I think all of these routes should be abolished, and the "City Precincts" service that they offer added on to the 455/456.  In the AM peak, the current terminus of the 454/455 is QSBS, but they could easily keep going, turn left out of QSBS down William St towards Parliament and service all the normal "City Precincts" stops.  In the PM peak, you would start from "The Ridge" as for the current "City Precincts", but add a stop near the casino on George St and use the Roma St/Ann St portal to get in to the busway.

This is likely to be faster than the current 457/458/459 service and it simplifies the run massively.  You could then increase the frequency of the 455/456 service.  You could also remove the "Toowong Cemetery" stop and just have the transfers from other routes at either Milton, Roma St or QSBS.

Only disadvantage that I can think of is that if you get off at QSBS you can't get back on there.  But that's OK for surface routes, why not for underground ones?
