QuoteThe state government has agreed to provide personnel to a planning team for the Brisbane Metro rapid transit system, but has insisted the council-led project remained unfeasible.

Earlier this month, Lord Mayor Graham Quirk said he was keen to have the state government involved in the planning of the $1.54 billion project.

On Friday that wish was granted – but there was a sting in the tail.

In a letter obtained by Fairfax Media, Department of Premier and Cabinet director-general David Stewart said the government would provide two public servants to the council's government reference group.

Those public servants were to be two deputy directors-general – the Department of Transport and Main Roads' Matthew Longland and the Department of Infrastructure, Local Government and Planning's Darren Crombie.

But Mr Stewart said the government's agreement to participate in the reference group should not be seen in any way as an endorsement of the Brisbane Metro.

Instead, Mr Stewart said, all levels of government needed to prioritise the delivery of the Cross River Rail project between Dutton Park and Bowen Hills.

"I appreciate the intentions of the Brisbane City Council with the proposed Brisbane Metro subway system, particularly in relation to resolving inner-city bus movement constraints," he said in the letter sent to Brisbane City Council chief executive Colin Jensen on Friday.

"The Queensland government believes that the Brisbane Metro subway system proposal in its current form is not feasible.

"This is due to issues including concerns about the project's ability to address congestion, and insufficient land at the former Go Print site (Woolloongabba) for both Cross River Rail and the proposed Brisbane Metro subway system rolling stock depot."

Mr Stewart said Building Queensland frameworks could also be made available to assist in the council's planning.

"I look forward to working with you to find a way for the Queensland government to partner with the Brisbane City Council to deliver the Cross River Rail project, while identifying a workable solution to the inner-city bus movement challenges," he said.

"Please note, the appointment of the above representatives should not be construed as an endorsement of the (Brisbane Metro) project by the state government."

A spokesman for Cr Quirk said its Brisbane Metro business case was on track to be completed by May next year and welcomed the government's involvement.

"Both the Premier and Deputy Premier have in the past fortnight called on the Lord Mayor to get on with the business case, most recently in Parliament this week," he said.

"As part of the business case works, a government reference group is being formed and we welcome the state government's nomination of two officials to that group."

Time for Brisbane bus action!

Good Morning,

More developments with the Quirk ' Metro ' viz.

Brisbanetimes --> Government agrees to contribute to 'unfeasible' Brisbane Metro planning

As proposed the Quirk ' Metro ' is unfeasible and a business case confined to the original proposal will show that.

However by seeking a wider input and looking at more rational solutions gains might well be made with a sensible proposal in the end.

However in the interim we have a major problem with a collapsing bus network.  (The whole premise of the proposed Quirk ' Metro ' actually confirms that, even if  the project as proposed is flawed).

We cannot do nothing.  Sorting out the immediate issues is straightforward.

1.  Convert Victoria Bridge to a ' green ' bridge*

2.  Commence network reform.  Deputy Mayor Adrian Schrinner has put forward some proposals which will allow to this occur**.  We support the Deputy Mayor with his proposal for a progressive network review. The State Government, BCC and TransLink need to urgently start this reform process.

Bus congestion is only going to worsen alarmingly with the bus changes that will occur with the Queens Wharf Brisbane project as even more buses are added to the chronic bus-jam on Victoria Bridge and CBD bus congestion.

230 buses x 65 pax/bus = 14 950 pphd theoretical capacity.

The video has images of lines zipping through Victoria Bridge. That metro cannot use Victoria Bridge.

Frame at 1.13 shows line starting at WOOLLOONGABBA!

Again shows blue (Blue Team blue also) line crossing the Victoria Bridge.

Again the last station is HERSTON not RBWH.

1.27 "Buses will connect to Brisbane Metro" Well, great but they still don't own the busway. It really is drawing up plans to build on your neighbour's property. Perhaps being released now to set up an Blue Team wedge at State election time?

Services every 2 minutes moving 30 000 pphd, means that

30 000 pphd / 30 = 1000 pax per train (it cannot be anything else!)

As for the bus trip time savings, I do not know how on Earth they can calculate that it would only take 6 min or so on the metro compared with current.


The images look like TRAMS, if the capacity is 300 pax per vehicle, it is a rubber TRAM not a metro.

I have asked for clarification of the capacity as stated in the vid.  They are being a bit cunning I think in simply stating 30000/h.

There is no way they can achieve 30000 pphpd with their current thinking so it really is 15000 pphpd I think, which gets us back to the point why spend billions to achieve not much at all, something that could be done by greening Victoria Bridge and bus network reform?

Have they moved to larger train capacity?

I think this is all designed to put some pressure on the Red mob in George St ..

What is the real capacity of the Quirk ' Metro ' ?

Greetings,

Cr Adrian Schrinner has tweeted that " Want to find out more about the Brisbane Metro Subway project? Community info sessions will be held during Oct. "
and released a video ' Brisbane Metro Subway System'.  We welcome these developments. [ See > https://twitter.com/Schrinner/status/780903392839278592 ]

There is however a very critical point concerning the video.  It is stated that the capacity of the ' metro ' will be 30,000 passengers / hour.  Metro systems normally are spoken of in capacity as the number of passengers/hour/direction (pphpd).  Is the capacity of the proposed  metro now actually 15,000 pphpd or is it 30,000 pphpd?

The busways deliver 15,000 pphpd (occasionally up to 18,000 pphpd) already.  It would be folly to spend billions of dollars on a system that does not increase capacity.

This must be clarified.

"I am committed to delivering this vital transport project and want to hear the views about the project, its design and operation, to help address the existing bus capacity issue and to decrease journey times for bus commuters."

When asked what sort of input residents could have on the project Cr Quirk said council didn't claim to be the fountain of all knowledge and residents could provide input on any aspect of the features of operation.

"In some cases people may have experienced metros in other parts of the world as well and might be able to bring those ideas to the table."

Cr Quirk said while the project needed State Government approval, council would continue to get on with the project — including funding it.

"We're the only ones doing anything to alleviate bus transportation infrastructure, there are no other plans on the table."

"We needs the State Government's co-operation, absolutely. But we've got a clear mandate to get on and do this, we know it needs to be done."

Cr Quirk did not directly answer questions about potential sites for stabling facilities for buses, including the state-owned former Go Print site at Woolloongabba.

"I'm not going into those today as that's part of the business case work, I will answer all those questions for you next May," Cr Quirk said.

Public and Active Transport chairman Adrian Schrinner said Brisbane should not have to choose between Brisbane Metro and Cross River Rail.

"Brisbane deserves both projects and we will continue pushing to sure Brisbane people get the projects and the public transport they deserve," Cr Schrinner said.

"We are putting out money where our mouth is to ensure Brisbane rate payers get the best outcome."

The $16 million business case will be finished by May next year.

The $1.5 billion Brisbane Metro is expected to be completed by 2022.

Next month council will be talking to residents and commuters about their travel behaviours to assist preparation of the business case for the project.

It is clever politics this ' metro ' push.  It really does highlight the lack of action by the George Street 'push' well.

Honestly, the State Government cannot even agree to BCC's request to make Vic Bridge green (despite all parties supporting at Council level), let alone show coherent progress with CRR or bus reform.

Brisbane City Council (BCC) has released a new video showing how the system would operate.

The $1.5 billion rapid transport system is expected to get commuters from Herston in the north to the CBD in five-and-a-half minutes, and from Woolloongabba to the CBD in six-and-a-half minutes.

The video was released ahead of a series of public information sessions to be held next month.

Adrian Schrinner, Deputy Mayor and chair of the Public and Active Transport Committee, said the rapid transport system was necessary to keep the city operating in the future.

"Public transport is critical for the future of the city and it's going to grind to a halt unless we embark on major projects," he told 612 ABC Brisbane's Spencer Howson.

"We want to hear people's views on how they would use the Metro, while also helping us tweak the project to get the best outcome.

"There's a lot of interest in the Metro and people have questions and want to offer feedback."

Working alongside Cross River Rail project

Councillor Schrinner said the project would go ahead regardless of support from other levels of government.

"The Lord Mayor has committed to making sure the council funds a majority of the project and that's a clear commitment," he said.

"We will be looking for support from other levels of government, but this project must and will go ahead regardless of other levels of government supporting it."

He said the State Government's proposed $5 billion Cross River Rail would not be impacted by the Metro and both "can work together".

"We need cooperation from the state and we understand they have their Cross River Rail as a priority and we want to work with them on that," Cr Schrinner said.

"We want to make sure the projects complement each other rather than compete.

    "We don't see these as competing projects as both are needed for the city of Brisbane.

"It doesn't have to be a fight and we can cooperate on this and we've been working on engaging with the state."

Using the Busway infrastructure

The State Government refused to hand over land at Woolloongabba earlier this month.

"We looked at the Go Print site at Woolloongabba, but the State Government said they would prefer that not to happen and we took that on board," Cr Schrinner said.

"We need to use the Busway system which is a State Government asset so we will need their cooperation on that."

He said the original planning document for the Busway showed conversion to light rail or a metro system.

"It's about taking the Busway to the next level and it was originally designed for that purpose," Cr Schrinner said.

Transport Minister Stirling Hinchliffe was not available for comment.

The more this starts to resemble rubber tyred light rail the more specific and yet still problematic the proposal becomes.

The rubber tyed light rail systems are propriety and limit the operator to purchasing rolling stock from the system manufacturer.

The two rubber tyred light rail systems by Translohr and Bombardier and not compatible with each other.

With a conventional light rail system rolling stock can be purchased from pretty much any manufacturer.

They plan to use rubber tyre metro - who knows which version.

Again though the State Government stands off.  There are major, major flaws with this ' metro' proposal and they do nothing.

Opposition Public Transport Committee member Jared Cassidy has slammed the Brisbane Metro, labelling it "doomed", "fatally flawed" and "a waste of ratepayers' money".

Cr Cassidy said Cr Quirk had "run out of ideas", following his push for public input into the metro project.

"Graham Quirk has taken Brisbane ratepayers for a ride with his so-called metro," Cr Cassidy said.

"His plan was very light on detail ahead of the election, and as time has gone on it has become evident that he is throwing good money after bad by pushing forward."

Cr Cassidy said neither the State nor the Federal Government had indicated they would support the metro, meaning Brisbane ratepayers would pick up the full tab for the multi-billion dollar project.

"It was fatally flawed from the start, with metro relying on using State-owned infrastructure such as the Go Print site and the busways," he said.

"Public transport experts and advocates have universally panned the so-called metro. It won't work and will actually reduce public transport capacity in Brisbane."

Cr Cassidy said today's release of a promotional video was an example of money being wasted on the doomed metro, which would be better spent on improving public transport.

"This LNP Council has committed $16 million in this year's budget for the Metro planning and business case." Cr Cassidy said.

"It's clear that Quirk has no idea of the way forward for metro, given he's asking residents to come up with the solutions to its many, many problems."

Cr Quirk said the council would reach out to Brisbane residents from next month to seek input to its Brisbane Metro business case, which was expected to be delivered by May next year.

Cr Quirk said the council wanted to know more about commuters' travel habits ahead of the Brisbane Metro's construction, which he hoped would be completed by 2022.

"It can be any aspect of the features of the operation, based on their own experience with public transport travel," he said.

"In some cases, people may have experienced metros in other parts of the world as well; they may be able to bring those ideas to the table.

"We don't claim to be the fountain of all knowledge and where people can get involved, can put their ideas forward, we can factor those ideas in and build them into the business case we develop."

Cr Quirk said a promotional video also released on Wednesday came at a minimal cost to the council.

Council opposition transport spokesman Jared Cassidy said the plea showed Cr Quirk had run out of ideas as he continued Labor 's push against the $1.53 billion project.

"Graham Quirk has taken Brisbane ratepayers for a ride with his so-called metro," he said.

"His plan was very light on detail ahead of the election, and as time has gone on it has become evident that he is throwing good money after bad by pushing forward."

Cr Cassidy said neither the state nor the federal government had indicated they would support the metro, meaning Brisbane ratepayers would pick up the full tab for the multi-billion dollar project.

"It was fatally flawed from the start, with metro relying on using state-owned infrastructure such as the Go Print site and the busways," Cr Cassidy said.

"Public transport experts and advocates have universally panned the so-called Metro. It won't work and will actually reduce public transport capacity in Brisbane."

Cr Cassidy said Wednesday's release of a promotional video was an example of money being wasted on the doomed metro, which would be better spent on improving public transport.

"This LNP council has committed $16 million in this year's budget for the metro planning and business case." Cr Cassidy said.

"It's clear that Quirk has no idea of the way forward for metro, given he's asking residents to come up with the solutions to its many, many problems."

    10am-1pm Saturday, October 29 at Victoria Park Golf Course.
