I believe that's a mix of two things. The incident at the Normanby 5 ways which closed the exhibition loop and a ngr out of placement which couldn't be replaced due to said incident.

For those wondering what the incident was a car punched another hole in the cement guard rail over the exhibition line throwing chunks of cement onto the tracks and overheads below.
