THE Brumby Government's decision to return staff to 42 train stations is a victory for common sense.

It will be but one of many decisions announced in Tuesday's crucial state Budget.

This is, by every measure, an old government, which raises the question of why these stations weren't manned earlier.

As they stand at their platforms waiting for the next train, some voters may ask themselves two questions: should they reward Labor for acting now or should they punish them for being too slow.

The state of our train system - coupled with violence on the tracks - is complex.

Labor inherited a privatised system that wasn't working.

Then patronage boomed and the Government failed to pick up the extent of the crush and the ensuing commuter anger.

This Budget initiative detailed in the Herald Sun at least a step in the right direction.

This is a lesson for all public transport systems in Australia ....
Half baked projects, have long term consequences ...
