What do they do in other states/overseas?

As previously mentioned, they do.  However, actual on the rail tuition still needs to occur.  It's no different to other states and overseas, normal procedure to have actual real life on the rail tuition occuring, just like with trainee pilots who take to the skies with their instructors.
