Eastern Busway...questions.

Few things have me thinking:

The Carina busway station and section should be the first bit done because it's so easy. All in the tram median, and no bridging works needed.

Carindales section is probably the next best thing, the revised design is pretty good:

East of Carindale at Belmont, why is the busway a long driven tunnel?
It is a pretty wide road:

Could it not be a median busway, with dives under the intersections?
And if its just a state owned primary school, upgrading a few buildings on site and making use of the land has gotta be cheaper right?
