^ These are now my local stations as of a month ago.  I've used Coorparoo only once for an outbound trip.  (1.1km from either to my place vs less than 500m to Old Cleveland Road, so no contest unfortunately either on distance or frequency.)

Yes, ' congestion ' is sometimes used for other line service disruptions, but the Cleveland line is a regular.  I think they are trying to highlight the problems resulting from the single line section and lack of proper turnback at Manly.
