Rail Level Crossings Rockhampton - safety upgrade

TO: The Honourable the Speaker and Members of the Legislative Assembly of Queensland

Queensland citizens draws to the attention of the House the urgent need to upgrade the poorly lit and inadequate safety guards at the level rail crossings, that are located in the Rockhampton CBD, along Denison Street and the following cross streets - Cambridge, Archer, Fitzroy, Denham, William, Derby and Stanley. The above named rail crossings do not have boom gates or flashing lights and are not well illuminated at night. This has been an ongoing serious concern for the greater Rockhampton community and a dangerous and hazardous situation for travellers.

Your petitioners, therefore, request the House to take as a matter of urgency all action necessary to ensure the safety guards are upgraded to include the installation of boom gates, flashing lights and better lighting at the above named level rail crossing intersections.

Dear Mr Laurie

I refer to petition number 2893-18 lodged with the Legislative Assembly on 15 May 2018 about
level crossing safety in Rockhampton.

Queensland Rail is committed to ensuring the safety of its employees, customers and road
users, with all level crossings designed and operated in accordance with national safety
standards. Level crossings are also assessed against the Australian Level Crossing
Assessment Model (ALCAM) to ensure the appropriate level crossing protective infrastructure is
in place.

A range of warning and safety controls are in place at all level crossings along Denison Street,
Rockhampton, including safety signage and pavement markings. The maximum speed for rail
traffic at this location is also reduced to 25 kilometres per hour.

Following an incident on 14 July 2017 at the Denison and William Street level crossing, the
Australian Transport Safety Bureau (ATSB) undertook an extensive investigation, with no
adverse findings or safety improvements suggested by the ATSB as a result.

Queensland Rail also conducted a thorough review of the level crossings on Denison Street,
which confirmed that all are compliant with the ALCAM model and meet all of the necessary
safety standards.

Queensland Rail has an ongoing program in place to educate communities about the
importance of rail safety, and to remind motorists and pedestrians to ensure they keep their
safety front of mind and obey the signs and signals in place for their protection.
Through this program, in 2017 Queensland Rail presented to more than 120 schools, special
learning centres and community groups across Queensland, directly engaging more than
20,000 people on the importance of rail safety.
