So, some background.
The waters have been muddied because Oxford in the UK is implementing a type of congestion charge where you must have a permit to drive through certain points in the city ('traffic filters' with number plate recognition, much like the cameras around the London congestion charge zone) The idea is that instead of using those roads, you go around and use the ring road instead.

SEQ City Deal Implementation Plan launched

15th July 2023

The Albanese and Palaszczuk governments along with the Council of Mayors South East Queensland (SEQ) have today released the South East Queensland (SEQ) City Deal Implementation Plan – a joint pathway to deliver $1.8 billion worth of projects to support one of the fastest growing regions in the country.

The Deal will deliver a lasting legacy for South East Queensland with a significant package of initiatives generating thousands of local jobs, boosting digital and transport connectivity, supporting the local environment, enhancing liveability and creating thriving communities.

The Deal will help one of Australia's fastest growing regions cater for its booming population and complement investment in the world's biggest sporting event – the Brisbane 2032 Olympic and Paralympic Games.

The launch of the Implementation Plan enables key projects in the Deal to progress to their next phases, including:

The $285.8 million SEQ Liveability Fund to deliver projects that support liveable and healthy communities;
The $105 million resource recovery infrastructure to progress the region to a circular economy;
$70 million for telecommunications infrastructure and improved digital connectivity;
$40 million for Resilient Rivers to improve the health of the region's waterways, rivers and Moreton Bay
$45 million for infrastructure in the Loganlea-Meadowbrook Precinct.

The Implementation Plan provides detail on how all commitments will support high-quality connectivity and community infrastructure to create a sustainable region that is connected locally and competing globally.

The more you read the "details" of the city deal the clearer it is that it's a pretty worthless collection of grants.

Many of them could easily have been implemented already with some of the QLD gov surplus and many of them will make little to no difference anyway.

Finally there has been an update on the SEQ City Deal. Unfortunately it is prioritising more urban sprawl and roads. There are some public and active transport initiatives, but the Brisbane Bus Rapid Transit Metro station for Woolloongabba has been pushed back, and more urban sprawl brought forward. Some other projects are worthwhile but there needs to be more focus on sustainability of transport, not more of the same proven failure paradigm.

Some comments from RAIL Back On Track members:

The fact that the Queensland Government can find $40 million " to explore viability of Wellcamp Entertainment Precinct for motor racing " under the cloak of the SEQ City Deal, while jurisdictions such as Ipswich and Logan LGAs cannot obtain funding for urgently needed bus service improvements, reinforces what a disappointment this SEQ City Deal is, and how disconnected the Palaszczuk Government has become from the citizens of Queensland. The SEQ Council of Mayors is an embarrassment for falling in lockstep with this charade.

More than $285 million will deliver great places and spaces for communities across Queensland's booming south-east corner.


The SEQ Liveability Fund is one of the key projects being delivered under the $1.8 billion SEQ City Deal, a partnership between the Australian Government, the Queensland Government and Council of Mayors (SEQ).

The pool of funding is now open to eligible local governments to deliver projects that will help build healthier, liveable and more inclusive, connected communities.

That includes new parks and projects that promote health and wellbeing, as well as community infrastructure that complements new housing supply or urban renewal.

Councils can also apply for funding for regional sporting and recreation facilities to drive engagement in local sport in the lead-up to the Brisbane 2032 Olympic and Paralympic Games.

The fund will also support projects that meet the program's wider vision to support local businesses, jobs and maximise opportunities for First Nations people.

The SEQ City Deal is on track to deliver a significant package of investments with a value of $1.8 billion to one of the fastest growing regions in the country.

It is expected to benefit more than three million residents.

It is a collaboration between the three levels of government to deliver 29 commitments aimed at generating long-lasting benefits for the region.

Allocation of funds was determined from 2020 population data and is outlined in the below table.

A totally emasculated list, it's a joke.

I went to the launch, listened to pollies spruik their game-changing fast-rail - connecting the regions - transport plans.. none of which are on this list, except the Brisbane-centric Metro.
It's more of an embarrassment, full of more plans of plans and studies - yet nothing (fast-rail transport) gets built.

ALERT: This isn't foam.  :fo:  it's dribble.

In May 2017, the Commonwealth Government invited the Queensland Government and the
Council of Mayors (SEQ) to jointly develop a City Deals strategy for South East
Queensland.


TransformingSEQ, the SEQ City Deal proposition document, was released in February 2019.
A key theme of the SEQ City Deal is ensuring economic activation of South East Queensland
to maintain and improve our region's liveability.

Regional transport connectivity would enable residents to access a range of essential services
and daily needs within 30 minutes, and have easy access to high quality jobs, key economic
clusters and major lifestyle opportunities within 45 minutes.

Given the involvement of all three levels of government, Fast Rail aligns well with the
objectives of a City Deal partnership and a future SEQ City Deal. The objectives of the SEQ
City Deal are four-fold:
Alignment of planning and prioritisation – to support greater coordination and integration
between the levels of government.
Connecting our activity and growth centres – to leverage Cross River Rail and Brisbane
Metro to deliver new trunk network connections for the region and support greater
economic and urban agglomeration.
Optimising our network – to maximise the efficiency of our existing network and systems.
Connecting our markets – to support the region's supply chain and grow the export
oriented-economy.

The SEQ City Deal will focus on delivering significant liveability and productivity benefits
across the region. Fast Rail represents a strong opportunity for the SEQ City Deal. This is
because Fast Rail supports future growth and will help deliver value creation and
transformational outcomes.

Cluster-based approach of many small projects should be tried. Sydney's Rail Clearways is one model.

And fix the bus network as well. Sunshine Coast can get a rapid bus line to act in place of rail until rail can be constructed.

If we cannot get it now, the question should turn to well what can we get now?

Same with Toowoomba. Subsidise the coach operator, bring it into the Translink zone system and add more service. TRC could supply some funding.

NSW and Victoria have extensive public coach networks running off rail all over their states.

These are things TMR can do in the short term at low cost. Perhaps the reluctance to adopt these approaches is because doing so makes it difficult to conceal inaction compared to a large project with a near-indefinite timeline that requires an immense planning and funding lead time/ramp up time.
