A CBD metro rail system has been foreshadowed as a key plank of Brisbane City Council's $67 billion Transport Plan.

The plan, which was adopted at yesterday's meeting, aims to increase consumer usage of public transport from 8 per cent to 13 per cent by 2026.

A significant increase in rail capacity would make "full use of rail corridors to move 30,000-plus passengers per hour", the plan said.

"Federal and state funding will be required to introduce a metro system, segregate busways and upgrade rail networks."

A feasibility study into a metro system is being undertaken by the State Government and Lord Mayor Campbell Newman confirmed most of the plan relied on investment from other sources.

"The cost of congestion is $3 billion per annum," he said.

"This plan that talks about $67 billion is talking about both public and private investment."

Of that ratepayers are expected to be slugged $10.5 billion over the next 18 years.

Other initiatives required to meet the 2026 target include the provision of 21 extra CityCats and about 2000 new buses.

Obviously, the private financiers, Tooth Fairy Global Investments LLC, Bulldust International Private Bank and Santa Claus Capital Partners did not sign on.
