QUESTION:

With reference to each bridge strike recorded by Queensland Rail over the last three financial
years and the current financial year (to date)—
Will the Minister advise (a) the incident date and time, (b) location, (c) the impact to the rail
network and (d) the amount of Queensland Rail costs recovered from the vehicle owner (or their
insurer)?

ANSWER:

I thank the Member for Chatsworth for the question.

Bridge strike incidents can be extremely dangerous and cause costly damage, as well as
frustrating delays for road and rail users. Queensland Rail is committed to reducing the likelihood
of bridge strikes and their impact through signage, engineering solutions and working with the
Queensland Police Service on enforcement.

Preventative measures can vary from site to site, ranging from signage to bridge protection
beams and height chimes. Since 2015–16, Queensland Rail has invested $15.5 million in a
program to install bridge strike protection beams on the approaches to 14 high priority bridges
across South East Queensland (SEQ) to prevent over-height vehicles colliding with them. These
beams are designed to stop over-height vehicles before they reach rail bridges, improving road
safety for road users, cyclists and pedestrians, and minimising train delays.

Queensland Rail has also installed 43 bridge impact detection systems across the SEQ network.
These bridge monitoring and protection systems include sensors and CCTV cameras, which
automatically detect incidents and alert Queensland Rail. This technology allows Queensland
Rail crews to remotely inspect the bridge for any damage, often allowing road and rail traffic to
resume more quickly. The detection systems have also improved reporting accuracy, which has
likely resulted in an increase in the number of incidents reported on the network.

With regards to the data the Member is seeking ((a) and (b)), the following table details all

(c) While bridge strikes cause disruption to services, the number of services impacted can vary
depending on the severity as well as the day, time and location of the incident. From 1 July
2018 to 30 November 2021, bridge strikes have resulted in 1109 service delays on the SEQ
network. Queensland Rail is not able to provide the data on the impact to travel and tourism
services as a result of a bridge strike. Any impact would have only been minimal due to the
frequency of services operated in regional areas.

(d) Motorists who damage rail infrastructure can be fined up to $1102 and four demerit points.
While Queensland Rail actively pursues motorists for the cost of repairs for damage, a
bridge strike does not automatically result in a recovery claim being made against the
responsible third party. If the matter goes to court, the maximum penalty for causing
damage to rail infrastructure is 80 penalty units ($11,028). From 1 July 2018 to
30 November 2021, Queensland Rail has recovered $203,722.03 in repair costs, with
11 claims currently underway.
