Have your say on better planning

Queenslanders are being urged to help shape their communities by having their say on the draft planning bills released today for public consultation.

Deputy Premier and Minister for Infrastructure, Local Government and Planning Jackie Trad, speaking at the Planning Institute of Australia's state conference in Townsville, said the new legislation would create a system that was open, transparent, fair and easy to understand.

"The draft Bills support jobs and economic development through streamlined assessment processes, whilst ensuring ecological sustainability remains at the core of our planning system," Ms Trad said.

"We are also delivering on our commitment to ensure the community and local government continues to play a key role in planning.

"Right from the start I've said we wanted Queenslanders to come along on our planning reform journey - to get excited about planning and understand how it affects their neighbourhoods and communities."

Ms Trad said the focused state-wide engagement program, will include workshops, agency briefings, meet-a-planner sessions and community conversations around the state and will run until 23 October.

"The consultation starting today builds on the work my department has been doing around Queensland, talking with the community, local councils and industry, since the release of the planning directions paper in May and June's Planning Summit," Ms Trad said.

"Our focus on accountability and transparency, removing unnecessary state intervention, and listening to the community is putting us on track to have the best planning and development assessment system in Australia.

"And this is important because having such a system positions us strongly to promote economic development, instil investor confidence and create jobs.

"Our Budget commitment of $59.4 million for planning reform shows just how serious we are about getting it right.

"Queenslanders can have their say in a variety of ways and I encourage people to view the website and attend local sessions to become involved."

Oh dear, .... the federal Infrastructure Minister Warren Truss' office says the Commonwealth is yet to receive any proposals from the Palaszczuk Government for major projects.

CM report: The paralysed Palaszczuk Government has not asked the Commonwealth to co-sponsor any new infrastructure projects since winning office, raising questions about its plan to help kick-start the economy.

The report quotes a spokesperson for Mr Truss as saying: You'd have to question how serious the Queensland Government is when the Australian Government has not received a single funding proposal from the Queensland Government on any infrastructure project across the state.

Can someone in the media or state Opposition reading this please ask a simple question of Ms Trad's office:  "Is it true that, since coming to office, Queensland Labor has not submitted one business case or costed funding proposal for a major infrastructure project to the Australian Government for evaluation and consideration for federal funding."

Note:  A letter is not a business case, nor a project proposal report.

Indeed :)

Somewhat better than back then thankfully...I actually see quite a few out and about these days. Still held back by mandatory helmet laws and poor separated infrastructure due to underspending and misdirected spending by the BCC.

Must say when you have your route mapped out cycling is incredibly reliable with same ride taking same time regardless of traffic, weather or whatever. When the city is in traffic chaos us cyclists just potter home in peace like usual.

Off to buy a ticket in the big Lottery -- better chance of winning than the odds of SEQ ever having a coherent, workable and costed Integrated Transport Plan ... not just the animated drive-through, website and glossy brochure.  If I win, I will send Ms Trad a million dollars for a few bus stops.

The State Government says it will submit 'a significant infrastructure proposal' to Infrastructure Australia by the end of next week.  No word as to what it will be though.

We don't quite have an Infrastructure Plan in Queensland, but the government, helpfully, has produced a 'directions paper' to indicate how we might get there:

Committees, taskforces, review boards, discussion papers, project reviews, 'overview statements', now a directions paper .... we must be close to making a start on an Infrastructure Plan that actually delivers something.

From the Directions Document:

"Queensland's first State Infrastructure Plan in over three years will be released in early 2016. This will follow
targeted consultation in late 2015. The government will annually update this plan in line with the budget cycle
and with the independent advice of Building Queensland.

"The development of the State Infrastructure Plan will not delay the State Government's investment in infrastructure."

Project Evaluation Support for the Cross River Rail Project

The Department of Transport and Main Roads (TMR) seeks offers from suitably experienced consultants for the provision of Project Evaluation Support Services for the Preliminary Evaluation phase of the Cross River Rail Project. The Preliminary Evaluation will include project option analysis and preliminary analysis to identify project options for further detailed analysis of a preferred solution during the Business Case phase.

To give the state credit, what we are seeking with this, and other things, is a bit of direction to TMR to do some serious planning around 'what if' scenarios -- and that is a good thing.  Obviously, these preliminaries are also necessary if Queensland is to have a credible State Infrastructure Plan in early 2016.
