They can easily upgrade Manly to 4 platforms prior to any expensive duplication work on the Cleveland line.. This will allow for off peak services to run through to Manly instead of terminating at Cannon Hill.

ETCS should be rollout to Manly as well.

Duplication on the Cleveland line and 3rd, 4th and 5th platforms won't fix this issue. The problem is the flat junctions at Park Road and Eagle Junction. Basically the slot through the city and single track on the Northside. The problem at Park Road has only increased in recent times due to additional services on other lines, Park Road terminators and platform access removed for Gold Coast and Beenleigh services.
