Bus Lane Breakfast Creek Rd/Ann St

My proposal:

Have a 24/7 bus lane along Breakfast Creek Rd & Ann St. I would start it at Maud St, because I don't believe, currently, that you could run BCR with only one general traffic lane. Continue to the intersection with Constance St, where there would be a B cycle at the traffic lights, allowing buses to move directly from the left lane to the right, in order to access Stop 216 Valley Island.

Thoughts? Can the State implement it, even though it's a council-controlled road?
