TROUBLED train operator Connex has been fined more than $7 million for poor performance.

The fine actually is a reprieve for the company, being the lowest amount it has been penalised in 12 months.

But it does not include penalties as a result of the Oaks Day debacle when thousands of racegoers were left stranded for hours.

Connex has been fined $34 million in the past year for failing to meet performance targets.

Spokesman John Rees said the cut in the penalty for the July to September quarter was evidence of improvement.

The company's reputation suffered a blow on Oaks Day when services to Flemington ceased shortly after 5pm.

Thousands of angry punters unable to get on the few buses, trams and taxis available were forced to walk.
