Appropriate off peak discount?

Assume subsidy overall is to be kept constant.  Not so worried about times off peak applies.

I went for 50%, simply because the trains/buses are running anyway, it's better to have as many people on them as possible (will likely mean higher farebox revenue anyway) rather than having them run around empty.
