Would the plateau be due to people who otherwise would have used public transport in normal times continuing to work from home, or avoiding enclosed spaces due to covid virus?

It is a combination of factors.  Restrictions, reduced student numbers (domestic and international, tertiary), less CBD workers, people working from home etc.

It will remain so until the pandemic is under some sort of control.

Public transport is a relatively safe environment because masks have been mandatory at times of community transmission. No recorded cases of covid transmission on public transport in SEQ (as stated by Minister Bailey).
