In the role of Director you will:
• Lead a highly skilled and multi-disciplinary team which delivers rail planning solutions.
• Lead the delivery of a large program of rail planning projects.
• Provide strategic direction to rail planning activities.
• Provide high level technical guidance for a broad range of complex/sensitive/large rail planning initiatives.
• Lead stakeholder engagement processes covering the full spectrum of entities and groups including other state agencies, local government, industry groups, and communities.

Accountabilities include:

• Providing high level technical advice and guidance to the Executive Director (Transport Planning Projects) in relation to rail planning and/or rail planning studies being undertaken by the team, other parts of Transport and Main Roads (TMR) or external parties.

• Proactively and effectively participating in the leadership team for the Branch.

• Leading and managing teams undertaking rail planning across the state, ensuring that all planning is undertaken in a multi-modal, integrated, affordable and value for money context. This planning includes:

- network area, corridor, route and link studies as well as project level planning. For example, passenger transport plans, urban and economic zone transport plans, and multi-modal transport solutions to specific issues.

- transport assessments of key proposals by industry and government.

• Proactively engaging in contemporary human resource management practices including workforce management, workplace health, safety and wellbeing, ethical behaviour, anti-discrimination and employee performance management.

• Ensuring planning activities include community, industry and government stakeholder consultation in accordance with TMR requirements.   

• Deriving and managing the delivery of the team's business plan and its program of rail planning projects.

• Developing and maintaining 'leading edge' rail planning knowledge and capability within TMR.

• Building and maintaining effective working relationships with internal and external stakeholders and representing TMR in various working groups, forums and committees.

• Scanning ahead to identify problems and opportunities and proactively taking action to address problems and taking advantage of opportunities for the department.

• Actively participate in performance conversations to build and support a culture of performance management.

This role reports to the Executive Director (Transport Planning Projects).

It reads as though the powers that be within TMR don't already have people that:  "lead and manage teams undertaking rail planning across the state, ensuring that all planning is undertaken in a multi-modal, integrated, affordable and value for money context."

The ad shows the concentration of power in TMR when it comes to rail matters, and maybe their lack of expertise in the rail area.

They don't, based on the evidence of rail fail, NGR fail, RPL fail, cattle rail fail and DDA fail !   :P

It's just for ~ 6 months. Bizzare for a position at that level.

Job applications aren't meant to be that long, are they?
Do I really need to clarify?

It is starting to smell like a patsy job. "The whole thing fell in a heap.  Unfortunately, the guy we hired recently to sort things out didn't do a good job.  We fired him.  It had nothing to do with us, just him.  And now he is gone."
