The Enhancing Performance Management and Service Delivery draft report has been considered by the government.

The report findings have assisted in the development of Our Future State: Advancing Queensland's Priorities.

When the current plan starts to fall apart, produce a new one .... especially when the action required to ensure the current plan will work starts to get a bit close (ie in the next three or four years).  So, you start talking about what will happen in 30 years time ....

"In 30 years Queensland will be home to vibrant and prosperous communities. Our state will be well planned with the right infrastructure in the right places, to support a population that has grown across every region.

We will value education as a lifelong pursuit where we gain practical skills, enrich our lives, find secure jobs and improve the competitiveness of our economy. Our brightest minds will take on the world and we will work collaboratively to achieve the best results for Queensland.

We will be the greatest state in which to live, work and play, and guardian of a sustainable natural environment that inspires an active lifestyle and supports healthy communities. ... blah blah blah.

You get the picture.  There must be a video clip and inspirational music that goes with this.  Cue smilling families, old folks being given cup of tea by nurse, kids playing footy, a potter at his/her wheel, old guys working in the men's shed ... and voiceover saying something like 'We're Making Queensland Great Again'.

I think its getting to the stage where people don't actually care about the flash new plans but how much it costs to produce them.....

QuoteMORE than 4000 extra public servants were hired in the three months to March, new figures show.

The Palaszczuk Government today released the March quarter public service workforce statistics while also handing down a KPMG report into whether the Government's hiring spree had resulted in better services for Queenslanders.

It's the largest quarterly increase since March 2015 when 4552 full-time equivalent (FTE) were added.

The workforce statistics show an increase of 4,300.53 FTEs in since December 2017, up about 1.96 per cent.

That brings the size of the public service to 223,257.59 FTEs, up from 218,957.06 at the end of December.

Premier Annastacia Palaszczuk released the major review of the public service just days out from Budget Estimates.

The release of the KPMG report into the public service and whether her Government's hiring spree was making a difference comes almost a year to the day that the Premier promised she would release it, during Estimates last year.

Ms Palaszczuk announced former QUT vice-chancellor Peter Coaldrake would be hired to examine how public service data is collected and measured going forward.

She denied she was attempting to avoid further scrutiny at estimates by releasing the report ahead of Tuesday's hearing.

Ms Palaszczuk had last pledged to release the report after it had been considered by Cabinet and insisted she had met that commitment by releasing the report today.

But she repeatedly would not say when Cabinet had considered it.

"It went to Cabinet and I've released it. I've released it," she said.

KPMG's report has called for the government to establish priorities that it can measure going forward in order to ensure the growing public service was getting results in areas like health and education.

It took issue with the way the Government currently measures service delivery.

The Queensland government has been urged to be more open and accountable about the performance of the public service.

Ms Palaszczuk responded by appointing Professor Coaldrake to determine what the Government needs to do in the future "to keep us in line with our fiscal principle and to keep a lid on wages growth".

"We have accepted the recommendations of the KPMG report," she said.

"It is absolutely important that we keep a lid on wages growth.

"We recognise how important it is to keep our wages expenses under control.

"This is going to be a very key priority of my Government this term."

Ms Palaszczuk dismissed suggestions this work should have been done before the Government embarked on its hiring spree, rather than after.

" ... I made a commitment to Queenslanders that I would restore those services," she said.

"But what we do know is that over the years the collection of data has not been as accurate as we would like it to be."

Ms Palaszczuk said the Government would also be looking at the use of contractors within the public service as well to ensure taxpayer money was being spent wisely.

The Together union has been lobbying for the change, arguing departments were using contractors and labour hire workers so they could hide the true size of their workforce.

It is understood Cabinet considered the report on Monday.

Released on Friday, a few days before estimates ...   :P
