Anti-social behaviours, fuelled on by fare evasion.  It is difficult enough for the operators to recruit and retain bus drivers, this sort of thing unchecked just makes matters worse.

The needs to be a prolonged presence of Senior Network Officers on the bus routes in the frame, plus others.
