QUESTION:

Will the Minister provide an update on the number of reported service disruptions on the City
Train network for the current financial year, reported monthly with the numbers broken down by
the nature of the fault (e.g. door closing, air-conditioning) as well as by the QR train fleet and the
NGR rollingstock?

ANSWER:

I thank the Member for Scenic Rim for the question.

Queensland Rail is focused on continuing to deliver reliable, on-time services for its customers,
and every effort is made to ensure that services run to the published timetable.

In the 2019-20 financial year to date (to 31 March 2020), Queensland Rail has delivered 95.65
per cent of Citytrain services on time. In the same period, 99.67 per cent of services were
delivered in line with the timetable. This represents a service cancellation rate of just 0.33 per
cent. However, with more than one million customer trips and 8,322 services per week over 850
kilometres of track, the network can be subjected to unplanned disruptions from time to time –
just like any other network across the world.

Queensland Rail works hard to minimise any impacts to its customers from unplanned disruptions
and is constantly looking at ways to improve its on-time running performance across all areas of
the network.

Queensland Rail acknowledges that there was an increase in service delays in January and
February 2020, compared with previous months. However, these results significantly improved in
March 2020.

There was not a significant increase in the number of infrastructure-related incidents throughout
January and February, however a portion of the incidents occurred in peak times and at central
locations, causing a disproportionate number of delays.

The number of infrastructure-related delays has seen continued improvement in 2020. In
February, there was a significant 42 per cent decrease in infrastructure-related delays compared
to January, followed by a further a 35 per cent decrease in March.

The second leading cause of delays throughout 2020 to date was rollingstock. Since the start of
2020 (until 31 March 2020), 1.86 per cent of a total 95,180 timetabled services have been delayed
by train faults.

Comprehensive maintenance programs are in place for the South East Queensland train fleet to
maintain reliability, but just like people's personal road vehicles can experience issues, so too
can trains. The data shows that although there was an increase in services delayed by
rollingstock faults in 2020 to date, the number of faults has remained normal in all but one
category – presentation and cleaning.

The increase in this category is attributed to the reports of odour affecting a portion of the NGR
trains, which Bombardier, the Department of Transport and Main Roads and Queensland Rail are
working urgently to address. Bombardier has trialled a number of containment measures recently
to combat this matter, including deep-cleaning affected trains and slight lowering of the airconditioning set point. Early indications of these measures are very positive, with considerably fewer complaints being received.

Queensland Rail positions rapid response teams at key locations across the network, including
at Bowen Hills, and particularly in peak times, to attend and resolve these often-complex issues
as quickly as possible.

Note the reluctance to split NGR from the QR Fleet, which suggest NGRs have some issues ... lots of issues.

Commercially sensitive < bullsh%t.  Citizens of Queensland have paid the dollars, we have every right to find out the truth!
