QuoteDraft Transport Plan for Brisbane 2006-2026

A Council bus driving through a Brisbane bus tunnelBrisbane?s welfare and economic growth depends upon the efficient performance of the transport system.

Taking a balanced approach provides:

    * improved public transport opportunities
    * better cycling and walking facilities
    * improved road network

Since producing the 2003 Transport Plan, Brisbane City Council has:

    * completed the Eleanor Schonell Bridge
    * implemented nine BUZ (Bus UpgradeZones) routes
    * introduced 300 low-floor airconditioned compressed natural gas buses
    * begun construction on the North-South Bypass Tunnel and Hale Street Link

Updates to 2003 Transport Plan

The 2003 Transport Plan has been updated due to the following critical developments:

    * South East Queensland Regional Plan (SEQRP) and Infrastructure Plan and Program (SEQIPP)
    * TransApex
    * Brisbane?s Local Growth Management Strategy
    * City Centre Master Plan

The draft update:

    * outlines the critical background information required for an understanding of transport challenges facing the city
    * presents transport options
    * extends the planning horizon to 2026
    * summarises and assesses the options through reference documents and by coordination with the findings of Council's? Neighbourhood Planning Process

The draft plan:

    * proposes a vibrant and prosperous Brisbane where everyone has high quality access to facilities and services, while maintaining the city?s environmental quality and livability
    * outcomes will be achieved through six strategic objectives

Six strategic objectives
Quality public transport

Public transport:

    * is the preferred mode of travel to the city?s major centres
    * provides a high level of access to all facilities and services in Brisbane
    * reduces the need to use a car

Manage travel demand

A sustainable level of travel demand where traffic growth is less than the population growth.
Coordinated transport and land use

Transport and land uses are managed to create a preferred urban form that:

    * increases accessibility and connectivity
    * supports sustainable travel behaviour

A safe and efficient road network

People and goods can move safely on the road network by the most efficient modes and routes while minimising traffic impact on neighbourhoods.
Deliver goods on time to the right place

Freight moves efficiently and safely within Brisbane while protecting the livability of residential areas.
More clean and green transport

Clean and green personal transport is safe and attractive and provides a genuine alternative to driving.
Key tranpsort initiatives

Key initiatives in the updated draft plan are:

    * progressing the TransApex Plan for Brisbane
    * implementing busways in partnership with the state government
    * new and upgraded ferry services and terminals
    * significant public transport expansion and rollout of BUZ with greater service integration and enhanced cross-town services
    * implementation of City Centre Master Plan Transport Strategy
    * strategic bikeway and pedestrian network and a system of 'Greenways'
    * road upgrades were development is occurring

Implementation of the plan

?Corridor Planning' is Council?s new approach that:

    * defines the specific transport interventions Council will make in an area
    * directs planning work to major road corridors in Brisbane and the surrounding catchments to these roads
    * considers how best to manage travel demand through the corridor, including extra road space, more public transport, walking and cycling facilities, improved signal coordination and a range of projects to manage congestion

From this planning, projects are subject to:

    * detailed investigation
    * cost benefit analysis
    * funding availability

Projects will be reviewed at least every five years to access the changing needs of the city.
