What is with the Brisbane Transport planners?

Looking at the "Moving Brisbane" presentation, it seems that the Cultural Centre was established because the city stop locations were difficult to find.
- Why didn't they think that they should just fix that problem, which still remains, and is getting worse.
- How could anyone stand up and say that we would run buses outbound through the Cultural Centre, along Grey St/Milton Rd/Cribb St to Coronation Drive, just to serve the Cultural Centre
- How could anyone say that buses to Balmoral should leave the city by a bridge almost 180 degrees in the wrong direction, then run around the river and reach their destination
- How can they not see the problem with the city stop locations?
- EDIT: You would never design a transport network in the way it has evolved.  Why are we continuing to do things in the way they always have been done?  In some cases it is getting worse /EDIT

Route 88 is yet another example of the mediocrity that inflicts our transport planning.
