As far as I know, not one of Southern Downs Steam Railway's. Could be a QR vehicle or a section car or something similar given the description of the size. A tragedy irrespective of who's rail vehicle it is. The New England Highway crossing is one of the few up here that actually have lights, too (but it is a full speed highway crossing)...

Update https://www.couriermail.com.au/news/toowoomba/two-people-injured-after-ute-fails-to-stop-at-railway/news-story/975abfbe7b02ac7817382030baba6eb5

" "Queensland Rail is investigating following a collision between a third-party operated rail section car and a road vehicle at a level crossing at The Summit," QR head of regional Scott Cornish said.

"A number of off-duty Queensland Rail employees were involved in the crash, with two seriously injured and transported to hospital.

"Our thoughts remain focused on their recovery, and we offer them our full support."

Could be Section Cars Australia?

Best wishes to those injured. Hope you all have a speedy recovery.

I hope this doesn't mean the end of this activity.

Am working an SDSR run to Stanthorpe today. When a train is scheduled, controllers and portable traffic lights are being deployed to the New England Hwy level crossing now.

Informally I am advised one of the drivers of the section cars was severely injured and has a long road to recovery ahead.
