What I am proposing is 4tph Ipswich-Caboolture running express Oxley-Milton stopping at Indooroopilly and Toowong, and running express Bowen Hills-Northgate stopping at Eagle Junction.  This would require the northbound all stopper to leave Oxley fairly close behind the express train to avoid blocking the following express, and similarly in the other direction.  I feel that is a better option than requiring overtaking moves which would conflict in the off peak.

The stop at Oxley is required due to the high number of pax which use Oxley
The stop at Milton is required for consistency.  It is required when there is a game at Suncorp, and also required in peak due to the number of people who work at Milton.  Therefore this stopping pattern is required in peak so to increase consistency it should be done that way all the time.

Also, the proposed operating pattern will result in increased disruption due to trackwork in the core section.  It will no longer be possible to close one path through the CBD.  If you choose "Support it" you are agreeing that would be acceptable.

This is the sort of frequency and operating patterns that are the way forward. Alas I think western line commuters past Redbank are about to be shafted.  The planned stabling at Redbank is a rather ominous development. It probably signals an intention to run 4 tph in from Redbank and leave the stations past Redbank outbound to languish in 4th world frequency, and in so doing just turn more onto the roads and into chaos and trauma.

Half baked projects, have long term consequences ...

There would also need to be an extra platform at Redbank for that to work out.  Since there have been no rumblings about that yet, I'm not sure what to expect.

One possibility is that once the Springfield line reaches Springfield and has all the stations, one would not want to have to contend with an all stations from there.  The Redbank trains may be to cover the all stopping service.   :fx
