This skipping is chronic ...

When I lived out there, I found it was actually the outbound Cleveland trains being the culprit making the inbound trains run late which then affected the trains starting at Manly.

It only needed an outbound train or two to delay by about 1-2 mins to throw it all out of kilter

Thanks STB.  That is an issue, but recent conversations with QR have indicated the major problem is the Cleveland starters (we are talking AM Peak).  They are planning to change the timings (start earlier) so there is a little more time and hopefully cut down the skipping.  It is a problem and they have a working group on it.
