Water ingress was playing havoc with the signals.

As the % of concrete sleepers goes up, so does temperature resilience of track improve.  Do you remember when the Ferny Grove line had the steel sleepers?  It always used to buckle during hot weather.  Track integrity seems to have been maintained during this heat today. 

Some networks paint critical sections of rail white, this can reduce the rail temperature by 5oC to 10oC.  Rail temperatures are >> than the ambient temperature.

When there are high temperatures in the regions, often coal  and other freight trains are not run during the day but move at night.

In winter, Queensland Rail conducts rail stress testing and ballast profiling to increase the stability of tracks during the summer months.

During this week's expected extreme temperatures, Queensland Rail will carry out additional track patrols on foot, conduct inspections from the cabin of City network trains, and track crews will be placed on standby in strategic locations to facilitate rapid responses if a heat buckle does occur.

Queensland Rail also has Rail and Ambient Temperature Sensor technology which will monitor the temperature at different locations across the City network.

Speed restrictions will be imposed on tracks when the temperature thresholds are exceeded, with a 20kph reduction introduced for the duration of excessive temperatures.

A track buckle is caused when excessive increases in rail temperatures causes high compressive longitudinal rail stresses which can affect the lateral stability of the track.

Queensland Rail is also working on preventative track misalignment measures and over the past five years has had a robust program to replace wooden sleepers with concrete sleepers which assist with the stability of track.

Currently about 75% of the City network has concrete sleepers. ...

I agree. I also don't understand how a crew replacement can cause a 13 minute delay. Surely it's as simple as one crew leaving the train and the other crew taking over? A couple of minutes, at most.
