Public transport fare concessions for tertiary students

my ttcc expires on december 18 this year (slightly concerning as i have so many stations yet to visit...) yet a number of my friends have cards expiring early next year. does anyone know how this kind of discrepancy exists, as we are all in the same year of the same degree.

Probably depends on when your application forms were processed, as well as your listed graduation date. Personally, my TTCC will expire in April, almost exactly a year after I applied.

If you're in the final year of your degree it might be possible that your friends have simply set a later 'estimated graduation date' in the enrollment system.

You can apply for the fine to be waived as you appear to have done Avocado.  I would also write to the Minister for Transport detailing all circumstances.

The fact that they refused to show you their ID is also a serious matter.  Any clown 'could' dress up and look similar as a SNO or whatever.

Students rallied outside Parliament yesterday afternoon expressing their dissatisfaction with the TTCC.

We don't have a problem with the Minister's move to ensure that those accessing concession fares are correctly entitled to do that.

The festering problem is that there are delays in the issuance of the TTCC itself (hundreds of students can attest to that).

All we are asking is that once a student has submitted their TTCC application and it has been certified by their educational institution as to their bona-fides, that they be allowed to access concession fares showing a copy of that application in the interim to authorities as needed.  The student will have a student ID Card to further corroborate.

In Queensland people can drive a motor vehicle on a licence receipt, whilst the the actual licence itself is processed.

Why not a TTCC?  Petty policy hey?

The 4000 number* quoted as proof of the switch certainly includes a significant number of students who unable to obtain a TTCC in a timely manner had to use an adult go card, just saying.

We support moves to tighten up concessions for those not so entitled.  The problem with the TTCC was that many legitimate  full students were denied concession travel, a problem simply overcome by allowing legitimate  full time students to continue access concession fares with a certified copy of their TTCC application whilst card processing occurs.  We know that because of delays in obtaining  their TTCC many students were forced to use an adult go card, this will have an impact on numbers as well.

Meanwhile, cashed up commuters in ' suits' continue to rort the go card system by taking lunch time one stop trips on bus trains and ferries.  This allows them to achieve the 9 and free cap quickly and then avoid paying the fair fare for their high cost commutes later in the week.

It is time the failed fare system in SEQ was fixed.  It is grossly inequitable, high cost and is driving people away from public transport.

In an interview on 4BC today, in part I outlined why tertiary students felt they needed to start up the face book page re SNO location reporting.

I commented that had our suggestion of allowing tertiary students to continue to access concession travel with a certified copy of their TTCC application pending card issuance much grief would have been avoided, it was logical. 

Radio host said that was a very commonsense proposal ...

The fact was/is that some students did have considerable delays in receiving their TTCC.   Arrogant government  - keeps babbling on about ' students in suits ' when in fact 'CBD commuters in suits' are having a field day on the rort ...   :o :P

Seems that Jackie Trad and the ALP can't remove the TTCC just yet.  Good news I guess is that she has approached the Department of Transport to see if it can be removed.

It was later posted that she was unhappy with the advice from the department.

I suspect that it's due to legislation issues and/or contractual issues with the card issuer.

Grace period

Until 30 November 2015, you can purchase and travel on a concession go card or concession paper ticket using your current student ID card issued by a Queensland institution as proof of concession entitlement while you wait to receive your TTCC.

If you haven't already received your TTCC and your go card is about to expire, visit your local go card retailer to have your concession go card's expiry date extended.

Concession go cards purchased during this period will be set with an expiry date of 30 November 2015 or the expiry date of the student's ID card or TTCC (if before). Once you receive your TTCC you will need to update your go card's expiry date to match the expiry date of your TTCC.

It was mentioned in Queensland Parliament estimates today that TTCC will be phased out and replaced by a go card technological solution.  I expect that means a combined ID/Go card, similar to Perth.

"I too have been unimpressed by the lunacy of the TTCC. No other commuter class in our country is required to carry three cards to catch a train or bus. It has been an administrative burden on the institutions and many students had to suffer ridiculous waiting times. This is a ludicrous system and we plan on having the card completely phased out by the beginning of Semester 1 next year."

access to concession fares. We are accessing a technology based go card solution rather than forcing
education institutions and students to engage in a complicated administrative arrangement to access
another card which they would then have to carry in order to access concession fares on the public
transport system. No other cohort of commuter has to carry around three different cards in order to
access one concession fare. Of course, students will still need to meet all of the existing eligibility criteria
and have a current student ID card issued by a Queensland institution. The go card solution will remove
the need for a third card. Our aim is to commence this new, simpler system from semester 1 next year.
Of course, the Tertiary Transport Concession Card—TTCC—was another policy failure from the
former LNP government. There are a few things that ignited public commentary on social media, but
this was one of the ones that really did ignite a very, very big conversation about the ludicrousness and
inefficient targeting of this program. It was, in fact, a solution in search of a problem. It created more
red tape for education providers, the department and students. Under the TTCC all tertiary and
postsecondary students in South-East Queensland carried three cards for concession fares: student ID
cards, their go card and their TTC card. It was an administrative burden on the institutions and for
students. Of course there were some significant lengthy processing times and many students who were
still waiting for their TTC card had to actually travel full fare because the department was snowed under
in terms of turning around TTCC application forms.

The former LNP government essentially declared war on students in this state as they did with
so many other sectors of our population. It was, in fact, just a pattern of behaviour. The previous
government rushed their decision instead of carefully considering the consequences of their half-baked
policy. I think it is really important to measure what the TTCC delivered. What did it deliver, because
the former transport minister said it would deliver quite a bit. Figures from my department show that the
cost of the TTCC was in the vicinity of $1.7 million over the financial year of 2014-15. It cost $1.7 million
and how much did the TTCC raise? $1.7 million. So there was a net zero outcome for a lot of pain for
many students right across the South-East Queensland corner.

The former minister said that this would save Queenslanders $8 million. It did not. The
department also estimates that the TTCC is responsible for 3.2 million fewer trips being taken on the
South-East Queensland transport network. So once again what we have is a half-baked idea which
was rushed through, not properly scoped out and had very limited consultation, particularly with
students. What was the outcome? Net zero financial gain and l

2015 Budget Estimates - the good news!

Greetings,

Yesterday in the Budget Estimates, apart from the announcement of the  SEQ Fare Review Taskforce, it was revealed that the Tertiary Transport Concession Card (TTCC) is to be phased out and replaced with a technology based go card solution.  This is very good news.  The TTCC was a costly administrative burden on students and the educational institutions.

Also mentioned was a return to high quality quarterly reporting for Passenger Transport Services.  This has been a long concern of ours that the data that is made available publicly has been grossly inadequate, lacked real coherence, and was difficult to evaluate longer term trends.  We welcome this initiative.

It is good to see that some progress is finally being made with public transport.

Tertiary Transport Concession Card scrapped

Queensland students will no longer have to carry three separate cards when they catch public transport following the announcement today the Palaszczuk Government has officially scrapped the LNP's Tertiary Transport Concession Card (TTCC).

The Deputy Premier and Minister for Transport Jackie Trad said the announcement delivers on Labor's election commitment to remove the TTCC and clears the way for a  new technology-based go card solution to commence from semester one 2016.

"The former LNP Government claimed the TTCC would save $8 million dollars in fare evasion, however figures from the Department of Transport and Main Roads reveals instead of saving money the cost of creating this administrative hurdle for student's was $1.7 million," Ms Trad said.

"Figures from the Department of Transport and Main Roads show the true cost of the LNP's TTCC was $1.7 million over the 2014-15 financial year and the scheme only generated $1.7 million in savings well short of the $8 million claimed by the former LNP Government.

"As a revenue-raising policy the TTCC is another example of a policy failure from the former LNP Government.

"All it managed to do was to make public transport less accessible for students."

Ms Trad said the TTCC, introduced by the Newman Government, had been a bureaucratic nightmare for students and education institutions. The scheme forced all tertiary and post-secondary students in south east Queensland to carry their student ID card, go card and the TTCC card to access concession fares.

"The Palaszczuk Government is committed to making travel easier on public transport across the state," Ms Trad said.

"Removing this onerous, paper-based process means easier travel for students with one less card to carry and also less administrative burden on institutions."

Ms Trad said the Department of Transport and Main Roads is finalising a new go card solution that would be in place for semester one in 2016.

"The new solution will make it easier for university students to travel on public transport and ease the administrative burden imposed on our education institutions," Ms Trad said.

"The department is continuing to work closely with Queensland institutions in preparation for a new system which will offer an easier and simpler student experience.

"We will advise students of all the details of the solution in advance of semester one."

From today and when the new solution is introduced, students will still need to meet all of the existing eligibility criteria and have a current student ID card issued by a Queensland institution.

Students who have a concession go card that is expiring can extend the expiry date at their local go card retailer in preparation for the new go card solution.

Tertiary/post-secondary full-time students

The Tertiary Transport Concession Card (TTCC) has been removed and is no longer required.

We are working with Queensland tertiary and post-secondary institutions on a new technology-based go card solution for semester one 2016. We are also rolling out a new concession sticker for students travelling outside the go card network in regional Queensland.

Until the new solution is implemented, students will still be required to meet all of the following eligibility criteria to purchase and travel on concession fares:

    carry a student ID (issued by a Queensland institution registered with the Department of Transport and Main Roads) as proof of eligibility
    reside in Queensland
    be enrolled in and attending a course:
        at a university, TAFE or other registered training organisation in Queensland (unless otherwise approved by the Department of Transport and Main Roads) that is registered with the department; and
        that is approved by Centrelink for Austudy, Abstudy or Youth Allowance purposes, or studying at a post-graduate level
    be a full-time student enrolled on an internal basis. To be considered full-time:
        a university student must be enrolled full-time, as deemed by their university; or
        students attending an institution other than a university must be enrolled in a course of study requiring attendance at classes (or unpaid practical requirements) for at least 12 hours per week for a minimum course duration of 12 weeks.

You are not eligible for a concession fares if you:

    live interstate
    are a part-time student
    have a student ID issued by a Queensland institution that has expired
    are undertaking all subjects externally, online or via correspondence
    are enrolled in a course that is not approved by Centrelink for Austudy, Abstudy or Youth Allowance purposes.

Please note: Students are not eligible for concession fares on Airtrain services.

If your concession go card is set to expire, you can have your expiry date extended to 31 March 2019 or the expiry of your student ID card (if before), by presenting your concession go card and current student ID card issued by a Queensland institution at selected go card retailers or station ticket offices.

Year 12 school leavers: Hold on to your school ID

Queensland students finishing year 12 today who plan to continue their studies in 2016 will still be able to travel on concession fares up until the start of the tertiary year.

Acting Minister for Transport Mark Bailey said the Palaszczuk Government had introduced the change to provide fair and affordable travel for students still awaiting confirmation of their tertiary education placement or their new student ID.

"The Palaszczuk Government understands that public transport is an important and necessary part of life for the majority of school leavers and we are pleased to provide reduced fares over the summer break for those continuing on to tertiary education next year," Mr Bailey said.

"Up until 31 March 2016, school leavers can simply continue to carry their expired school ID as proof of concession while travelling on Queensland public transport.

"South East Queensland students with existing secondary concession go cards due to expire on the 31 December will need to buy a new tertiary concession go card, using their current student ID as proof of concession."

Mr Bailey said the move followed the Palaszczuk Government's recent scrapping of the LNP's ineffective Tertiary Transport Concession Card (TTCC), to make public transport travel easier and more accessible for tertiary students.

"In the coming months tertiary students will be introduced to TransLink's new tertiary concession go card solution, to become operational in time for semester one in 2016.

"The tertiary go card will offer a simpler and easier experience for tertiary students, with one less card to carry, and will also mean less administrative burden on institutions.

"The Queensland Government is continuing to work closely with Queensland institutions in preparation for the new system, and students will have all details in advance of semester one."

Tertiary students

A 50% concession fare is available for tertiary and post-secondary students on all TransLink public transport services, regional qconnect bus services and approved regional ferry services.

A new solution is now available for eligible tertiary and post-secondary students to travel on tertiary concession fares.

Students in South East Queensland can now apply online for tertiary concession fares on their go card.


Students in regional Queensland (outside the go card network) can now apply for a tertiary concession sticker on their student ID.

Note: Concession fares are not available on Airtrain services.

Ready to go, Queensland tops the class with tertiary transport tech solution

Students in South East Queensland will have the most convenient system in Australia for accessing tertiary public transport concessions, with the Palaszczuk Government today unveiling a new technology-based go card solution.

Minister for Transport Stirling Hinchliffe said the new simpler, online application process would be rolled out to replace the LNP's Tertiary Transport Concession Card (TTCC) which was a bureaucratic nightmare for students and tertiary institutions.

"As promised the new go card solution, is the simplest, smartest and most integrated student concession travel in Australia," Mr Hinchliffe said.

"We want Queensland's students to be the best they can be, not lumbered with the extra paperwork of the past like it was under the LNP's TTCC.

"This announcement delivers on Labor's election commitment to work with higher education providers and develop an alternative to the TTCC that eliminates the need for tertiary students to carry an extra card to access concession fares.

"By linking the tertiary concession to the go card we've put a system in place that means you won't need to reapply every year for your concession and will be notified automatically if your eligibility changes.

"Instead of completing an annual paper-based application and waiting, like they had to with the LNP's TTCC, tertiary and post-secondary students will be able to apply for concession fares on public transport with just the click of a button or a simple phone call.

"The new online application process is quick and easy to complete and students will experience faster processing times and will be notified automatically by text or email when concession fares have been automatically applied to their go card."

Mr Hinchliffe said the application process for concession fares had also improved for students in regional Queensland with a new concession sticker for students travelling outside the go card network.

"As go cards are not used in regional Queensland, eligible students will apply to their institution for an annual tertiary concession sticker using the application form available on the TransLink website," Mr Hinchliffe said.

Mr Hinchliffe said over the coming weeks, the number of institutions accepting online applications will increase as educational facilities in South East Queensland come on board with the new solution.

"97 of the largest institutions in Queensland, where more than 90 per cent of eligible students study, are already online with the new system and all institutions will be online before semester one starts," Mr Hinchliffe said.

"All students should visit the website to apply for the concession fares, if your institution is not yet online you will be notified automatically by email when they are."

To give students time to apply for the new solution, eligible students will be able to continue to access concession fares by showing their student ID card when using public transport. Post-secondary school students intending to continue their studies at a tertiary institution will still be able to travel on concession fares by showing their high school ID until 31 March 2016.

Mr Hinchliffe said the Palaszczuk Government abolished the TTCC because the onerous, paper-based application process only made public transport more inaccessible for students and placed a higher administrative burden on tertiary institutions.

"This solution will take the hassle out of student travel and means more than 100,000 tertiary students in South East Queensland and more than 90,000 students in regional Queensland will be able to easily access concession fares," Mr Hinchliffe said. 

To develop the go card based solution TransLink worked with students from UQ, QUT and Griffith University in November and December last year to streamline and trial the technology in time for semester one.

Eligible South East Queensland students who apply for concession fares before Thursday, 31 March 2016 will go into the draw to win up to a $100 go card credit.

In my case, as I'm doing a degree at Griffith with dual majors in International Studies and German, Translink will not give me a travel concession because my German major (half of my degree) is taught via the Cross-Institutional study agreement at UQ (Griffith don't have their own German classes).

As someone surviving on Austudy, it's now impossible for me to afford to travel 4 days a week to classes without a travel concession. Good attempt at a new policy, Translink, but as usual leaving a few of us out in the rain.

Cross-institutional student concessions - full time is full time!

RAIL Back On Track calls for TransLink to recognise cross-institutional students as undertaking a full course load - and accordingly entitled to concession fares.

The replacement system for the Tertiary Transport Concession Card is, in general, a very significant welcome improvement. Having to carry three cards to be entitled to concession fares was ridiculous.

However we have become aware that TransLink currently does not recognise study load from more than one institution (1).

It is a reality of some degrees in Brisbane that certain courses (particularly languages) are divided between universities. Students from other universities must enrol cross-institutionally for a semester to take those courses.

Under the present system, TransLink will only recognise the course load from one institution. A student with a full course load overall - but split evenly between two institutions - will not qualify. This is not satisfactory.

Clearly, this needs to be fixed. Cross-institutional students are already under additional pressure, due to the need to travel between campuses. Full fares would be prohibitive for many.

Centrelink recognises full-time, cross-institutional study - and so should TransLink.  We call on the Minister for Transport Stirling Hinchliffe to act on behalf of the student community to fix this anomaly.
