There's also a line in the document that TimH linked suggesting minimal spectator car access to venues ("like GC '18") so I guess they're planning to run 200 buses rather a long way to Wyaralong... (But they are planning to put a mini athlete's village there so it's all good, right?)

Couriermail --> Brisbane Olympics 2032 just 39 days from voting confirmation $

QuoteBrisbane is just 39 days from its "date with destiny", the full International Olympic Committee vote that could hand Queensland the biggest event in the world.

In the early hours of Friday morning, the IOC executive board voted unanimously to put the Brisbane 2032 Olympics and Paralympics proposal to a full vote of Olympic members ahead of the Tokyo Games.

The vote is the final hurdle in six years of trying to bring the Games to Queensland.

A clearly excited Premier Annastacia Palaszczuk said winning the vote would set Queensland up for the future.

"There's no better day to be a Queenslander than today," Ms Palaszczuk said.

"We have moved the next most significant step on our journey, our quest, to attain the 2032 Olympic Games. This is an incredibly proud moment for every single Queenslander."

The Games would transform Brisbane and the southeast and pour billions into the state's economy, details of the bid released by the IOC show. ...

... The SEQ Council of Mayors proposed a Games bid to fast-track public transport with a feasibility study which gathered momentum on the back of The Courier-Mail's Future SEQ campaign that warned the southeast risked grinding to a halt as major roads hit peak congestion by the early 2030s as the population grew from 3.5 million to 5.5 million people.
...

Frankly, I have not seen much evidence that it will transform Brisbane.  The transport plan is nothing other than what we have essentially.

I note that #fastraildreaming doesn't even get a mention anymore ( Awww ...  :-* )

This joint struggles to remove a level crossing or two.  This might end up the greatest fizzer of the 22nd century.

If I am still able in 2032 I going to Adelaide for the games!   :-r

Quote...A 2032 Brisbane Olympics would run from Friday, July 23, to Sunday, August 8, if it wins the nod from the full IOC vote next month.

The Paralympics would then run from Tuesday, August 24, to Sunday, September 5.

The window would offer perfect Queensland weather, organisers say, but could mean the moving of the Tour de France forward by a week, as is happening for Tokyo.

The Queensland school holidays would also have to be shifted but organisers were confident it could be done. ..

^ well that is a big relief, moving the school holidays hey?   :hc

Let me know if that link works.

Looking at it again, as I said above they have set the bar VERY low for PT infrastructure. There are green dotted lines for planned new infrastructure and dark blue lines for planned upgraded infrastructure. Included in these is:
- Northern Transitway
- Eastern "bus priority corridor"
- GCLR to Burleigh
- CRR
- B2N upgrade (all the way to Nambour at least)
- Coomera Connector (yuck)
- a bunch of other highway upgrades

There is absolutely no mention of:
- Salisbury to Beaudesert line (despite it being kinda useful for transporting ~13,000 expected punters to Wyalarong for the rowing (shuttle bus from Beaudesert obviously)
- GCL extension to OOL
- GCLR stage 4, despite Tom Tate saying it's "essential" for the games
- Cleveland Line duplication (despite the plan to build a new games venue near Cleveland)
- Springfield line extension
- CAMCOS
- Beenleigh line upgrades (despite that being pretty essential for quality GCL services)
- Hamilton extension (despite their being a planned Olympic village there)

Pretty slack tbh

Yeah I made a comment on that elsewhere. Seems strange for a July games with short days and the chance of cold westerlies. At least they could implement Daylight Saving and start it early that year, to allow for 6pm sunsets instead of 5pm sunsets.

Confirmed. There is NO public transport rail proposed other than what is currently known.
Nothing more. Nil. Nada.

That picture I posted from the Questionnaire is purely diagrammatic and represents the existing rail of the NCL running parallel beside the Bruce Highway. The Kawana location being beside it is unconnected.

We get NOTHING from the 2032 Olympic Games bid for improvement to #SunshineCoast #2tracks rail or CAMCOS rail.

Thanks for nothing #QldPol.

There needs to be a Public Transport agenda. A timetable to complete urgent and needed projects by the end of this decade.

I can live without NW corridor,  but fast rail to Toowoomba Gold and Sunshine coasts should be the Government's prerogative. As well as extending the Busway to Coorpsroo  and duplicating the Cleveland line and upgrading the Ferny Grove line. Most of the level crossings need to be dealt with to allow for semi automation and faster travel times. Oxley to Darra needs it's fourth track electrified and platform 1 built on the Woolworths side of the station. Trains also need to run 20 mins or better off peak from 2025.

Why all the freeway lanes? There will be 14 lanes of traffic running to and from the Gold Coast with the Coomera connector. There will also be up to 8 lanes of traffic running in each direction to and from Toowoomba. There is no need for all these extra car lanes, if they can implement frequent fast electric rail, with good connections of 20 mins or better.

BrizCommuter: Brisbane 2032 Olympics - More Public Transport Required

https://brizcommuter.blogspot.com/2021/06/brisbane-2032-olympics-more-public.html

It is looking like the 2032 Olympics is within Brisbane's reach. With Brisbane's public transport network lagging behind many other other Australian cities, BrizCommuter was rather hoping that the 2032 Olympics would finally bring a fantastic ongoing public transport legacy to SE Queensland. Sadly it is looking like the public transport legacy may be non-existent.

The current plans are here:
https://stillmed.olympics.com/media/Documents/International-Olympic-Committee/Commissions/Future-host-commission/The-Games-of-The-Olympiad/Brisbane-2032-FHC-Questionnaire-Response.pdf

What transport improvements are planned?

Brisbane Metro - this Bus Rapid Transit "Not a Metro" system is already under construction, with the Grey St/Melbourne St intersection grade-separation sadly dropped.

Cross River Rail - already under construction, with limited system-wide benefits due to poor network integration.
G:Link phase 3 - already under construction.

Eastern Transitway - read "bus lanes".

Beerburrum to Nambour duplication - the only pleasant surprise here.

Coomera Connector - another road upgrade to make up for lacking public transport.

M1 upgrades - another road upgrade to make up for lacking public transport.

Bruce Highway upgrade - another road upgrade to make up for lacking public transport.

So despite there being "zero car access" to venues, many of the stated public transport infrastructure improvements are road upgrades that parallel inadequate public transport corridors (Sunshine Coast and Gold Coast railway lines).

Based on the above information, it looks like the 2032 Olympics could suffer from:

Heavy reliance on buses for venue access, which was disastrous at times during the 2018 Commonwealth Games, with waits of up to 2 hours after events.

A repeat (from the 2018 Commonwealth Games) of the Beenleigh Line, and additionally inner-Caboolture/Redcliffe Line services being axed to allow for fast Brisbane to Gold Coast and Brisbane to Sunshine Coast services.

A repeat (from the 2018 Commonwealth Games) of many suburban train lines having a reduced train service to allow for frequency increases on other parts of the network due to lack of trains and drivers.

Inadequate train frequencies, or even no heavy rail access to/from Olympic Zones, venues, and Olympic villages.

Some Olympic venues and villages are a very long distance from high frequency public transport.

So what additional public transport projects are required, that would enable an efficient and environmentally responsible Olympics, as well having a useful ongoing legacy for SE Queensland commuters?

High priority requirements:

Beenleigh/Gold Coast Train Line Upgrade - track amplifications to allow for a >8tph bi-directional train service between Brisbane and the Gold Coast, without having the axe the Beenleigh Line service. This would have an important ongoing legacy in connecting Brisbane to the Gold Coast.

North West Transportation Corridor Train Line - this would allow for a >8tph bi-directional train service between Brisbane and the Sunshine Coast, without having to axe inner Caboolture/Redcliffe Line services. This would have an ongoing legacy for fast Brisbane to Sunshine Coast rail, plus adding multiple new train stations in Brisbane Northern suburbs.

Salisbury to Beaudesert Train Line - this already proposed line, enabled by Cross River Rail would allow for up to 6tph (limited by the Dutton Park to Salisbury 3 track section) to run to/from Beaudesert for bus connections to the Wyralong venue and Kooralbyn Olympic Village.

Doomben Line Extension to Hamilton Northshore - this would allow for a train service to the Olympic Village, and on-going benefits of a 4tph service.

Cleveland Line Duplication - this much required duplication would allow for higher frequency train services to access events in Manly, plus bus connections to Redlands Whitewater Centre.

Sunshine Coast Line to Maroochydore - this much needed line would allow for a train service serving the Sunshine Coast Olympic Zone, and huge ongoing benefits of fast rail between Brisbane and the Sunshine Coast.

Level Crossing Removals - a significant number of level crossing upgrades are required to support public transport frequencies required for the 2032 Olympics and ongoing public transport.

More Trains and Drivers - there needs to be enough trains and drivers to operate both enhanced Olympic train services, as well as maintain the frequency of connecting train services throughout SE Queensland.

Lower priority requirements:

Gold Coast Line Extension to Gold Coast Airport

G:Link Extension to Gold Coast Airport and Coolangatta

Regional Rail between Brisbane and Toowoomba

The 2032 Olympics is a fantastic opportunity to transform SE Queensland with an improved public transport legacy. The current plans are the polar opposite. Failure to deliver, will cause transport woes and car reliance for decades to come.

====

Additionally there is nothing about fast regional rail in the transport planning.  This is no surprise to us. There was a lot of hype about that the last 12 months or so on how the Olympics would be a driver. All part of the public relations con. The real outcome is non delivery of improved public transport outcomes on the scale required to successfully host the Olympics. Disappointed, but not surprised.

The Australian --> High-speed rail link key to Brisbane Olympic Games bid

SEPTEMBER 7, 2019

Quote... Critical transport investment has become the hot talking point, at least for domestic consumption, as an Australian delegation heads to Lausanne to meet with the International Olympic Committee over a southeast Queensland Olympics in 2032.

The delegation, led by Queensland Premier Annastacia Palaszczuk and including Australian Olympic Committee president John Coates, mayor of the Sunshine Coast Mark Jamieson, and federal member for Fairfax Ted O'Brien, will meet with IOC president Thomas Bach early next week before heading to Paris to check on preparations for the 2024 Games.

A fast-rail link connecting the three centres where Olympic Villages will be situated — Brisbane, the Gold Coast and Sunshine Coast — has always been the missing element of any Brisbane Games plan, with Coates warning that the IOC could hardly consider a southeast Queensland bid that did not address that problem.

In Friday's Courier-Mail, Brisbane lord mayor Adrian Schrinner warned that he would not be supporting any Olympic proposal that relies merely on existing transport infrastructure with some upgrades.

"The delivery of the cross-river rail and the Brisbane metro with an upgraded city tram network will help, but there is no way they can handle the load of an Olympics without the addition of faster rail," said Schrinner.

The intent is to cut the commuting times from the Sunshine Coast to 45 minutes, from the Gold Coast to 35 minutes and from Ipswich to just 20 minutes by use of a faster rail network. Still, indications from the federal government are that new transport infrastructure for the southeast Queensland region is on its agenda over the next decade.

Although the Queensland government is yet to make a final commitment to the Olympic bid, it has commissioned a detailed costings of the Games and the fact that the Premier is leading the delegation to Lausanne and the IOC headquarters is seen as a positive step.

The Southeast Queensland Council of Mayors has been working on a possible Olympic bid since it launched a pre-feasibility study in March 2015, following a proposal in The Australian that a Brisbane-based regional bid should be launched. This followed the release of the Agenda 2020 report by the IOC in which the IOC outlined the ways in which bidding cities could save hundreds of millions to host the Games. Over time, the IOC further adjusted its position. It became a case not of how bidding cities could help the IOC but how the IOC could help potential hosts.

"Having the opportunity to hear directly from IOC president Thomas Bach about the historic and revolutionary changes being undertaken is an incredible boost to our investigations," said Jamieson, who will represent the Council of Mayors in Lausanne.

"It is also a prime opportunity to show the IOC the collaboration and partnership that exists across the three tiers of government and the private sector to deliver a successful 2032 Games in southeast Queensland."

Traditionally, the IOC has awarded the Olympics to a host city only seven years out from the target year but recent changes to the IOC Charter have made it possible for the one-off situation to award the 2024 Paris and 2028 Los Angeles Olympics at the same time to become fairly commonplace. It is conceivable that if the Brisbane Games get the IOC go-ahead, the region could be given more than a decade to prepare.

" ... In Friday's Courier-Mail, Brisbane lord mayor Adrian Schrinner warned that he would not be supporting any Olympic proposal that relies merely on existing transport infrastructure with some upgrades. ... "

Quote" ... In Friday's Courier-Mail, Brisbane lord mayor Adrian Schrinner warned that he would not be supporting any Olympic proposal that relies merely on existing transport infrastructure with some upgrades. ... "

Well that's what we have LM.

Lord Mayor Schrinner should be careful what he says - the State Government might turn around and ask him for a large financial contribution and ask the council to borrow itself into debt.

Fast(er) rail isn't going to work well with level crossings all over the place. The reality is that much of the QR network is Class A minus ROW. That is, there are level crossings galore all over it.

Also, I am not surprised. The Olympics will cost about $5 billion to put on, which is a lot of money already. The Olympics have been forced to change because cities don't want to host it due to the mounting financial costs, venue wastage, overstated economic returns and so forth.

Factors against large megaprojects here are the historically high mass debts on the public books due to Coronavirus response, PT patronage has plummeted along with workers and businesses in city centers which now makes it possible to delay the delivery of projects, and there is a structural shift in workplaces as working from home becomes the norm.

In short, a lot of the big-ticket projects are simply not going to happen, and many more can be delayed.

RAIL Back on Track has had a new bus network proposal for Brisbane since 2014. That needs an update, but we should be pursuing that. It's cost-neutral and low construction so the usual arguments/excuses about construction timelines or funding scarcity do not apply.

Light Rail projects are a goer given their lower cost and the inherent difficulty in being able to stuff an LRT project up.

QuoteThe Olympic Games Organising Committee operating costs of $4.45 billion are expected to be cost neutral
and at no cost to the State.

The quantifiable economic benefits for Queensland have been estimated at around $7.4 billion. In addition,
there are a range of qualitative social and community benefits that the Games could deliver over a potential
two-decade window of opportunity.

SEQ Olympic Games- Suggestions

Administrative

  • TransLink to become PTQ, a separate statutory organisation
  • Toowoomba to become part of the SEQ TransLink Network
  • Phase out cash and cash fares from the entire SEQ TransLink network
  • Mandatory Olympics customer service training for customer-facing PT staff

Proposals

Bus

  • Bus Reform - Simplify bus network and introduce new BUZ services
  • Elevated busway from SEB to QEII Stadium (Mains Road)
  • Consider a new major bus depot and layover at Woolloongabba
  • Daily TransLink bus connection to Toowoomba ex Ipswich

Ferry

  • PIDs at Ferry Terminals
  • Additional Ferry Terminal at West End

Light Rail

  • Extend LRT to Coolangatta/Tweed Mall

Rail

  • Prioritise train station renewal and DDA compliance within the inner Brisbane area, focusing on full length, straight, level and gap-free platforms (important given the city will be hosting the Paralympics, failure to do this could generate extremely high profile bad publicity)
  • Buy new DDA compliant trains and train more staff
  • Cleveland line duplication - allows replacement train frequency for Roma Street-Boggo Road and increases reliability system-wide
  • Ipswich Line upgrades to support Ipswich All Day Express services
  • Springfield line - 15 minute daytime frequency (all stops)
  • Extend Gold Coast line to OOL
  • Duplicate the Brisbane Airport line and build DFO station (can be done with public money)
  • Sunshine Coast - Sunshine Coast spur line to a single terminal station at Caloundra
  • Improve mobile phone and data signal reception within Queensland Rail tunnels (e.g. Central)

Change.org Petition --> Improve SEQ Public Transport for the 2032 Olympics

QuoteCurrently, public transport in South East Queensland (SEQ) is badly lacking, however, Brisbane wants to host an olympic games in 2032 and the network will recieve few upgrades. In the games concept, instead of investing in better public transport to venues in order to host the games, the QLD government is investing in more road upgrades to prepare for the Olympic games, which will lead to inadequate transport during the games, heavy reliance on buses (which failed miserably in the Gold Coast 2018 Commonwealth Games) and encouragement of driving cars after the games finish. Upgrades in the Concept for the Olympics Infrastructure include the Coomera Connector, Warrego Highway Upgrade, Pacific Motorway Upgrade, Bruce Highway Upgrade and Centenary Motorway Upgrade. Many of these run adjacent to current or future rail and mass transit corridors, most of which will not recieve upgrades (excluding Beerburum-Nambour and new bus lanes in Brisbane's east).

I am requesting for the Queensland Government to prioritise rail projects to Toowoomba, Beaudesert (via Flagstone), Sunshine Coast (Maroochydore/Sunshine Coast Airport), Ipswich (via Ripley) and Northshore Hamilton, alongside extension of the Eastern Busway to Capalaba, instead of road projects, as seen in the current Concept for the games.  These public transport upgrades would provide vastly improved transportation for visitors to Olympic venues and Athlete Villages and reduce reliance on cars for residents in the future.

To summarise stated on an article by Brizcommuter, "The 2032 Olympics is a fantastic opportunity to transform SE Queensland with an improved public transport legacy. The current plans are the polar opposite. Failure to deliver, will cause transport woes and car reliance for decades to come."

Brisbanetimes --> Push for more public transport linking CBD and airport before Olympics $

QuoteA CityGlider airport bus service plus an extension of the Brisbane Metro mega-bus network could connect the city to the airport before the 2032 Olympic Games.

The Brisbane Metro extension forms part of the Brisbane Airport Corporation's 2020 Master Plan, and the BAC has also called for a CityGlider high-frequency bus service to the airport.

In September 2019, council announced it planned to extend the Brisbane Metro network from Royal Brisbane and Women's Hospital along the Airport Link tunnel and Airport Drive to the airport.

Brisbane Airport will receive double the number of flights and passengers by 2040, up from 23.4 million in 2018 to 50 million, when the new $1.1 billion parallel runway is working at full capacity.

Both Brisbane Airport head of planning Michael Jarvis and lord mayor Adrian Schrinner want improvements between the airport and the city as Brisbane bids for the 2032 Olympics. ...

Someone should tell the Lord Mayor that power is shared and that it's not just all about him and his leadership. The games will be regional and distributed across clusters, even though Brisbane is going to be the lead host city in the marketing material. The Gold Coast has already pulled out of SEQ Mayors which speaks volumes about what is going on. Its not a good look.

We are not going to get many of the 'big ticket' infrastructure items for the reasons I have outlined in this thread, and the IOC New Norm and associated documents make clear. The Olympics need to be cost neutral or cost-positive overall, and heavy infrastructure is expensive.

The case for comprehensive bus reform is now bigger and more important than ever.
Negative people... have a problem for every solution. Posts are commentary and are not necessarily endorsed by RAIL Back on Track or its members.

Bus reform is going to happen with the " Brisbane 'bi-articulated bus' Metro ".

Nothing other than some micro reform will occur until then.

I am a little encouraged by the fact the new acting DDG TransLink has an in depth knowledge of the bus reform.

SEQ is going to be transport disaster by 2030.

Question on Notice
No. 53
Asked on 11 May 2021

Dr A MacMahon asked Premier and Minister for Trade (Hon. A Palaszczuk)―

QUESTION:

With reference to the 130,000 direct jobs estimate in the 2032 Olympic and Paralympic
Games Value Proposition Assessment—

Will the Premier provide a breakdown of how this figure was reached, including (a) the
average length of these jobs, (b) breakdown of occupation and (c) breakdown of private vs
public sector jobs?

ANSWER:

The 130,000 jobs estimate was developed to inform the Value Proposition Assessment
provided to the International Olympic Committee in early 2020.

This estimate anticipates the Games will support an average of 5000 jobs per year leading
up to the Games, 115,000 jobs during Games year to support planning and delivery and
over 10,000 jobs post the Games. The figure consists of both Full Time Equivalent and
short-term jobs.

More recently, KPMG has produced an Economic Report analysing economic benefits
from hosting the Games. This indicates that up to 91,600 FTE job years (FTE jobs per year)
will be created in Queensland and up to 122,900 FTE job years will be created nationally.

Question on Notice
No. 580
Asked on 12 May 2021

Dr A MacMahon asked Premier and Minister for Trade (Hon. A Palaszczuk)―

QUESTION:

With reference to the 2032 Olympic and Paralympic Games Value Proposition Assessment,
'quantifiable economic benefits' estimated to be $7.4b—

Will the Premier provide a detailed breakdown of how this figure was reached?

ANSWER:

In 2019, KPMG developed a preliminary Economic Report to support the Value
Proposition Assessment provided to the International Olympic Committee.
The report demonstrated that if the Games were held in 2032, up to $7.4 billion in economic
benefits could be achieved for Queensland based on estimated increases in induced
tourism, induced trade, resident benefits and enhanced health benefits.
KPMG has recently updated the report to account for the effects of COVID-19 and
additional information provided since 2019.

The updated report now demonstrates up to $8.1 billion in economic benefits for
Queensland ($700 million higher than the original estimate) and national benefits of up to
$17.6 billion (national benefits were not modelled in the 2019 report). This includes
projected economic benefits from increases in tourism, trade, health benefits, resident
benefits and the utilisation of volunteers.
