It is disappointing that the ARA did not highlight the superiority of the NCL to be less prone to flooding than the Bruce Highway and, therefore, better able to meet the freight task when floodwaters cut the highway.  Some charts, graphs and BCR analysis (available elsewhere, but worthy of highlighting again) might have been useful.
