Backing Queensland businesses to go for Olympic gold
5th September 2021

JOINT STATEMENT

Premier and Minister for Trade
The Honourable Annastacia Palaszczuk

Minister for Energy, Renewables and Hydrogen and Minister for Public Works and Procurement
The Honourable Mick de Brenni

Queensland businesses are readying at the starting line to go for Olympic gold with the launch of a supplier gateway.

Premier Annastacia Palaszczuk said so many businesses have said they are already considering and preparing to benefit from the unprecedented opportunities hosting an Olympics presents.

"The 2032 Games will create 91,600 jobs and billions of dollars of new investment for Queensland," the Premier said.

"We'll be backing Queenslanders every step of the way with our Buy Queensland approach because it means these jobs and investment will make a real difference to the lives of Queenslanders in every corner of the state.

"2032 will be a once-in-a-lifetime opportunity for many businesses large and small that could help set them up for years afterwards.

"And with so much interest already evident we've taken the next step.

"From 6 September, businesses can register their details on the Brisbane 2032  website to receive future updates about procurement opportunities for the Games."

Minister for Procurement Mick de Brenni said the Buy Queensland procurement approach will put Queensland businesses and workers on the podium at the 2032 Games.

"We're looking at a 20-year pipeline of opportunities," Mr de Brenni said.

"The Government's Buy Queensland approach ensures preference will be given to those businesses with a presence in Queensland and creating jobs in the state.

"That means putting Queensland tradies first in the construction of Games venues, Queensland engineers first in major infrastructure projects and Queensland farmers and producers first in serving up local food and beverages.

"Our Buy Queensland approach has already benefited Queensland businesses to the tune of around $36 billion since it was introduced in 2017.

"Businesses who register on the Brisbane 2032 website will be the first to find out about these opportunities as they're made available."

Queensland Head of AI Group Rebecca Andrews said the website would support the growth of local supply chains.

"We know hosting the Games in Queensland will deliver jobs and critical infrastructure," Ms Andrews said.

"But it's also important to support the development and growth of existing supply chains by procuring from locally based businesses.

"A dedicated website that makes it easier for businesses to access these opportunities is a positive step forward to ensure that this occurs."

The Palaszczuk Government will also launch a statewide roadshow tomorrow to help businesses be 'tender ready' for future procurement opportunities.

The Growing Queensland Business Roadshow starts in Rockhampton, with sessions also planned for Bundaberg, Beenleigh, Sunshine Coast, Toowoomba, Cairns, Townsville and Morayfield.

Interesting inclusions in this story:

https://www.abc.net.au/news/2021-09-11/brisbane-olympics-2032-gabba-redevelopment-funding/100453934

"The list of venues from the bid documents, including a 17,000-capacity, inner-city Brisbane Arena and a 12,000-seat basketball centre, provides a basis for negotiations currently underway, but both sides are manoeuvring about what transport projects will be included. "Costs of transport infrastructure spent in Brisbane over the next decade will dwarf these (Sydney Olympics) numbers, making decisions taken now vital for state and federal budgeting in coming years."

The news item quotes Ted O'Brien, the federal  'Olympics envoy' for the Brisbane Games.

Much has been made of the potential for legacy investment around the 2032 Games, but discussions around rail lines, highways, public transport and parking within the leadership group of government and Olympic heads had been put off until the bid was won.

"One of the things I worked really hard to disarm [during the bid process] was any fight about future transport infrastructure," Mr O'Brien said.

"In February this year I was able to get the leadership group to agree, and thank God the IOC agreed, we did not have to list an itemised rail, road-type sequence of projects."

He added it was important to look beyond state and federal resources to make the most of the long runway into 2032.

"We need to unlock private-sector funding and we need to maximise contributions from local councils so this isn't just the Australian government and the Queensland government signing big, fat cheques," he said.

Given the very underwhelming announcements so far, concerning both the planned "Northshore Hamilton Village" and long awaited "Kuraby/Beenleigh" corridor upgrade, I'd say "Brissy's" right on track, to deliver the real lack of serious public transport infrastructure inititves we've come to expect, over the last couple of decades or so!

People have contributed to a submission for the 'Better Connections Plan'. I believe that the Doomben line from Eagle Junction needs to be converted to LRT to better service the area of Hamilton North Shore and the new cruise terminal. The success of conversion to LRT from out of date and underutilised heavy rail down south in Parramatta, Glebe and St Kilda, definitely has it merits. The ongoing running costs would be significantly less to what it is today by converting to LRT.

I agree with LRT conversion. Room can be created at Eagle Junction by removing one of the car parks and placing a vertical retaining wall. Easy.

Fund it using Olympics money and a development improvement levy on that area.

Setting up a new light rail operation within Brisbane is no easy task.  Rolling stock, depots etc.  I think it is too late now for that.  Brisbane will take the easy way out and use buses.

With respect to Melbourne, conversion of Port Melbourne and St Kilda VR Branches was relatively easy because it was just another extension of the considerable Melbourne tram network.  Sydney is just extending their existing networks as well.

The only place you can realistically get a lrt conversion would be busway corridors. And after watching metro and tmr once again handling another infrastructure project such as the northern transit way is there any hope??

ozbob

None really.  The busways are not built for light rail conversion to destroy the popular myth that they are.  A small section including Mater Hill bus station was built with possible LR conversion in mind but this was quickly dropped during construction to save $$$,  99% is not.  The cost would be enormous and besides we are now locked into bi-artics etc.

Better off focussing on what is realistically achievable. Enhancing the rail network and the busways/transit ways.

You need about 12m of width for an lrt station, or about 8 or 9m for a single track terminus like Dulwich hill, so you could squeeze in as Metro describes, by putting it east of the current overpass, but the Morrison Rd bridge would need modification.

In terms of LRT conversiom agree its too far gone and we might as well run with the big electric buses.

However the eastern busway has been barely started, so IMO should be built out as LR instead, and run down the median of Logan Rd, terminating at Wooloongabba.

I'm always puzzled by responses like this. We've put people on the moon and kilometres under the sea, and you are worrying about an overpass? Let the engineers work out a solution.

While I don't support a Doomben LRT conversion (for much the reasons Bob said), I would support an upgraded EJ station. As Metro said, just because it would require resumptions doesn't mean we should rule it out. The Loganlea station relocation is involving a lot of resumptions.

I would prefer to see a flying junction at EJ. HTG: I recall previously you mentioned something along the lines that "QR owns all the houses west of the rail line between Mayne-EJ, in case they ever want to put in a 5th track". Am I correct in remembering that? Couldn't that assist in helping to improve EJ?

A 5th track from decades ago that was mostly to be used as a passing loop between Bowen Hills to South of Eagle Junction. Pollies flaunted the idea quite a lot but at the same time promoting the 7th carriage idea ie they didn't know what the hell they were talking about but wanted to spread the idea of them doing something. TMR own a significant amount of the properties (not all) between Dickson street and the railway corridor on the western side from Wooloowin Railway Station up until about price street. The properties beside the station on the east and the shops on the west surrounding the station are all private property.

Metro. It's pointless talking about a lrt conversion as it's just never going to happen. Spend the money on the eagle junction modifications and depot construction on running a proper railway line. Approx 14 properties will need full/partial resumption. A number of these will be multi story apartment resumptions. The train station loses a significant amount of entry points forcing long detours for pedestrians (remember these are also used by families going to/from school and accessing the shops). Substantial drainage works would have to be undertaken to sewer and water mains that use the station car park (moved when eagle junction was first relocated). Need to stabilise the properties as you need to drop the level down 3m - more if you want to have retained access to the south east and east or any overhead access to the train station. Morrison road overpass needs to be removed and rebuilt. Then you have depot and a small rollingstock fleet costs. And for what really.

Fix the real and existing pt network first before continuing with these stupid foamy infrastructure projects like this.

Gazza

And to be honest, I actually like an idea I saw posted elsewhere that the Doomben service could indeed be extended to Darra via Tennyson.

Not so much to provide service to Tennyson station, but rather to provide a cross town link and provide higher frequency to the stations in the inner south.

New Ministerial roles in preparation for the 2032 Olympic and Paralympic Games

7th October 2021

Premier Annastacia Palaszczuk has announced new ministerial responsibilities in preparation for hosting the 2032 Olympic and Paralympic Games.

The Premier said these are small but necessary next steps as Queensland heads towards its own Games.

"Hosting the 2032 Olympic and Paralympic Games will be the biggest single transformational project in Queensland's history," the Premier said.

"New ministerial responsibilities are small but necessary steps towards 2032."

Reflecting the importance of the project and her role in securing the Games, the Premier will add Minister for the Olympics to her responsibilities.

Other changes include:

Steven Miles – Deputy Premier, Minister for State Development, Local Government and Planning and Minister Assisting the Premier on Olympics Infrastructure;
Cameron Dick – Treasurer and Minister for Trade and Investment; and
Stirling Hinchliffe – Minister for Tourism, Innovation and Sport and Minister Assisting the Premier on Olympics and Paralympics Sport and Engagement
Although 2032 seems a long way off, the Premier said there is no time to waste.

"Hosting the 2032 Olympic and Paralympic Games will generate $8 billion in economic and social benefits in addition to 91,600 jobs," the Premier said.

"It is the catalyst for the biggest infrastructure building program our state has ever seen with all levels of government co-operating to deliver them in time for the games, not for them."

The Premier said legislation that will provide for the organisational body responsible for delivering Games projects is being assessed by Games partners.

It will come before Parliament during the October sittings.

Brisbane will host a Welcome Home event for Olympic and Paralympic athletes in King George Square from noon tomorrow.

I'm now not even sure somewhere in SEQ will get a shiny new refurbished bus stop for the "games"...maybe, MAYBE, we'll get, a shiny new report into "Bus Stops 2035, for the 2032 Olympic World Class Brisbane Games" - but the actual bus stop itself, will likely be deferred to 2050+, pending further investigation by the Dept of MAIN ROADS...& apparently Other Forms of Transport!

News.com.au --> Brisbane 2032: Qld minister says PM would be 'embarrassed' at shock Olympics funding claim

QuoteAn ugly slanging match has erupted between the state and federal governments over the Brisbane Olympics.

The tiff was triggered by the potential makeup of an organising committee for the 2032 Games.

Ted O'Brien, who has been appointed as a Commonwealth special envoy to coordinate the preparations, claimed the Queensland government was trying to stack the deck.

He sensationally threatened to pull out of a joint funding arrangement for the $5 billion major event.

Queensland government minister Yvette D'Ath described the threat as "embarrassing".

Ms D'Ath expressed her disappointment at Mr O'Brien's remarks but said she was pleased he had already stepped back from them.

"Scott Morrison's probably feeling very embarrassed this morning about one of his government members came out attacking a draft bill," she said. ...

Red Team are demolishing blue team. This is a huge political trap!
Blue team are clueless - as usual, and have walked straight into it.

If Morrison does not fund the Olympics it will be a MASSIVE vote loser.

"Blue team are so tight that they will kill the Olympics" will give blue team a huge disadvantage just before a Federal election.

Albanese and red team will then swoop in like a magpie and promise guaranteed funding for your vote.

What will blue team offer? Tickets to egg and spoon races? Discounted EKKA entry?

ABC News --> Brisbane's 2032 'climate-positive' Olympics commitment sets high bar on delivering sustainable legacy

QuoteBrisbane's 2032 Olympics will be the first Games contractually obliged to operate as "climate positive", which is part of a bid to avoid the legacies of huge debts and abandoned stadiums faced by some previous host cities.

Key points:

A "climate positive" Olympic Games has to offset more carbon emissions than it produces
Specific details of how Brisbane 2032 will achieve a climate positive Games are yet to be laid out
In the process of trying to achieve a 2032 climate positive Games, Brisbane itself will transform, experts say

Flying thousands of athletes to one city, building major sporting venues, and transporting spectators around for two weeks of competition, traditionally comes with a significant environmental footprint.

Aware of this, the International Olympic Committee (IOC) moved towards a more flexible model that allowed future Olympics to operate in a more affordable and sustainable way. ...

Queensland Parliament

https://documents.parliament.qld.gov.au/tableOffice/questionsAnswers/2021/1584-2021.pdf

Question on Notice

No. 1584

Asked on 1 December 2021

Mr D Crisafulli asked Premier and Minister for the Olympics (Hon. A Palaszczuk)—

QUESTION:

With reference to the Premier's comments that there is an infrastructure pipeline for the
2032 Olympic Games—

Will the Premier list all projects included in this pipeline and a timeline for each project's
delivery?

ANSWER:

Over the next 20 years the Brisbane 2032 Olympic and Paralympic Games is forecast to
generate $8.1 billion in benefits for Queensland and $17.6 billion in benefits for Australia,
including, increased international tourism and trade. It will also generate up to 91,600
FTE job years (FTE jobs per year) in Queensland and 122,900 FTE job years across the
nation.

The infrastructure being accelerated to deliver Games-ready venues by 2032 will deliver
a huge 10-year pipeline of jobs across the development and construction industry and
deliver legacy projects that will provide benefits to Queenslanders for years to come.
Early planning stages for the Venues Master Plan have begun, with construction of six
new and eight upgraded venues expected to commence from 2024.

During Brisbane 2032, the athletes and officials will be accommodated in Villages that
leverage three planned developments in Northshore Hamilton, Robina and the Sunshine
Coast.

The Brisbane 2032 submission includes the infrastructure projects to support the Games
and can be accessed here: https://www.qld.gov.au/about/Brisbane2032
As with other future infrastructure projects the funding and timelines for project delivery
for Games infrastructure will be set out in future budget papers and the State
Infrastructure Strategy which details the infrastructure pipeline.

Legacy group to map Games benefits
23rd February 2022

Minister for Tourism, Innovation and Sport and Minister Assisting the Premier on Olympics and Paralympics Sport and Engagement
The Honourable Stirling Hinchliffe

The hunt is on for a dozen Queenslanders to plan how the state will benefit long after the 2032 Olympic and Paralympic Games.

Premier and Minister for the Olympics Annastacia Palaszczuk said the special Legacy Committee will ensure planning for the Games has a view to the future, long after the stadiums empty and the Closing Ceremonies are over.

"Hosting the 2032 Olympic and Paralympic Games will be the biggest transformational event our State will ever see," the Premier said.

"While other groups concentrate on the decade of preparation for the Games, the Legacy Committee will concentrate on the decades of celebration that follow.

"Our focus has never been on a few weeks of competition.

"It must be on the decades' worth on investment that will set Queensland up for the next 20 years."

The committee will include 12 members including a chair and deputy chair.

All Queenslanders over the age of 18 are encouraged to apply.

A special Youth Adviser aged 16 will also be appointed.

Four members of the committee must live in regional Queensland.

A recruitment company will provide a shortlist from the applicants.

Applications are sought from those with experience in:

Aboriginal and Torres Strait Island communities
Arts and Culture
Business and industry
Community sport
High-performance sport
Environment and sustainability
Accessibility and inclusion
Small business
Tourism
Young people (under 18 representative)
Health and wellbeing and
Innovation
"The Legacy Committee will naturally have its focus on Queensland," the Premier said.

"One idea put to me recently is that there should be a Queensland Pavilion as part of our Olympic venues to tell visitors the story of our state.

"This is about what happens the week, the month and the year after the Games.

"How will what we do now shape our future?

"Those are the exciting questions this committee will answer."

Advertisements will appear in mainstream and social media.

Minister Assisting the Premier on Olympics and Paralympic Sport and Engagement Stirling Hinchliffe said hosting the 2032 Games was a one-in-a-lifetime opportunity.

"Not every city or region is afforded the honour of holding an Olympic and Paralympic Games," Mr Hinchliffe said.

"We're looking for Queenslanders from different backgrounds and lived experiences to identify a pipeline of lasting opportunity from the 2032 Games.

"Whether it's maximising the Games' benefit to community sport, our tourism industry or Queenslanders' health and wellbeing, there are legacies we can leverage in the decade before and after 2032.

"Every host city or region is different.

"The Legacy Committee gives Queenslanders a chance to assess the experiences of past hosts and prioritise what we want to achieve from the Olympic and Paralympic Games."

Key nominees for Olympic Board
28th March 2022

JOINT STATEMENT

Premier and Minister for the Olympics
The Honourable Annastacia Palaszczuk

Deputy Premier, Minister for State Development, Infrastructure, Local Government and Planning and Minister Assisting the Premier on Olympics Infrastructure
The Honourable Dr Steven Miles

Premier and Minister for the Olympics, Annastacia Palaszczuk has announced key nominees to the board organising Queensland's 2032 OIympic and Paralympic Games.

Olympians Natalie Cook and Patrick Johnson will join the Premier and Deputy Premier on the board.

The Premier said planning for the Games could not be in better hands than Olympians who are Queenslanders to the core.

"Nat is from Townsville and Patrick was actually born on a speedboat on the way to the maternity ward in Cairns," the Premier said.

"I have said from the start that I want all of Queensland to share in the pride of hosting our own Olympic and Paralympic Games.

"Nat and Patrick have regional Queensland in their DNA.

"They are also world class athletes.

"The first job of an Olympics is to give the athletes a stage where they can perform at their best which makes Nat and Patrick's input so important."

Natalie Cook and her partner Kerri Pottharst won bronze in in beach volleyball at the Atlanta Olympics and gold in Sydney in 2000.

Patrick Johnson grew up on his father's fishing trawler and didn't start running until his 20s. He is the current Oceania and Australian record holder in the 100m with a time of 9.93 sec – the first person of non-African heritage to break the 10 second barrier.

Both are charged with ensuring ALL of Queensland shares in the pride of the 2032 Games.

"The Olympics changes people's lives," Nat said.

"Soon, we will go out into the regions identifying the 10, 11 and 12 year olds who will compete in 2032 as part of our You-for-2032 campaign.

"I know the power of sport to inspire and uplift.

"That's especially true of these games because they are so close to home."

Patrick, the proud son of a Kaanju mother, has his sights set on spreading the Olympic spirit in Queensland's remote indigenous and Torres Strait Islander communities.

"The Olympic motto is faster, higher, stronger, together," Patrick said.

"The most important word is 'together'.

"The Olympics and Paralympics have always been about promoting peace and togetherness through sport.

"I'm looking forward to this once-in-a-lifetime opportunity to shape the Queensland version of this amazing event."

Stirling Hinchliffe, Minister for Sport and Minister Assisting the Premier on Olympic and Paralympic Sport Engagement will chair the powerful Legacy Committee.

It includes 12 people from across Queensland looking at the long term benefits of the Games.

The Premier's announcement completes her nominees to the 22 member Organising Committee for the Olympic Games Board.

Five more independent directors, agreed to by the Premier and Prime Minister, derived from an international search will be announced soon.

It is anticipated all board nominees will go before Cabinet next Monday.

In Qld --> On your marks: Government told it should aim to complete Olympics venues a year early

QuoteThe Palaszczuk Government has been told it will need to complete facilities for the 2032 Brisbane Olympics at least 18 months before the games to ensure there is enough time to allow for last minute design changes.

A government delegation headed by Treasurer Cameron Dick to the World Expo in Dubai last month met several groups and companies with experience in staging the London 2012 Olympics as well as planning for the Los Angeles 2028 Games.

One of these firms, the Mace Group, warned technological advances would have to be taken into account for the construction timetable of Olympic venues.

The firm advised the goal of Games organisers should be to have "all construction" completed 12 to 18 months out from the event "to allow for testing, changes to specifications and design based not technology advancement", according to a report tabled in state parliament. ...
