Crikey --> Here we go again: Brisbane Olympics set to deliver a bounty of intangible benefits worth, um, billions

QuoteSport
Little work has been done on what benefits, if any, an Olympics will deliver Brisbane — and what has been done is riddled with absurdities and strange assumptions.

Australia is on the verge of securing the "right" to hold another Olympics, without any assessment having been done of whether taxpayers — either in Queensland, or the rest of the country — will get any benefit at all from the money to be spent on Brisbane 2032.

Indeed, the selection process that looks set to deliver the games for Brisbane — in the absence of any other city being particularly keen on them — has proceeded to general apathy.

Federal taxpayers will be on the hook for half the costs of mounting the games following an April deal between the Morrison and Palaszczuk governments. But what the costs will be aren't clear: a 2019 study by the Queensland government optimistically concluded: "organising committee costs for the Olympic and Paralympic Games of $4.45 billion could be delivered at no cost to the state, taking into account International Olympic Committee (IOC) contributions and domestic revenues."

That was before the Palaszczuk government decided to throw $1 billion at yet another upgrade of the Gabba. And Olympic games famously have a reputation for cost blowouts.

But what of the benefits that will accrue? According to recent media reports, the games will produce "a total benefit of $8.1bn for Queensland and $17.61bn for Australia". That's the result of an "independent assessment". Crikey's hackles immediately went up at the use of "independent assessment", especially given it occurred in a News Corp tabloid. ...

Crikey makes some good points. If the rest of the Olympic plans are as shaky as the transport plan, they might be on to something here.

This is the state that was unable to advance Cross River Rail to a priority project status at IA in the end.  Hard to have confidence in anything they do these days.

Brisbanetimes --> Olympics win will turn on City Deal funding tap: Brisbane lord mayor $

QuoteIf Brisbane wins the right to host the 2032 Olympic Games next month, billions will start to flow in an accelerated timetable involving all levels of government, lord mayor Adrian Schrinner said as he prepared to hand down his council budget.

The money is needed to improve infrastructure, upgrade venues and improve transport links in south-east Queensland before the Olympics.

Major infrastructure works can take five years to take shape after decisions are made.

The way the funding flows will be guided in part by the complex South East Queensland City Deal, the same type of funding deal that allowed Townsville to acquire a new football stadium and city facilities.

"The City Deal will be affected by what happens with the Olympics," Cr Schrinner said.

"There is a City Deal with the Olympics, and there is a City Deal without the Olympics. ...

... In handing down its budget, the Brisbane City Council will announce a business case for a new gold CityGlider bus service to run from Woolloongabba - which could potentially host a major Olympics venue - and Hamilton Northshore, where many athletes and Games administrators would stay if Brisbane's Games bid was successful. ...

We will do our way. Double think is alive and well!   :P

Queensland Parliament Hansard

Ministerial Statements

Olympic and Paralympic Games

Hon. A PALASZCZUK (Inala—ALP) (Premier and Minister for Trade) (9.44 am): The finishing
line is in front of us. Next month the International Olympic Committee votes on who will host the 2032
Olympic and Paralympic Games. The recommendation before them is to announce the winner is
Queensland. Even the IOC president describes the prospect of a Queensland Olympics as irresistible,
and who could blame him?

Excitement about the games is only increasing. People are realising that the dream is very nearly
a reality. Thanks to our master plan, they can picture going to the opening ceremony at the Gabba.
They have imagined themselves hopping on board the new Cross River Rail to arrive at the swimming
or equestrian events, the hockey or basketball. Fresh from the excitement of the State of Origin, the
people of Townsville can look forward to attending events at their very own Country Bank Stadium or
in Cairns or Toowoomba. In fact, Queenslanders can see themselves at Olympic events at dozens of
venues, 84 per cent of which are already built.

However, it has never been about the few weeks of the games itself. We know wholeheartedly it
is about the athletes. It is also about 10 years of accelerated investment in the roads and railway lines,
bus lanes, housing and sporting facilities our growing population needs. It is about coordinating local,
state and federal governments, all working towards a shared goal. It is about giving athletes the
opportunity to perform at their very best. It is also about capitalising on having the world's attention
focused on Queensland to make the most for tourism, exports and other industries right through until
the middle of the 21st Century

Although we started this process before COVID, securing the Olympics will turbocharge our postCOVID economic recovery.
KPMG estimated the economic uplift to be over $8.1 billion, creating
122,900 jobs, but it is not just the economics. What makes this irresistible to me is the thought that right
now children doing laps of the school oval or the local pool are thinking it could be them one day on the
world stage. It could be them going for gold at the Olympics or Paralympic Games cheered on by their
families and their friends right here in Queensland. I hope the members of the IOC agree that this is
our time and Queensland's new golden age is about to begin.

Sunshine Coast Daily --> Residents' group head says Olympics demand transport rethink $

QuoteThe head of the region's leading residents' association says a transport rethink is needed as a 2032 Olympic bid rapidly gains momentum.

Organisation Sunshine Coast Association of Residents (Oscar Inc) president Melva Hobson said the Sunshine Coast Council needed to revisit its regional transport strategy and assess what was feasible, given the Olympic bid was on the cusp of success.

The Brisbane bid, which would deliver events and facilities in the region, was progressed to the final assessment and vote phase by the International Olympic Committee last week, meaning a green light could be just weeks away.

The Games had been spruiked as a way of fast-tracking major infrastructure delivery which included a heavy rail or fast rail connect to Brisbane, as well as other facilities. ...

Queensland Parliament E-Petition

https://www.parliament.qld.gov.au/work-of-assembly/petitions/petition-details?id=3575

TO: The Honourable the Speaker and Members of the Legislative Assembly of Queensland

Queensland residents draw to the attention of the House the concerns of regional Queenslanders about the negative impacts on them of the Brisbane 2032 Olympics.

A successful Brisbane 2032 Olympics bid will cost billions in direct and indirect infrastructure that will likely experience large cost over-runs, blowing out state debt that will increase taxes and levies. Olympic Investment will be concentrated in the south-east and gain priority over regional projects. This priority and urgency will mean higher wages on Olympics projects, leading to a shift of skilled workers from regional Queensland to South East Queensland, meaning slower regional population growth, consequences for regional public project funding, delays in regional projects, and slower regional home price growth or even declines.

Holding minor Olympic events in regional cities will not offset the negative consequences of the Brisbane Olympics. They will not compensate the regions for their enduring contribution to higher state debt; and they will not offset the net economic loss attributed to fewer skilled workers and population declines in regional Queensland locations.

The South East Queensland Olympics will amplify inequality between regions and South East Queensland.

Your petitioners, therefore, request the House do all within its power to guarantee regional project delivery, regional skills retention, regional population retention and implement programs to offset the net negative impacts on regions of the 2032 Brisbane Olympics. Regional Queensland demands a better deal.

I too wish the Premier well and will back this ALL the way, IF the VERY Significant NEW and Improved RAIL for SEQ becomes a reality! Including, "fast/er rail" Brisbane/Beenleigh, Brisbane/Sunshine Coast [propper] and Brisbane/Toowoomba - along with a MASSIVE upgrade to existing lines, particularly the main northern to Gympie North, which frankly should be brought up-to "fast/er rail" standard. [Long promised projects, such as the extension of the GC line to Coolangatta, Springfield Central, round to Ipswich, Cleveland upgrade and the line to Beaudesert are also presumed to be done by the time of the games].

I'm very much a doubter that a fraction of the above will progress beyond the pipedream stage, but will delight in being proven totally WRONG!

Over to William Street......[the clock is ticking!].   :-t

Congratulations Brisbane. I predict no new infrastructure, axed Beenleigh and inner-Caboolture Line services during the games, and services on most branch lines reduced by 50%.

We need better PT infrastructure brought forward.

All three tiers of Government need to come up with the goods. Just not a new electric bus fleet.

Regional electric fast rail now to Toowoomba Maroochydore and Coolangatta.

New dedicated Metro corridors e.g. Kenmore via South Brisbane, West End, UQ, St Lucia, Indooroopilly and Chapel Hill.

Upgrading the Se Qld Bus fleet to fully electric by 2030.

Brisbane LRT?

Convert the Doomben Line to LRT continue to the Olympic Village at Hamilton and run it on the outside lanes of Kingsford Smith Drive to Valley then onto CBD.

Plus other mass transit infrastructure corridors in Brisbane to improve travel times.

Sent to all outlets:

Let the Games begin !

22nd July 2021

Congratulations to all involved with the successful bid for the 2032 Olympics.

This now presents Queensland with the opportunity to finally transform public transport in Queensland into a better future.
There is little doubt that Queensland must move forward with a proper stand alone Public Transport Authority. The TransLink brand can remain as such, but a proper authority similar to the Public Transport Authority of Western Australia ( https://www.pta.wa.gov.au/ ) is needed. Simply blundering along with the failure structures we have presently is only making everything worse, and will not deliver the best outcomes for the Olympics.

Background > Public Transport Queensland https://www.facebook.com/RAILBackOnTrack/posts/4604043662943118

Additional public transport projects are required, that would enable an efficient and environmentally responsible Olympics, as well having a useful ongoing legacy for SE Queensland commuters.

These are discussed here > Brisbane 2032 Olympics - More Public Transport Required https://www.facebook.com/RAILBackOnTrack/posts/4604043662943118

The countdown clock is now ticking!

Gold Coast Bulletin --> Gold Coast light rail: Top ten projects to be fast-tracked for 2032 Olympic Games $

QuoteBILLIONS of dollars of infrastructure will be fast-tracked to be ready for the 2032 Olympic Games.

City leaders are drawing up a laundry list of major projects ranging from extension of the light rail to bridges and tourism products they want to fund and build within a decade.

Mayor Tom Tate has cited the transport infrastructure as well as a Hinterland cableway as on his shortlist and is urging for a dramatic "acceleration" of the city's agenda to ensure everything is built for the Games.

Among the big tickets items which are being named as priorities by the council are light rail Stage 4 from Burleigh Heads to the border, the extension of the heavy rail from Varsity Lakes to Gold Coast Airport and east-west electric buses which will integrate with the tram network connecting it with Cbus and Metricon stadiums and Robina and Nerang respectively.

Urbis director Matthew Schneider said it was critical for the Gold Coast to make the most of the Games by pursuing a bold infrastructure agenda. ...

Is that the Fast Rail to Sunshine Coast that is only drawn on the back of a napkin?

The Queensland Government will do something daft, like hiring train sets from Western Australia for the duration of the Games to overcome the shortfall in our train fleet.

Can you imagine having to catch an infrequent Cleveland train to the Brisbane Convention Centre Games venue?

Boondall is among the venues as well. Let's hope the powers that be see sense in duplicating tracks to Cleveland and between Sandgate and Shorncliffe to improve timetable and efficiency.

But will we have enough trains and crew?

The mountain bike events will be staged in the forests around Nambour. It might be more convenient for competitors to ride their bike there rather than rely on the train.

Nah, they won't get extra trains in, they will just cut services on multiple lines like they did during the Commonwealth Games to support enhanced services on Olympic venue serving lines.
