority Development Area (PDA) would be expanded to deliver more
housing, shopping and dining precincts and public space.

The expansion of the PDA is subject to a statutory process under the Economic
Development Act 2012. This process has commenced and will involve declaration of a
new, larger PDA, preparation of an interim land use plan (ILUP), and preparation of a
development scheme that will be released for public consultation. Announcing plans
for these sorts of changes is important to ensure transparency with Queenslanders.

The Department of State Development, Infrastructure, Local Government and
Planning, through Economic Development Queensland, is currently undertaking further
investigations prior to resolving the optimal extent of a new expanded PDA boundary.
At this stage it is anticipated that a new, larger PDA could have final approval by the
end of 2023.

Upon declaration, an ILUP will be given effect until a Development Scheme is
finalised. Following declaration of a new, larger PDA, a Development Scheme will be
prepared. As part of this, the community will be invited to have their say through formal
public consultation.

acquisition at the Roma Street Cross River Rail site—
Will the Minister advise the lot and plan number(s) for the additional land acquisitions and for
each, the acquisition date?

ANSWER:

I thank the Member for Chatsworth for the question.

The funding primarily relates to land acquisition of the former Brisbane Transit Centre, Hotel Jen
and associated sites and forecast cost recovery. Specifically, part of Lot 1 on SP207220 (an area
of about 1.242ha), Lot 34 on SP100560, Lot 6 on SP100562, Lot 32 on SP100555, part of Lot 5
on SP207221 (an area of about 1,592m2), part of Lot 1 on SP207220 (an area of about 5,418m2),
leasehold interest in Lot 50 on SP100647 (1/2 share in Term Lease 0/209661), lease interest in
Lot 23 on RP209358, Lot 2 on SP100562, Lot 3 on SP100562, Lot 4 on SP207222, part of Lot 5
on SP207221 (an area of about 334m2).

The transactions were gazetted on 7 December 2018.

With development rights now managed by the state's investment manager—Queensland
Investment Corporation Limited—the cost recovery has been recognised through a funding
allocation of $112 million to address accounting requirements in the budget process.

Here's a question - I vaguely remember seeing (and I thought downloading, but I can't find anything on my system) a set of detailed plans released for Exhibition Station? What I remember seeing was something more detailed than what I can find on the CRR or the State Development websites, and included details of surface finished, consideration for public artwork, etc.

Does anyone know what it was I saw and can point me towards it again?

^^ No, it's not that one. It was for the finalised location of the station (that one was the earlier one up near O'Connell Terrace), and had a lot more content about the station's landscape and integration with the showgrounds.

This seems to imply 4 tracks in the corridor, I thought the plan was for 3 (2 CRR, 1 bidirectional freight/long distance). Is that the case, or has this been changed since?

That's an old Anna Bligh-era plan, judging by the use of the old Qld Govt logo.

Also, judging by the scale of the drawings, I think the lines in this represent a single rail rather than a full track pair, and so only has 2 tracks in the corridor, not the three being delivered.

I believe there are 4 being delivered. 2 crr tracks and freight track with passing loop. Someone correct me if I'm wrong though

^^ According to the General Arrangement plans 21 & 22 listed under Project Change Application 8 (PDFs linked below), there are 3 lines through Exhibition - CRR Up, CRR Down and Exhibition Down. Beneath Campbell Street the three start dividing to filter into Mayne.

^^ The right hand track IS the third track (CRR Down & Exhibition Down) - the Station and CRR Up are being built off to the left.
