Strong plan to bust SEQ congestion hot spots

South East Queensland drivers will spend less time on the road and more time with their families thanks to the Newman LNP Government's commitment to bust two major congestion hot spots.

Premier Campbell Newman said the government will free up the road bottleneck at the Boundary Road overpass in North Lakes and upgrade the Sumners Road interchange at Mount Ommaney as part of the LNP's Strong Choices program.

"If re-elected, the Newman LNP Government will deliver our Less time on roads, more time with family plan, including two projects at North Lakes and Centenary suburbs, alleviating congestion for families,improving safety and providing more jobs for the local economy," Mr Newman said.

"These are the first projects to be announced under our Strong Choices program, which will pay down Labor's $80 billion debt and deliver vital congestion-busting infrastructure.

"We are delivering projects in a responsible way, targeting congestion hot spots on state roads and working with the Federal Government to deliver great outcomes on the national network."

Mr Newman said a further $360 million for other congestion-busting projects under the LNP's Less time on roads, more time with family plan would be announced across South East Queensland in the coming weeks.

The $105 million upgrade to fix the Boundary Road interchange will be delivered under an 80-20 deal with the Federal Government with $21 million coming from Strong Choices.

The $80 million upgrade to Sumners Road overpass will be fully funded from Strong Choices.

Acting Prime Minister Warren Truss said the Federal Government had agreed to the traditional funding split for the Boundary Road project, which would be added to the landmark Bruce Highway Action Plan.

"Fixing this bottleneck will be an important boost for traffic flows and is part of the Federal Government's $6.7 billion commitment to fixing the Bruce Highway," MrTruss said.

"The Federal Government will contribute up to $84 million for the project.

"The Federal Government recently funded Stage 1 of the work under the historic Bruce Highway Action Plan to extend the access ramps and we will now duplicate the overpass.

"Congestion on Boundary Road around Costco causes motorists great frustration and local state and federal members of parliament have lobbied strongly to ensure the government has listened to local needs and delivered."

Transport and Main Roads Minister Scott Emerson said only the LNP could tackle congestion, using the $1.5 billion Strong Choices plan for job-creating road projects in South-East Queensland.

"Labor's legacy of debt remains the biggest single issue for the State and if we don't take action, we would not be able to afford these vital projects.

"Both the Member Murrumba Reg Gulley and Member for Kallangur Trevor Ruthenberg raised with me how frustrated drivers and businesses were as a result of the congestion on Boundary Road around Costco.

"I've also had Member for Mount Ommaney Tarnya Smith lobbying to deliver a second bridge over the Centenary Motorway, removing the western roundabout and providing better connections for pedestrians and cyclists using Sumners Road."

Work will begin on Boundary Road and Sumners Road projects this year with the projects to be delivered during the next term of a re-elected Newman LNP Government.

LOL .... the 'Less Time on Our Roads, More Time With the Family Plan'.

The Boundary Road project is to address traffic congestion caused by cars wanting to access Costco.  So why wasn't this envisaged at he time the Costco outlet was approved?  Why isn't Costco making a contribution to the traffic chaos it has caused in the same way that Westfield is contributing to another intersection upgrade on the Gold Coast, also announced today?  Why isn't the MBRC being asked to contribute to fix a planning decision stuff-up whereby it did not anticipate this traffic congestion at the development approval stage?

And is this effective use of taxpayer money?  Make a mistake about not planning adequately for a mega-development project, then having to shell out for that mistake and to rectify it.  Somehow this is evidence of progressive government?

Existing road systems need to be upgraded on occasion. I am familiar with Summers Road and the need is acute.  I am not so familiar with the others but expect it might be a real need.  The question Stillwater leads too is what are the councils doing?  Is the inclusion of Cr M Bourke in the Summers Road group photo an indication that it really is a council responsibility?



Hopefully this might all be leading up to some announcements for projects other than roads ..

I use the Sumner Rd interchange on a daily basis, but since I'm coming from the Darra side it's rarely a problem.
The upgrade would also help the reliability of a CentenaryGlider feeding into Darra.

Boundary road was a mess before Costco.

Now that North Lakes has grown right up that end many people use Boundary Rd. It also connects more directly to Deception Bay.

What gets me is Plantation Rd (new four lane bridge between Anzac Ave & Boundary Rd) cost $13 mill with another $15 million for a kilometre of road on the west. But the Boundary Rd upgrade will cost $120 mill for a four lane bridge and ~300 metres of road  :conf

Sunshine Coast passengers will spend less time travelling on trains and more time with their families under the LNP's plan to reverse Labor's broken promise and start work to duplicate the Sunshine Coast train line.

Premier Campbell Newman said under the LNP's Strong Choices plan, the $532 million project will be delivered as part of the commitment for Public Transport Rail Infrastructure.

"We have a strong plan to improve frequency, reliability, safety and affordability of the public transport network and also deliver economic benefits for Queensland families," Mr Newman said.

"Already our strong team has delivered 3000 additional weekly bus and train services, and slashed transport fares by five per cent saving families money. Trains are running on-time 96 per cent of the time, but there's more to do.

"The upgrade will provide more than 150 extra weekly services, improved transport reliability for more than 330,000 residents from the Sunshine Coast and create more than 3000 new jobs during construction.

"We need a strong future-oriented transport system to support a strong economy. You cannot create jobs without a strong economy. You cannot create a strong economy without a strong plan. You cannot stick to a strong plan without a strong and stable government."

Transport and Main Roads Minister Scott Emerson said this project would put an end to a huge bottleneck on the single track line that restricted freight movement and frustrated passengers.

"While we are committed to funding this project under our Strong Choices plan, the former Labor government broke their promise to duplicate the Sunshine Coast line in 2009, at the same time they were hiking up fares by 15 per cent," Mr Emerson said.

"If the Newman LNP Government is re-elected, we'll get on with the job.

"We can only deliver the rail line duplication because of our strong economic management, and our work to fix the state's finances through our Strong Choices plan that will reduce debt and invest in job-creating infrastructure like this project."

Mr Newman said Labor had no plan to tackle the massive debt they left Queensland and broke their promise to fix serious capacity issues on the Sunshine Coast line.

"Only the LNP has a strong team with a strong plan to secure Queensland's financial future and invest in the next wave of job-creating infrastructure," he said.

Sunny Coast line might actually get built if LNP elected.   Not sure about the BaT ... I reckon it will be the first casualty if the LNP asset lease (sale) program does not go as planned.

Nothing there for busways.

Still possible GC Light Rail and other projects could be programmed external to this ' Strong Choices Sale ' ...

I'd say that would be sufficient to fund it.

The Stage 1 breakdown was (roughly)

GCCC - 10%
GoldlinQ - 20%
Feds - 30%
State - 40%

The costs seem to keep climbing but my rough as guts estimate is still around $500m for a route to Helensvale via Parkwood and probably $600m+ for the longer route via Harbour Town.  If GoldlinQ is willing to fund 20% again then the remaining balance of the "public transport rail infrastructure fund" honeypot would cover it under either approach.

GCCC is very unlikely to tip money in under the current council - the Feds even less so under the current government.

Queensland Premier Campbell Newman, Deputy Premier Jeff Seeney, and Treasurer Tim Nicholls released the Liberal National Party's election costings on Tuesday.

The party is confident it will get at least $37 billion from leasing state assets, however it can't say whether debt reduction or infrastructure funding will come first.

Mr Nicholls said paying down $25 billion in debt was a priority, but the government must also fund up to $8.6 billion in infrastructure.

"The reduction of debt obviously is a key priority, obviously that will be for Treasury, but I'm sure there will obviously be competing claims from my colleagues in relation to infrastructure," he said.

"I'm not sure how that vote might end up."

But Mr Nicholls promised the LNP would certainly pay down both debt and invest in infrastructure over the next five years.

LNP election promises to be funded through the party's Strong Choices Future Investment Program:

    Roads $3 billion
    Bus and rail - $2 billion
    Schools - $1 billion
    Rural and regional economic development fund - $700 million
    Local government co-investment fund - $500 million
    Future fund (natural disasters) - $500 million
    Entrepreneurial and innovation fund - $500 million
    Community hospital fund - $300 million
    Cultural infrastructure fund - $100 million
    Total $8.6 billion

As an aside, some info on GCCC funding:

- The City Transport Improvement Levy is currently $117.00 per rates account for the current financial year.

- The Levy is projected to raise $28,817,100 this financial year (246,300 properties).

- The Levy only pumps in around $6.5 to $7m into public transport.  It is a general transport levy, not just a PT levy like the Sunshine Coast one.  The bulk of it gets spent on roads, with some on footpaths and cycling infrastructure.

- As I understand it, a significant proportion of the $6.5m is going to pay for free off-peak travel for seniors.  I don't have the exact breakdown but could probably find out.

- If the Levy was raised to $150 per annum ($0.64 per week), the take would reach $36,945,000, an increase of just over $8m per year for a possible public transport contribution of around $15m per annum. 

- That rate of funding would pay off an amount equal to what GCCC tipped into Stage 1 in 8 years.  It could amount to 20% of the capex needed to pay for the Helensvale extension.  Obviously not all the funding would be earmarked for light rail, but most of it could be.

- This ignores plumbing more of the Levy into public transport to begin with by scaling back roadworks in preference to funding light rail and buses.

- This does not even consider a differential charge (ie charge a higher levy on properties closer to the light rail route, or on commercial properties as opposed to residences).  That would bring in even more, and it would be better targeted.

Extremely unlikely this would happen under the current council unless they could identify savings from the general rates budget roughly equivalent to the increase in the levy, but still food for thought.

LNP's strong plan for public transport revolution

South-east Queensland commuters will find it easier to park and ride at train and bus stations, dangerous level crossings will be made safer, and thousands of new construction jobs will be created under a landmark LNP public transport package announced today.

Mr Newman said the LNP had a strong plan to fund Queensland's future and deliver the services and infrastructure our growing state needs, including public transport.

"Over the past three years, we've worked hard to improve the frequency, affordability and reliability of public transport," he said.

"We've delivered more than 3000 new weekly bus and train services and there are now more trains on time than ever before. We've also made it cheaper for families to use public transport by making a state-wide fare cut for the first time in Queensland's history.

"While we're making progress, we know there is more to do and if re-elected, an LNP Government would fund a public transport revolution for south-east Queensland that will create thousands of new jobs."

Key elements of the LNP's strong plan for public transport in south-east Queensland include:


    Providing $1 billion to deliver the BaT tunnel, an underground bus and train tunnel that will deliver 48 extra trains and 160 buses, and create thousands of jobs;
    Duplicating the Sunshine Coast rail line between Beerburrum and Landsborough, saving passengers about an hour on a return trip and making travel safer;
    Supporting the Gold Coast Light Rail stage 2 project;
    Upgrading and building new Park 'n' Rides to provide more than 5000 extra car spaces at south-east Queensland train stations and bus hubs over the next six years; and
    Committing $295 million to make dangerous level crossings across Brisbane safer for local drivers and rail passengers.

Mr Newman said passengers had been calling for more car parks around train stations and bus hubs, and the LNP had already scrapped Labor's shortsighted policy banning park n' rides within 10 kilometres of the city.

"By providing new and improved Park 'n' Rides, we'll make it easier for south-east Queensland commuters to get to and from work so they can spend more time with their family and less time travelling," he said.

Mr Newman said the LNP was also committed to making public transport safer.

"We've already built new rail overpasses at Robinson Road, Geebung and at Telegraph Road, Bracken Ridge," he said.

"If re-elected, we'll work in partnership with the Brisbane City Council to fund safety upgrades at other level crossings across Brisbane to make travel for rail and road users safer and faster."

Mr Newman said the LNP was committed to building the Gold Coast Light Rail Stage 2 project.

"We'll continue to work to get the costs down, and continue to make sure we deliver a project that stacks up," he said.

"While Labor left a $300 million black hole after bungling the planning of Stage 1, we will do the proper planning to ensure Stage 2 delivers better services for passengers on the Gold Coast at the best price for taxpayers.

"We're 100% committed to this important project as part of funding Queensland's future,"

Mr Newman said the LNP's plan was fully funded and fully costed.

"Only the LNP has a strong and stable team with a strong economic plan to deliver the jobs of tomorrow, real cost of living relief for families, better roads and public transport, and the schools and hospitals our growing state needs," he said.

"It's a plan we can truly afford because we've made the strong choices to pay down debt and invest in job creating infrastructure.

"The alternative is a weak Labor Government that has no economic plan and no way of funding its promises.

"The only way to ensure jobs, certainty and growth is to just vote one for the LNP."

The Newman LNP is committing $70 million to 20 new and upgraded Park 'n' Rides to make train and bus travel easier and more convenient for commuters and to reduce traffic congestion around railway and bus stations. Where are the level crossing upgrades being built? The Newman LNP Government will commit to spending $295 million on dangerous level crossings in Brisbane. These projects will be subject to consultation with Brisbane City Council on funding and the local community on the best solutions. Our commitment will reduce disruptions to rail services, increase the safety for rail and road users and reduce road congestion around the level crossings.

I'm trying to think where exactly they plan on building a new/upgraded Park'n'Ride at Chermside. I'm assuming it would have to be in walking range of the Chermside Interchange at Chermside Shopping Centre, unless they plan on building a whole new interchange somewhere else near the shopping centre. Since a lot of the area around there has been recently re-developed with units and retail stores, I doubt they would be torn down for a car-park. So my guess is they would buy or lease some of the Chermside Shopping Centre car park that is next to the interchange. However, that would require some modification to the access to the car park, since it is paid parking there for periods over 3 hours.

I'm not really familiar with the other areas to comment on them.

Close Salisbury (already an overpass there, they can leave it as a service crossing and open it up if there are floods and the people on Dollis St etc need to cross)

I wouldn't do anything for Mitchelton, because it would be easier to take the long view and sink the entire line between Enoggera and Oxford Park to wipe out 4 LXs and provide a new town centre all in one hit.

My guess would be north of the shopping centre.  Doesn't have to be walkable to services all day, just peak routes.

I'm trying to think where exactly they plan on building a new/upgraded Park'n'Ride at Chermside. I'm assuming it would have to be in walking range of the Chermside Interchange at Chermside Shopping Centre, unless they plan on building a whole new interchange somewhere else near the shopping centre. Since a lot of the area around there has been recently re-developed, I doubt they would be torn down for a car-park. So my guess is they would buy or lease some of the Chermside Shopping Centre car park that is next to the interchange. However, that would require some modification to the access to the car park, since it is paid parking there for periods over 3 hours.

I'm not really familiar with the other areas to comment on them.

My guess would be north of the shopping centre.  Doesn't have to be walkable to services all day, just peak routes.

True, a park-n-ride at chermside would fill up pretty quickly, with the number of services that pass through that interchange.

The bigger question is whether having a park-n-ride there is a good idea? That section of Gympie road gets congested quite a lot, due to the proximity to the shopping centre, as well as the drop in speed from 70 km/h to 60 km/h inbound, and the extra traffic from Taigium/Zillmere/Geebung that meets up with the traffic from Aspley and Carseldine there. Wouldn't the park'n'ride add even more demand for the traffic around that area? I guess it would depend on where exactly the park'n'ride is situated. Its a much better idea to perform the bus review and improve the access via feeder busses, and a better high-frequency trunk service into the city.

Theyre obviously of the opinion that park and rides are needed from a lifestyle perspective.....ive previously warned of this....now confirmed.....you know....commute into city via train or bus...but still needing access to the vehicle before or after the cbd trip for various reasons such as sports,daycare,shopping etc...but as bcasey mentions...park and rides do very little when dealing with congestion around major shopping centers...

Sitting here waiting for the good old 524 at Goodna rail.  Detrained from the 4.07 Petrie flyer ex Ippy, arrives at Goodna at 4.27pm, the previous 524 departed at 4.25pm.

Fixing up connections and investing in some services is going to enable a lot more than 5000 parking spaces.  Tar and cement, acres and acres of tar & cement. 

Park n' rides are needed, but they are finite.  :ttp:

Was invited onto 4BC News Talk shortly after 5pm for chat re the LNP public transport announcements today and a few broader issues.

Thanks for the opportunity 4BC and Ben Davis.  Not able to record as I had just got off the 524 and was walking home from the bus stop. Might go up on the 4BC blog later.

Was rational, explained that some park n' ride is needed but also the feeder bus network needs improvements.  Improved frequency and connections.  Outlined today's experience with the non-connection at Goodna with the down train and 524.

Praised the level crossing upgrades and suggested a number based on suggestions here.

Spoke briefly about GC light rail stage 2, stressed how the pax numbers have grown and pushed up bus pax as well, and this is a very welcome project.

I think Landsborough is a poor long term choice in the long term, because Beerburrum will be the station with more services in the future.
